COVID-19 Homeless Update

This memorandum provides a status update on resources and efforts providing support to the
homeless population within the City of Carlsbad.
Homeless Outreach Team
• The Homeless Outreach Team (HOT) continues to distribute hygiene kits, brochures, and
masks to the city's unsheltered residents.
• The HOT engaged 119 unduplicated clients in December 2020. They provided
emergency shelter to 14 individuals and helped one person find permanent housing.
• The HOT continues to provide ongoing outreach and enforcement to individuals living in
their RVs off Avenida Encinas.
• The city recently updated their Homeless Response Plan's webpage. Residents can go
on line and meet the HOT, see the city's data and demographics on its homeless
population, review commonly asked questions, affordable housing and local resources.
La Posada
• In mid-December, La Posada tested 62 individuals for COVID-19 and had no positive
tests.
• Shelter staff immediately resumed their screening and started accepting referrals the
next week.
• The HOT continues to receive a daily bed count. HOT is given prioritization for intake.
City/Community Updates
• The District 76 Homeless Prevention/Intervention Program (Program) is no longer
accepting referrals. They received 58 referrals within the first 45 days of the Program's
start date in July and they have continued to add people to a waitlist until December.
The Program is on-track to meet their Program outcomes. Individuals who call seeking
support are being referred to alternative resources by Community Resource Center
staff.
• The Regional Task Force on the Homeless (RTFH) has officially received notification from
the U.S. Department of Housing and Urban Development (HUD) suspending the 2021
Point-in-Time Count for the unsheltered population in San Diego County. RTFH will still

be counting sheltered individuals who are homeless within the local homeless shelters
(e.g. La Posada), but the city will not be organizing volunteers to count people who are
sleeping outside in the census tracts of Carlsbad at any point in 2021.
• The city is working with San Diego County regarding plans for when and how individuals
experiencing homeless will receive vaccinations.
