Update on the Solid Waste Request for Proposals Process (District -All)
This memorandum provides a status on the Request for Proposals (RFP) process related to the
city's franchise agreements for citywide recycling, organics and solid waste collection and organic
materials processing services.
Background
On June 9, 2020, City Council received an informational item related to the city's franchise
agreements for recycling, organics and solid waste collection and organic materials processing
services. On June 16, 2020, City Council adopted Resolution No. 2020-111, authorizing staff to
issue an RFP for recycling, organics and solid waste collection and organic materials processing
services. The RFP process opened on June 17, 2020 and closed on Sept. 10, 2020, and staff is
currently reviewing proposals received.
Discussion
City staff, along with HF&H Consultants, continue to work with the waste hauling companies that
submitted proposals in response to the RFP to obtain the highest level of service for residents
and businesses at the lowest cost possible. On Feb. 23, 2021, staff plans to present the result of
these efforts to City Council for review and consideration of a new waste-hauler contract.
As part ofthe city's process to provide the best services to Carlsbad residents and the community
and stakeholder outreach mentioned during the aforementioned presentations to City Council,
staff distributed a solid waste and recycling survey to a random sampling of residents this week.
The purpose of the survey is to determine which solid waste and recycling services residents use
or would like included in the new city waste-hauling contract. The survey is being conducted via
text, email and phone to approximately 700 residents. The survey questions are provided in
Attachment A. The survey began on Monday, Jan. 4, 2021, and will conclude on Sunday,
Jan. 10, 2021.
Next Steps
Results of the survey will shape the services included in the proposed solid waste agreement,
which will soon be brought to City Council for discussion and approval.
