This memorandum provides information regarding the status of the city's internal auditor
staffing position.
Background
On Oct. 1, 2020, City Council received a memo regarding the notification of Kevin Branca's
retirement as Finance Director and two Finance Department personnel promotions to be
effective Jan. 4, 2021. As a result of this staffing transition, an internal recruitment for the vacant
position of Senior Accountant opened Nov. 13, 2020, and closed Nov. 27, 2020.
Discussion
On Nov. 13, 2020, the city opened an internal recruitment for the position of Senior Accountant
for the Finance Department. The city received four internal applications. The Finance
Department conducted first interviews using four panel members inclusive of two staff persons
from the Finance Department, one staff person from human resources, and one staff person
from the Library & Cultural Arts Department. All four internal candidates were interviewed.
After second interviews were conducted, the cavndidate selected for the position of Senior
Accountant within the Finance Department was Brigid Drury, the city's Internal Auditor. Brigid
accepted the city's offer on Friday, Dec. 18, 2020, and will assume this position effective
Jan. 4, 2021. The city intends to open an internal and external recruitment for the internal
auditor position immediately.
Brigid has been performing her role as an internal auditor since July 1, 2019. She recently
enrolled in the city's Master of Public Administration (MPA) program at SDSU last fall and will
complete her MPA in December 2022. Brigid is also a Certified Public Accountant. She is a
dedicated employee who wishes to broaden her financial, accounting, and budget knowledge
and experience at the city. She is excited for the opportunity to serve the city in this new role.
Next Steps .
Staff will conduct an internal and external recruitment for the vacated position of internal
auditor. Brigid will finish up her in-process audit work and assist with the transition of the new

Internal Auditor. It is anticipated that on Feb 23, 2021, Brigid will present to City Council the
summary of credit card and TOT internal audit results and introduce the new Internal Auditor.
