Re: PERSONAL PROTECTION EQUIPMENT FOR CONGREGATE CARE DONATION
The purpose of this memo is to notify City Council of an accepted donation from the County of
San Diego. There are no matching funds required for the donation.
The County of San Diego began requiring residents to wear a face covering when in public
beginning May 1, 2020. To date, the County of San Diego has donated a total of 327,000 face
masks; approximately 214,450 masks have been delivered to the Carlsbad community. The
masks are for use by employees, residents, congregate care facilities and other businesses, and
are made available to Carlsbad's most vulnerable populations as need is identified. They may
also be used to support evacuation point and shelter operations, should that become necessary
due to natural disasters, including wildfire.
As a result of coordination with Carlsbad's congregate care facilities, and in consultation with
the County of San Diego's Deputy Logistics Chief-Medical Operations Center, the city received
today:
• 50 1-gallon containers of hand sanitizer
• 530 8oz. containers of hand sanitizer
• 200 boxes of Nitrile gloves
• 36,000 face masks
• 5,000 N95 face masks
• 2,040 gowns
• 24 containers of wipes
These supplies will be delivered by CERT to congregate care facilities in Carlsbad.
Pursuant to CMC 6.04.100, the City Manager was able to accept the donation as the Director of
Emergency Services without City Council approval, as stated below.

the proclamation of a "state of emergency" by the Governor or the Director
of the State Office of Emergency Services, or the existence of a "state of war
emergency," the director is empowered:

and needed for the protection of life and property and to bind the city for
the fair value thereof and, if required immediately, to commandeer the
same for public use ...
