Present California law mandates that residential construction comply with the 1998 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 1997 UPC, 1997 UMC and 1996 NEC (all effective 7/1/99). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Carlsbad 02-0413 February 18, 2002 . PLANS 1. Please make all corrections on the original tracings as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. FIRE PROTECTION 4. Show locations of permanently wired smoke detectors with battery backup: Please see item 5 below. Inside each bedroom. Centrally located in corridor or area giving access to sleeping rooms. On each story. When sleeping rooms are upstairs, at the upper level in close proximity to the stair. In rooms adjacent to hallways serving bedrooms, when such rooms have a ceiling height 24 inches or more above the ceiling height in the hallway. NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit. Section 310.9.1. 5. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. Carlsbad 02-0413 February 18, 2002 . GENERAL RESIDENTIAL REQUIREMENTS 6. Sleeping rooms shall have a window or exterior door for emergency escape. Sill -height shall not exceed 44" above the floor. Windows must have an openable area of at least 5.7 square feet with the minimum openable width 20" and the minimum openable height 24". The emergency door or window shall be openable from the inside to provide a full, clear opening without the use of separate tools. Section 310.4. It seems that the master's bedroom window was changed. 7. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): Fixed and sliding panels of sliding door assemblies and panels in swinging doors other than wardrobe doors. Doors and enclosures for hot tubs, whirlpools, saunas, steam rooms, bathtubs and showers and in any portion of a building wall enclosing these compartments where the bottom exposed edge of the glazing is less than 60 inches above a standing surface and drain inlet. Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. . GARAGE AND CARPORTS 8. All elements supporting floor above garage, including walls/beams/columns supporting floor joists, must have one-hour fire-resistive protection on the garage side. Section 302.2. 9. Doors may open into the garage only if the floor or landing in the garage is not more than one inch lower than the door threshold. Section 1003.3.1.6. . FOUNDATION REQUIREMENTS 10. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section 1806.6.1: a) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt. 11. CARLSBAD SPECIAL CODE REQUIREMENTS All new residential buildings, including additions, require a soils report. An update letter is required if the report is more than 3 years old. If a room addition is less than 1000 sq. ft. in area and only one story, then a soils report is not required. Under this condition, Esgil staff should advise the City (upon final transmittal) to place their "soils notice" stamp on the plans. Project No. 76-4-20D, dated August 27, 1976 Mr. Jacobson: At your request, we have initiated our investigation of the referenced site. Our investigation activities have included a review of previous report for this site area, geologic reconnaissance, and the excavation of on shallow test pit to observe and sample subsurface soils for)he required expansion potential laboratory testing. It appear that up to six inches of Topsoil/Disturbed soils overly competent compacted fill materials in the vicinity of the propoed two-story addition at the referenced site. ic later of these materials are adequate for support of the proposed addition provided preparatory grading and foundations design and construction is completed as recommended herein. ENVIRONMINTAL 0 CONSTRUCTION INSPECTION AND TESTINGS CIVIL ENGINEERING 0 SURVEYING Update Geotechnical Recommendations For ' Page 2 Proposed Addition To Deal Residence, APN 216-481-20-00 2016 Saliente Way, Carlsbad, California March 14, 2002 CTE Job No. 10-5464 1.0 PRELIMINARY RECOMMENDATIONS 1.1 Grading Based on the preliminary plans provided and our understanding of the proposed improvements, we anticipate that the proposed addition area will be founded entirely on existing recompacted fill materials (Bento Engineering, Inc. 1976). In order to provide adequate and uniform support of the proposed slab-on-grade improvements, we recommend removing organic containing soils and either replacing with clean, granular import materials, or constructing a full depth slab-on- grade. Suitability .of the bottom of the' removal should be verified during site grading. We estimate up' to six inches of organic containing materials may require removal. However, locally deeper removals may be necessary where significant root or other plant material is observed. Granular' import material may consist of processed "yellow" fill or other non-exansive fill such as class 3 base. Proposed import material should be visually approved by CTE or tested to verify suitability, if necessary. All fill placed should be compacted to a minimum 90% relative, compaction (as per ASTM D 1557) at one to three percent above optimum moisture content. 1.2 Foundations - We conducted expansion index testing of a sample obtained from the proposed addition area. The results of our testing shows that the near surface soils in this area are generally non- expansive in nature. ThereTfore, continuous and isolated spread footings are suitable for use at this site as recommended herein. We anticipate that all building footings will be founded entirely in existing recompacted fills as recommended herein. Foundation dimensions and reinforcement should be based on allowable bearing values of 1,800 pounds per square foot (psf) for footings embedded a minimum of 24 inches in properly recompacted fill materials. The allowable bearing value may be increased by one third for short duration loading which includes the effects of wind or seismic forces. Minimum footing'reinforcement for continuous footings should consist of two No. 4 reinforcing bars; one placed near the top and one placed near the bottom, or as per the project.-structural' engineer. The structural engineer should design isolated footing reinforcement. Based on the preliminary plans as well as the conditions observed at the site, the maximum total static settlement is expected to be less than 1.0 inch and the maximum differential settlement is expected to be less than 0.5 inch across the proposed addition. 1.3 Foundation Setback Though not anticipated to be a concern, footings for structures should be designed such that the horizontal distance from the face of adjacent slopes to the outer edge of the footing is a minimum of 10 feet. 1.4 Lateral Load Resistance The following recommendations may be used for shallow footings on the site. A design passive resistance value of 250 pounds per square foot per foot of depth (with a maximum value of 1250 pounds per square foot) may be used. The allowable lateral resistance can be taken as the sum of the frictional resistance and the passive resistance, provided the passive, resistance does not exceed two-thirds of the total allowable resistance. 1.5 Concrete Slab-On-Grade Lightly loaded concrete slabs should be a minimum of 4.0 inches thick. Minimum sub reinforcement should consist of #3 reinforcing bars placed on 18-inch centers, each way, at mid- slab height. In moisture sensitive floor areas, a vapor barrier of ten-mil visqueen overlying a two-inch layer of compacted aggregate base should be installed. At a minimum, a two-inch layer of similar material should be placed above the visqueen to protect the membrane during steel and concrete placement. Where visqueen is not deemed necessary, the proposed slab-on-grade may b'e constructed directly upon the granular import or existing subgrade materials (i.e., no sand layer is required). Slabs subjected to heavier loads may require thicker slab sections and/or increased reinforcement. 1.6 Review of Addition Plans As requested, CTh has reviewed sheets 2, 3, and 5 of the addition plans prepared by James Jacobson Construction, dated 1/25/2002. Based on our review of the specified plans, it is our opinion that the plans are in general accordance with the recommendations provided herein.
