This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2016 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC,
2015 UPC, 2015 UMC and 2014 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2015 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section. etc.

GENERAL
Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
2. Provide a note stating that the addition will be provided with an automatic
residential fire sprinkler system. Section R313.2.
On the cover sheet of the plans, specify any items that will have a deferred
submittal (fire sprinklers). Additionally, provide the following note on the plans:
"Submittal documents for deferred submittal items shall be submitted to the
registered design professional in responsible charge, who shall review them and
forward them to the building official with a notation indicating that the deferred
submittal documents have been reviewed and that they have been found to be in
general conformance with the design of the building. The deferred submittal
items shall NOT be installed until their design and submittal documents have
been approved by the building official."
Please provide a section view through the addition.
Please clarify that the smoke alarm and carbon monoxide alarm notes on sheet
A2 apply to existing areas on the lower level as well and make the following
modifications / additions to the notes. R314, R315:
Smoke alarms required outside each separate sleeping area in the
immediate vicinity of the bedrooms and on each story, including
basements.
Smoke and carbon monoxide alarms shall be interconnected and hard
wired. Exception: Smoke alarms in existing areas need not be
interconnected and hard wired where the alterations or repairs do not
result in the removal of interior wall or ceiling finishes exposing the
structure, unless there is an attic, crawl space, or basement available
which could provide access for hard wiring and interconnection
without the removal of interior finishes. The bold part of the note needs
to be added to the Carbon Monoxide Note.

6. Where a window sill is more than 6' above the finished grade, the lowest part of
the window shall be at least 24" above the finished floor of the room. Glazing
between the floor and a height of 24" shall be fixed or have openings such that a
4" sphere cannot pass through. Section R312.2. Please show compliance at 5'
tall casement windows (if new). If existing, please specify this.
7. Please specify on the plans Boral Concrete tile roof covering to correspond with
the provide ICC approval number.
FOUNDATION AND STRUCTURAL
8. The City of Carlsbad requires a soil report for this project. Provide a copy of the
project soil report. The report shall include foundation design recommendations
based on the engineer's findings and shall comply with Section R401.4. If the
report is more than 3 years old or exceeds the time limit stated in the report, an
update letter is required.
9. If the soils engineer recommended that he/she review the foundation
excavations, note on the foundation plan that "Prior to the contractor requesting a
Building Department foundation inspection, the soils engineer shall advise the
building official in writing that:
The building pad was prepared in accordance with the soils report,
The utility trenches have been properly backfilted and compacted, and
The foundation excavations, the soils expansive characteristics and
bearing capacity conform to the soils report."
10. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (if required by the soil report).
11. Please reference an appropriate detail for retrofit anchor bolts in the existing
garage footing at the new shear wall.
12. Please specify footing sizes for existing footings supporting new loads (continuous
and pad).
13. Ceiling joists must be designed for a storage load of 20 psf for the portion of the
joist where there is at least 42" between the top of the ceiling joist and the bottom
of the rafter above, causing the 2x6 ceiling joists at 16" o. c. to be over-spanned.

14. Roof support and stability is unclear near RFB6 and RFB4. Please provide
sections and details to clarify and show that there is adequate support and ensure
that correct loading has been used in the calculations.

Please clarify, detail and call out support framing for the bearing wall supporting
the upper roof (and the low roof where it meets the wall) at the south end of the
garage. These loads do not appear to have been considered in the calculations for
the GLBs over garage.
One of the locations of CRFBI7 supports a post above from RFBS and the floor
beam supporting the bearing wall above, but these reactions were not included in
the loading for the calculation. Please revise to use correct loading and carry
through to supporting elements.
Please provide calculations for FB7,9,10, existing GLBs over garage supporting
new loads, and the 8.5' long floor I low roof beam at the northwest corner of the
garage which supports the bearing wall above (and specify its size and type on the
plans).
Is FLBI8 from the calcs labeled as RBI7 on the plans? Please clarify and adjust
loading based on corrections for the supporting beams. Carry through to
supporting elements.
Please provide weld specifications for column to base plate and show both
supported beams at 13/S5.
Please show the post under the east end of F137.
Show that existing footings below posts supporting new loads are adequate.
Please show on the foundation plan footings under supports for FB7 and F13I3.
Please provide a sketch of each level showing how tributary areas were
determined for shear walls. Many of the tributary areas used seem too low. Also,
please label all the shear wall lines on the sketch as some are not labeled on the
plans. Keep in mind that resistance from shear walls which are at an angle to the
calculated loads will be reduced. All existing shear walls and hold downs being
used to resist new loads must be included in the analysis and shown on the plans.
Some of the shear walls called out in the calculations do not match the plans.
(SWI2 which may be mislabeled, SWI4 (no 10' shear wall shown or available),
etc.
SWI 3 is not labeled on the plans, but it does not seem possible that the wind load
is unchanged considering that a second story has been added.
Show and detail on the plans all second-floor hold downs per the calculations.
Show and detail any required drag strapping on the plans.

33. Per CEC Article 210.11(C)3, note on the plans that bathroom circuiting shall be
either:
A 20 ampere circuit dedicated to each bathroom, or
At least one 20 ampere circuit supplying only bathroom receptacle outlets.
34. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California 5B407.

For plans submitted to the City on or after 4/12/19, the following Electric Vehicle
requirements apply, per Carlsbad ordinance:
R3's:
For the following types of projects, a minimum of one "EVSE (Electric Vehicle
Supply Equipment) ready space" shall be installed:
New one- and two-family dwellings
Townhouse style with attached garages
Major residential renovations (defined as renovations/additions having a
valuation of $60,000 or more)
Any project with an electrical service upgrade (including upgrades for PV
installation)
The "EVSE ready space" shall have the following: Panel capability, 40A 2 pole
breaker, 1" raceway, No. 8 conductors installed to the anticipated charger
location.
Major exceptions: 1. ADU's without additional parking are exempted. 2.
Renovations that do not include an electrical upgrade do not require the panel
capability or the 40A breaker. Check with the City for complete information.
RESIDENTIAL GREEN BUILDING STANDARDS
The California Building Standards Commission has adopted the Green Building
Standards Code and must be enforced by the local building official. The following
mandatory requirements for residential construction must be included on your plans.
CGC Section 101.3. The Standards apply to newly constructed residential buildings,
along with additions/alterations that increase the building's conditioned area, volume or
size. CGC Section 301.1.1. Provide a sheet on the plans labeled "Green Building Code
Requirements" and include the following notes as applicable.
Indoor water use. Show compliance with the following table, per CGC Section
4.303.1.

needs to be certified by one of 3 methods specified. Building materials with
visible signs of water damage should not be used in construction. The moisture
content must be determined by the contractor by one of the methods listed in
CGC Section 4.505.3.
Note on the plans that prior to final inspection the licensed contractor, architect or
engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions from
the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
ENERGY CONSERVATION
Please complete the Space conditioning system portion of the CFI-R. If HERS
rating is required, the CFI R-ADD-02 form cannot be used.

Presented herein is Alta California Geotechnical, Inc.'s (Alta) updated geotechnical report for
the proposed house addition located at 2732 Cazadero Drive, in the City of Carlsbad, California.
This report is based on a review of Residential Construction Plans by Kenneth J.Brown & Co.,
review of the referenced geotechnical reports, and Alta's staffs previous experience with the
project.
Alta has reviewed the referenced geotechnical reports in context with the Residential
Construction Plans by Kenneth 1. Brown & Co. and Alta concurs with the geotechnical
conclusions-and recommendations. Presented herein are updated seismic and foundation
design parameters consistent with the 2016 CBC. It is our opinion the proposed development is
feasible, from a geotechnical perspective, provided that the recommendations presented in this
report and the referenced reports are incorporated into improvement plans and implemented
during site development.

1.0 PROJECT DESCRIPTION
1.1 Background
The subject site was graded under the testing and observation of Alta in 2010. A
summary of Alta's observations and data collected during the grading operations
has been summarized in Reference 1. Grading of the subject site was completed
in 2010 and was considered suitable for its intended residential use. The lot has
been fully developed and currently support a single-family structure.
1.2 Proposed Development
A second story is proposed over the existing garage and the connection to the
main house (dining room). Foundation elements consisting of reinforced pad
footings are proposed in five (5) locations along the garage perimeter footing to
support the proposed second story.
2.0 GEOLOGIC AND ENGINEERING CONDITIONS
The pad area beneath the proposed second story is underlain by a minimum 4-feet of
engineered, compacted fill which in turn overlies bedrock Santiago Peak Volcanics. A
full description of the geologic conditions onsite is presented in References 1, 2,4 and 5.
Also included in the referenced reports are descriptions of the characteristics of the
onsite soils including compressibility, expansion potential, corrosion potential, moisture
content and excavation characteristics. Those descriptions are still considered
applicable to the Current design.
3.0 CONCLUSIONS AND RECOMMENDATIONS
Based on Alta's previous experience in the area, and a review of the proposed plans and
referenced reports, it is Alta's opinion that the proposed addition to the existing
structure is feasible from a geotechnical perspective. Presented below are earthwork
recommendations for the project.

3.1 General Earthwork Recommendations
The garage slab is entirely underlain by a minimum 4-feet of engineered,
compacted fill. It is anticipated that soils reconditioning will not be required to
accept the proposed pad footings that will support the proposed second story.
This condition should be verified to ensure that the existing engineered fill is
relatively undisturbed and has remained compacted to a minimum relative
compaction of 90 percent, as determined by ASTM Test Method; D-1557. If
necessary, compaction efforts shall be applied with appropriate equipment. If
necessary, fill material should be moisture conditioned to optimum moisture or
above.
4.0 DESIGN RECOMMENDATIONS
4.1. Foundations
Per the testing conducted in References 5, the onsite soils possess "very low"
expansion potential when tested in general accordance with ASTM Test Method
D: 4829. Foundations may be designed based on the values presented in Table
4-1 below.

embedment of 12 inches.
Lateral Bearing 250 lbs/ft2 at a depth of 12 Inches plus 250 lbs/112 for each
additional 12 inches of embedment to a maximum of 2000
lbs/ft2
Sliding Coefficient - 0.35
Differential Settlement Differential = 0.5-inch in 40 feet
*These values may be increased as allowed by Code to resist transient loads such as wind or
seismic. Building code and structural design considerations may govern depth and
reinforcement requirements and should be evaluated.
4.2 Seismic Design
The site has been identified as "Do site class in accordance with section 1613.3.2
of CBC 2016, Utilizing this information, the computer program ATC Hazards by
ALTA CAUFORNIA GEOTECHNICAL, INC.

Location and ASCE 7-10 criterion, the spectral response accelerations that can be
utilized for the project are presented on Figure 1. These parameters should be
verified by the structural engineer. Additional parameters should be determined
by the structural engineer based on the Occupancy Category of the proposed
structures.
4.3 Concrete Design
As stated in Reference 5, negligible concentrations of sulfates were detected in
the onsite soils. Therefore, the use of sulfate resistant concrete is not required
per ACI 318-14 at this time.
4.4 Footing Excavations
The footing excavations should be cleaned of all loose/sloughed materials and be
neatly trimmed at the time of concrete placement. The Project Geotech.nical
Consultant should observe the footing excavations prior to the placement of
concrete to determine that the excavations are founded In suitably compacted
material.
4.5 Exterior Slabs and Walkways
Exterior concrete slabs and walkways should be designed and constructed in
consideration of the following recommendations.
4.5.1 Subrade Compaction
The subgrade below exterior concrete slabs should be compacted to a
minimum of 90 percent relative compaction as determined by ASTM Test
Method: D 1557.

4.5.2 Subrade Moisture
The subgrade below concrete slabs should be moisture conditioned to a
minimum of 110 percent of optimum moisture prior to concrete
placement.
4.5.3 Concrete Slab Thickness
Concrete flatwork and driveways should be designed utilizing four-inch
minimum thickness.
4.5.4 Control Joints
Weakened plane joints should be installed on walkways at intervals of
approximately eight feet (maximum) or less. Exterior slabs should be
designed to withstand shrinkage of the concrete.
5.0 LIMITATIONS
This report is based on the following: 1) review of the Residential Construction Plans by
Kenneth J. Brown & Co.; and 2) the information presented in the referenced reports.
The findings are based on information from previous investigations/geotechnical reports
contained in the references. The results reflect an interpretation of the direct evidence
obtained. Work performed by Alta has been conducted in a manner consistent with the
level of care and skill ordinarily exercised by members of the geotechnical profession
currently practicing in the same locality under similar conditions. No other
representation, either expressed or implied, and no warranty or guarantee is included
or intended.
The recommendations presented in this report are based on the assumption that an
appropriate level of field review will be provided by a geotechnical consultant who is
familiar with the design and site geologic conditions. That field review shall be sufficient

requirements apply to their projects. Unless none of the requirements apply, the completed checklist must be
included in the building permit application. It may be necessary to supplement the completed checklist with
supporting materials, calculations or certifications, to demonstrate full compliance with CAP ordinance
requirements. For example, projects that propose or require a performance approach to comply with energy-
related measures will need to attach to this checklist separate calculations and documentation as specified by
the ordinances.
