You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with the 1998 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 1997 UPC, 1997 UMC and 1996 NEC (all effective 7/1/99). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602-2700. Specify expiration date of license. (California Business and Professions Code). GENERAL RESIDENTIAL REQUIREMENTS Do the 5'x7' casement windows crank inwards? If the crank out it would seem the guardrail would prohibit it from extending far enough out to provide egress. No details provided for the guardrails at these windows i.e. maximum 4" opening, 36" high and structural support. CONCRETE AND MASONRY 5. Show anchored veneer support and connections attached to wood in Seismic Zones 3 and 4, comply with Section 1403. Show ties, #9 wire in horizontal joints, etc. FRAMING Detail 5/SD-1 is referencing detail DD for connection from post to header/beam but could not locate this detail. Provide postive connection from existing plates to new at closet extension on sheet 8. Include detail H/6 for required special inspection duties on sheet I. Carlsbad 01-515 02/15/01 9. Detail and reference hip connections and hip support above entry and master bedroom extension. . MECHANICAL (UNIFORM MECHANICAL CODE) 10. Specify on the plans the following information for the fireplace(s), per Section 106.3.3: Manufacturer's name. Model name/number. ICBO approval number, or equal. Show height of chimney above roof per I.C.B.O. approval or UBC Table 31-13. Note on the plans that approved spark arrestors shall be installed on all chimneys. UBC, Section 3102.3.8. 11. Is existing FAU/AC adjueate to heat and cool addition? If new units being added show location , access, combustion air etc. . ELECTRICAL (NATIONAL ELECTRICAL CODE) 12. Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels. Is existing service adjueate? 13. Note on the plans that bathroom receptacle outlets shall be supplied by a minimum of one 20-ampere branch circuit. Such circuits shall have no other outlets. This circuit may serve more than one bathroom. NEC Art. 210-52(d). . CITY OF CARLSBAD REQUIREMENTS 14. All new residential buildings, including additions, require a soils report. An update letter is required if the report is more than 3 years old. If a room addition is less than 1000 sq. ft. in area and only one story, then a soils report is not required. Under this condition, Esgil staff should advise the City (upon final transmittal) to place their "soils notice" stamp on the plans. 15. If special inspection is required, the designer shall complete the attached Special Inspection Notice. 16. Nails for shear transfer connection (using A35's, etc.) may not be driven parallel to the flanges of TJI's (i.e., along the sides), per city policy, unless specific written approval from Trus-Joist Macmillan is first obtained. Details or notes on the plans should make this clear. Nails may bedriven perpendicular to TJI flange. P-333031 I Page INTRODUCTION I This report presents the results of our geotechnical investigation on the subject property. The purpose of this study is to evaluate the nature and characteristics of the earth materials underlying the property, the engineering properties of the surficial deposits and their influence on the proposed residential additions. SITE CONDITIONS I The subject property is located north of Chestnut Avenue, along the western terminus of Sara Way, in the city of Carlsbad. The site includes a level, graded cut/fill lot which accommodates a single and two story residence with an attached garage. A swimming pool and deck are located along the western portion of the lot. I Vegetation includes residential landscaping consisting of grass, shrubs and planters adjacent to the foundation. Drainage is generally directed to an inlet for an 8.0 inch I diameter subsurface drainage system in the southwestern portion of the site. I U PROPOSED DEVELOPMENT Plans for the development of the site were prepared by B. Worthing Plan Service. The I project will include the construction of a two story addition over the southwestern - portion of the existing residence. The addition will be supported on new continuous wall footings and column pads. I Coast Geotechnical April 25, 2001 W.O. P-333031 Page I PREVIOUS DEVELOPMENT - I The subject property (Lot 37) was developed in approximately 1986, as part of a larger subdivision known as Carlsbad Tract No. 81-19. The grading plan for the tract was prepared by Rick Engineering Company, dated July 17, 1986. Geotechnical services I during the grading phase were provided by San Diego Soils Engineering, Inc. However, geotechnical reports were not available for review at the city of Carlsbad. I I SITE INVESTIGATION Site exploration included four (4) exploratory borings drilled to a maximum depth of 9.0 I feet and one (1) test pit excavated adjacent to the existing foundation. Earth materials I encountered were visually classified and logged by our field engineering geologist. Undisturbed, representative samples of earth materials were obtained at selected intervals. I Samples were obtained by driving a thin walled steel sampler into the desired strata. The I samples are retained in brass rings of 2.5 inches outside diameter and 1.0 inches in I height. The central portion of the sample is retained in close fitting, waterproof containers and transported to our laboratory for testing and analysis. I I LABORATORY TESTING Classification I The field classification was verified through laboratory examination, in accordance with I the Unified Soil Classification System. The final classification is shown on the enclosed Exploratory Logs. I Coast Geotechnical April 25, 2001 W.O. P-333031 Page 7 Moisture/Density The field moisture content and dry unit weight were determined for each of the undisturbed soil samples. This information is useful in providing a gross picture of the soil consistency or variation among exploratory excavations. The dry unit weight was determined in pounds per cubic foot. The field moisture content was determined as a percentage of the dry unit weight. Both are shown on the enclosed Laboratory Tests Results and Exploratory Logs. Maximum Dry Density and Optimum Moisture Content The maximum dry density and optimum moisture content were determined for selected samples of earth materials taken from the site. The laboratory standard tests were in accordance with ASTM D-1557-91. The results of the tests are presented in the Laboratory Test Results. GEOLOGIC CONDITIONS The subject property is located in the Coastal Plains Physiographic Province of San Diego. The property is underlain at depth by Pleistocene terrace deposits. The terrace deposits are underlain in turn by Eocene-age sedimentary rocks which have commonly been designated as the Santiago Formation on published geologic maps. The terrace sands are covered by a wedge-shaped fill mass that thickens to the west. A brief description of the earth materials encountered on the site follows. U Coast Geotechnical April 25, 2001 W.O. P-333031 Page 8 Artificial Fill Subsurface exploration suggests that the, underlying terrace deposits are covered by a wedge-shaped fill mass which thickens to the west. The fill is composed of 1.0 to 2.0 feet of reddish brown clayey sand underlain by dark brown to grey slightly organic clayey sand. The depth of fill ranges from approximately 4.0 feet in the vicinity of Boring No. 1 to approximately 8.0 feet in the vicinity of Boring No. 4. Terrace Deposits Underlying the fill materials, poorly consolidated Pleistocene terrace deposits are present. The sediments are composed of reddish brown slightly clayey, fine and medium-grained sand and are generally dense where explored. Regionally, the Pleistocene sands are considered flat-lying and are underlain at depth by Eocene-age sedimentary rock units. Existing Footings The single story portion of the residence is supported on continuous wall foundations. One test pit was excavated along the west side of the exterior foundation. The base of the wall footing is founded approximately 12 inches below the exterior grade. Expansive Soil Based on our experience in the area and previous laboratory testing of selected samples, the fill deposits and Pleistocene sands reflect an expansion potential in the low range I Coast Geotechnical April 25, 2001 W.O. P-333031 1 Page Ground Water Seepage was encountered at a depth of 5.0 feet in Boring No. 4 and very moist to wet conditions within the fill deposits was observed in Boring Nos. 1 through 3. The I saturated conditions appear to be associated with over-irrigation. It should be noted that - seepage problems can develop after completion of construction. These seepage problems - most often result from drainage alterations, landscaping and over-irrigation. In the event that seepage or saturated ground does occur, it has been our experience that they are most effectively handled on an individual basis. Tectonic Setting The site is located within the seismically active southern California region which is generally characterized by northwest trending Quaternary-age fault zones. Several of U these fault zones and fault segments are classifled as active by the California Division of Mines and Geology (Alquist-Priolo Earthquake Fault Zoning Act). I Based on a review of published geologic maps, no known faults transverse the site. I Several steeply dipping short fault segment have been mapped in the regional area of the site. These northeast trending faults are exposed in the Eocene-age rocks of the Santiago Formation but not in the overlying Pleistocene terrace deposits and are presumably inactive. The nearest active fault is the offshore Rose Canyon Fault Zone located approximately 6.0 I Coast Geotechnical April 25, 2001 W.O. P-333031 I Page 10 miles west of the site. It should be noted that the Rose Canyon Fault is not a continuous, well-defined feature but rather a zone of right stepping en echelon faults. The complex series of faults has been referred to as the Offshore Zone of Deformation (Woodward- Clyde, 1979) and is not fully understood. Several studies suggest that the Newport- Inglewood and the Rose Canyon faults are a continuous zone of en echelon faults (Treiman, 1984). Further studies along the complex offshore zone of faulting may indicate a potentially greater seismic risk than current data suggests. Other faults which could affect the site include the Coronado Bank, Elsinore, San Jacinto and San Andreas Faults. The proximity of major faults to the site and site parameters are shown on the enclosed Earthquake Fault Analysis (Appendix B). Liquefaction Potential Liquefaction is a process by which a sand mass loses its shearing strength completely and flows. The temporary transformation of the material into a fluid mass is often associated with ground motion resulting from an earthquake. Owing to the moderately dense nature of the Pleistocene terrace deposits and the anticipated depth to ground water, the potential for seismically induced liquefaction and soil instability is considered low. DISCUSSION Based on subsurface exploration and a review of the grading, the subject property is a I - I Coast Geotechnical April 25, 2001 W.O. P-333031 I Page 11 cut/fill transitional lot. The fill thickens to the west to an approximate depth of 10 to 12 feet. Approximately 8.0 feet of fill underlies the western foundation of the residence. The results of our selective testing suggest that the fill, in general, was well compacted. However, seepage and high moisture contents were noted during exploration. It should be noted that all fills consolidate. In general, the greater the depth of fill, the greater the amount of consolidation. CONCLUSIONS The residence is approximately 12 years old and the majority of consolidation within the fill deposits has probably already occurred. No evidence of significant distress was observed at this time along the exterior of the residence. In order to completely mitigate potential adverse affects of consolidation and settlement, the proposed additions would have to be supported on piers embedded into the underlying rock units, grade beams and structural slabs. Such an approach is not considered a practical solution since the addition is of limited extent and the existing residence is supported on fill deposits. Therefore, conventional reinforced foundations, underpins and slabs may be used although a low bearing value of 1000 pounds per square foot, as designed, is recommended in the foundation section of this report. P-333031 Page 12 - RECOMMENDATIONS General Site exploration suggests that the perimeter continuous wall footing for the single story I portion of the structure is embedded approximately 12 inches below grade into fill - deposits along the exterior foundation line. From a geotechnical viewpoint, the - embedment depth is inadequate to support a second-story load. Interior footing embedment is not known and should be evaluated during the construction phase if additional loads are anticipated. Foundations I The following parameters may be used in analysis of existing foundations and in the design of new foundations. I Underpins or column pads for the proposed two-story addition should be founded a I minimum of 12 inches below the existing footing into dense fill deposits. All proposed new footings should extend a minimum of 18 inches below grade into dense fill deposits I for single or two-story structures. Additional depth may be required if high moisture or unforseen conditions are encountered. Undermining of the existing footings should not I exceed 5.0 lateral feet. If the existing footing is undermined for greater than 5.0 lateral I feet, the existing footing should be shored. Proposed footings should be founded below a 45 degree plane projected up from the base of the existing swimming pool. I Coast Geotechnical April 25, 2001 W.O. P-333031 Page 13 Footings founded into dense fill deposits, as recommended above, may be designed for a bearing value of 1000 pounds per square foot. The bearing value indicated above is for the total dead and frequently applied live loads. This value may be increased by 33 percent for short durations of loading, including the effects of wind and seismic forces. Resistance to lateral load may be provided by friction acting at the base of foundations and by passive earth pressure. A coefficient of friction of 0.35 may be used with dead- load forces. A passive earth pressure of 200 pounds per square foot, per foot of depth of fill deposits penetrated to a maximum of 1000 pounds may be used. Slabs on Grade (Interior and Exterior) Slab subgrade preparation may be necessary and should be evaluated during the construction phase. Slabs on grade should be a minimum of 4.0 inches thick and reinforced in both directions with No. 3 bars placed 18 inches on center in both directions. The slab should be underlain by a minimum 2.0-inch sand blanket. Where moisture sensitive floors are used, a minimum 6.0-mil Visqueen or equivalent moisture barrier should be placed over the sand blanket and covered by an additional two inches of sand. Utility trenches underlying the slab may be backfilled with on-site materials, compacted to a minimum of 90 percent of the laboratory maximum dry density. Slabs including exterior concrete flatwork should be reinforced as indicated above and n Coast Geotechnical April 25, 2001 W.O. P-333031 Page 14 provided with saw cuts/expansion joints, as recommended by the project structural engineer. All slabs should be cast over dense compacted subgrades. Settlement Characteristics Estimated total and differential settlement for footings founded as recommended is expected to be on the order of 3/4 inch and 1/2 inch, respectively. It should also be noted that long term secondary settlement due to irrigation and loads imposed by structures is anticipated to be 1/4 inch. Seismic Considerations Although the likelihood of ground rupture on the site is remote, the property will be exposed to moderate to high levels of ground motion resulting from the release of energy should an earthquake occur along the numerous known and unknown faults in the region. The Rose Canyon/Newport-Inglewood Fault Zone is the nearest known active fault and is considered the design earthquake for the site. A maximum probable event along the offshore segment of the Rose Canyon Fault is expected to produce a peak bedrock horizontal acceleration of 0.30g and a repeatable ground acceleration of 0.20g. 11 Coast Geotechnical April 25, 2001 W.O. However, in general, pad water should be directed away from foundations and around the structure to the street or suitable discharge location. Roof water should be collected and conducted to hardscape or the street, via non-erodible devices. Pad water should not be allowed to pond. Vegetation adjacent to foundations should be avoided. If vegetation in these areas is desired, sealed planter boxes or drought resistant plants should be considered. Other alternatives may be available, however, the intent is to reduce moisture from migrating into foundation subsoils. Irrigation should be limited to that amount necessary to sustain plant life. Utility Trench We recommend that all utilities be bedded in clean sand to at least one foot above the Coast Geotechnical April 25, 2001 W.O. P-333031 Page 16 top of the conduit. The bedding should be flooded in place to fill all the voids around the conduit. Imported or on-site granular material compacted to at least 90 percent relative compaction may be utilized for backfill above the bedding. The invert of subsurface utility excavations paralleling footings should be located above the zone of influence of these adjacent footings. This zone of influence is defined as the area below a 45 degree plane projected down from the nearest bottom edge of an adjacent footing. This can be accomplished by either deepening the footing, raising the invert elevation of the utility, or moving the utility or the footing away from one another. Geötechnical Observations Structural footing excavations should be observed by a representative of this firm, prior to the placement of steel. If high moisture or other unforeseen conditions are encountered, additional depth of footing excavations will be necessary. Plan Review The foundations plans for the proposed addition were reviewed during the course of this study. Our recommendations are in general conformance with the plans. However, the project designer and structural engineer should review this report to evaluate if any changes are necessary in the design. This office should be notified if changes are made. Irrigation should be limited to that amount necessary to sustain plant life. Minor settlement due in part to concrete shrinkage of underpined footings may result in cracking of stucco. This report is presented with the provision that it is the responsibility of the owner or the owner's representative to bring the information and recommendations given herein to the attention of the project's architects and/or engineers so that they may be incorporated into plans. If conditions encountered during construction appear to differ from those described in this report, our office should be notified so that we may consider whether modifications are needed.
