Recommended Action Receive a presentation and provide input on the scope of work for inclusion in the Request for Qualifications (RFQ) for preliminary engineering design and assessment for the College Boulevard Reach A, Capital Improvement Program (CIP) Project No. 3636 (Project). Background On April 6, 2020, staff brought an item to the Traffic and Mobility Commission regarding the determination of four deficient street facilities and financing program options for the College Boulevard extension project. Staff’s recommend actions included, among other items, to support staff’s recommendations to the City Council to provide direction to city staff on whether to develop a city-led financing program for construction of the College Boulevard extension project. A motion was made at that meeting to support staff’s recommendation for determining the four street facilities to be deficient and expediting another CIP project with additional commission recommendations to include the College Boulevard traffic study’s quantitative data in the presentation to the City Council and the commission’s support for a city-led College Boulevard extension project. The motion passed 5-2. On May 5, 2020, the City Council adopted a resolution directing city staff to develop a city-led financing program for construction of the College Boulevard extension project, which would include the city undertaking a preliminary design and engineering assessment. Staff is currently working on the RFQ for preliminary engineering and assessment for the Project and is requesting commission and public input on the scope of work for inclusion in the RFQ. The draft RFQ will require the consulting team to perform the following services: • Land use review • Land surveying • Preliminary environmental impact and mitigation assessment • Condemnation, right-of-way verification and land acquisition • Preliminary hydraulic and hydrological studies • Assessment of Local Facilities Management Zone 15 and General Plan compliance • Preliminary geotechnical engineering investigation • Preliminary traffic studies • Preliminary civil engineering plans (e.g. grading and improvement plans) and associated technical documentation • Preliminary structural engineering analysis and bridge design plans • Preliminary stormwater quality management plan • Community outreach program to get community input regarding the stakeholder’s concerns and goals for the new College Blvd segment • Preliminary construction cost estimates Necessary Council Action After completion of the consultant selection process, staff will bring this item to the City Council to award a professional services agreement. Next Steps Following the Traffic and Mobility Commission’s input on the scope of work, staff will finalize and advertise the Project RFQ. Once qualifications are received, a selection committee comprised of city staff will evaluate the qualifications and select the most qualified consulting team. Staff will then negotiate a detailed scope of work and fee schedule with the consultant. Upon selection of the consultant, staff will bring a staff report to the City Council in spring 2021 and recommend that the City Council approve the professional services agreement. Preliminary engineering design and environmental assessment is anticipated to start in late 2021 and is expected to take approximately two years to complete. Exhibits 1.
