Recommended Action
Staff recommends the Traffic and Mobility Commission to approve a recommendation to the
City Council to implement the El Camino Real Roadway Improvements from Poinsettia Lane to
Camino Vida Roble, Capital Improvement Program (CIP) Project No. 6072 (Project) providing
operational improvements consistent with the city’s General Plan Mobility Element.
Background
The Project will widen the northbound segment of El Camino Real for approximately 1,500 feet
from Cinnabar Way to Camino Vida Roble. The Project will also include re-striping northbound
El Camino Real between Poinsettia Lane to Cinnabar Way from two lanes to three through
lanes, maintaining existing bike lanes, consistent with the Mobility Element of the City of
Carlsbad’s General Plan.
Northbound El Camino Real, from Cinnabar Way to Camino Vida Roble, will be physically widened
to add an additional through lane (total of three vehicular lanes at 11 feet each), enhance the
existing buffered bike lane consisting of 8 foot bike lanes with 3 foot buffers, and install a new
sidewalk. Currently, the sidewalk terminates in the northbound direction at Cinnabar Way. A
portion of the widening segment, north of Cinnabar Way, will require about 200 feet of retaining
wall on the east side, to minimize the impacts associated with the Project to the adjacent private
properties.
Northbound El Camino Real, from Poinsettia Lane to Cinnabar Way, will be re-striped to
accommodate three through travel lanes at 11 feet each, buffered bike lane consisting of 8 foot
bike lanes with 3 foot buffers. Approximately 900 feet south of Camino Vida Roble, the median
will receive streetscape and landscape improvements to match the existing segments.
This improved roadway segment will include buffered bike lanes with green dashed conflict
zone striping at bus stops. In addition, new street lights will be added for safety on the east side
of El Camino Real from Cinnabar Way to Camino Vida Roble.
Necessary Council Action
Staff will finalize the Project construction plans, specifications and cost estimates to be
presented to the City Council for approval and authorization to advertise the Project for
construction bids in Summer 2021.
Next Steps
Following the Traffic and Mobility Commission’s review, staff will bring a staff report to the City
Council in summer of 2021 and recommend that the City Council approve the Project plans and
specifications, and authorize the city clerk to advertise for construction bids. After the bidding
process is complete, the Project will be brought back to the City Council with a request to
award a construction contract to the lowest responsive and responsible bidder. The
construction is targeted to begin in late 2021, with completion expected in early 2022.

I will propose pulling Item 1 from the Consent Calendar to ask for upgrades to the
Traffic Control Plan (TCP) for Bicyclists.
Dokken Sheet 16 and 17, pages 30 and 31:
Traffic Control Plan Sections A-A and B-B show no Bike Lane and a 14.5 ft #2 lane against k-rail. Share the Road signs with a 45 MPH speed limit are shown. Does the City consider that this is acceptable from a Sustainable Mobility standpoint for bicycle
commuters who would have no reasonable alternative? I believe Carlsbad can do better than this.
Sheet 17 shows only 1 of the 2 LTO lanes to Camino Vida Roble will be retained at 17’ width, but with a gradually increasing buffer that begins at 0' and is 5’ wide between the LTO lane and #1 lane before it reaches the intersection. Why is this “wasted space’ in
the TCP when there is less room here for the work zone and (again) there is no Bike Lane? Please share this with the other Commissioners.
