Meeting Date: Dec. 1, 2020
To: Beach Preservation Commission
From: Kyle Lancaster, Parks & Recreation Director
Staff Contact: Michael Tully, Parks Planner
Subject: Beach Preservation Commission Work Plan for fiscal year 2020-2021
Recommended Action
Review, edit as needed, and adopt the work plan for fiscal year 2020-21 and recommend
approval by the City Council.
Discussion
In 2018, the City Council revised the Carlsbad Municipal Code to create uniform policies and
procedures related to boards and commissions. CMC Section 2.15.020 (C) requires that each
board or commission provide to the City Council for its approval an annual work plan of
activities to be undertaken.
On June 4, 2019, the Beach Preservation Commission unanimously adopted its work plan for
fiscal year 2019-20 and recommended approval by the City Council. The work plan included the
activities that the Beach Preservation Commission anticipated undertaking in that fiscal year.
The purpose of a work plan is to encourage increased dialogue between the Beach Preservation
Commission and the City Council. It is also intended to ensure that the Beach Preservation
Commission is working in line with the priorities of the City Council. On Jan. 14, 2020, the City
Council adopted a resolution approving the Beach Preservation Work Plan for fiscal year 2019-
20 (Exhibit 1).
At its’ regular meeting on Oct. 6, 2020, the Beach Preservation Commission reviewed a draft
work plan for fiscal year 2020-21. On an approved minute motion, the Commission voted to
consider and reevaluate the draft Beach Preservation Commission Work Plan for fiscal year
2020-21 at its’ next regular meeting on Dec. 1, 2020. The Commissioners were invited to
submit any potential edits on the draft work plan to the staff liaison for the Commission, Parks
Planner Michael Tully by November 19, 2020.
Staff received suggested edits from Chairperson Briggs and Vice Chairperson Steindleberger.
Staff has prepared updated drafts to the Beach Preservation Commission Work Plan for fiscal
year 2020-21 (Exhibits 2&3) based off the edits received for the Commission to review and
consider for adoption.
