FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (760) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil

Show size of roof drains and overflows. Sections 1506.2 and 1506.3.
An occupancy separation is not required between carport and residence,
provided the carport is open on two or more sides and has no enclosed uses
above. Section 302.1. Clearly show that carport has stucco underneath on
building section shown on page 8.
FOUNDATION REQUIREMENTS
Investigate the potential for seismically induced soil liquefaction and soil
instability in seismic zones 3 and 4. Section 1804.5
Per soils report, note on the plan the soils classification, whether or not the soil is
expansive and note the allowable bearing value. Section 1804.3.
Show size and embedment of hold down anchors on foundation plan or note
SSTB sizes for each type. Section 106.3.3.

FRAMING
15. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans. Truss layout needs to be reviewed and
stamped by a licensed designer. All truss to truss connections must be specified
on plans.
16. Show length of shear panels at locations and hold downs required by
calculations. Missing hold downs in various locations such line 2 and 4. Detail
and reference floor ties where required.
17. Per UBC Section 2343.6, provide the following note on the plans if trusses are
used: "Each truss shall be legibly branded, marked or otherwise have
permanently affixed thereto the following information located within 2 feet of the
center of the span on the face of the bottom chord:
Identity of the company manufacturing the truss.
The design load..
The spacing of the trusses."
18. Truss calculations need to reflect 4' openings for skylights.
19. A complete structural check cannot be done till vertical and lateral calculations
reflect the additional dead loads mentioned below.
20. Provide calculations for main vertical and horizontal framing members and
footings. Section 106.3.3. The calculations provided did not take into affect the 3"
of light weight concrete shown on page 8. TJl's and other framing members in
carport area do not reflect the weight of the stucco at soffitt area.
21. Provide calculations for lateral loads, shear panels, shear transfer and related.
Section 106.3.3. The additional weight mentioned above will effect the lateral
also.
22. Could not locate RB I on page 7. Assume its shown as RB 10 but it only
measures 10 ft instead of 11 %' shown on page 2 of calculations.
23. Does FB 10 point load 2 reflect point load from girder truss above and from FB

New residential units must be pre-plumbed for future solar water heating. Note
that two roof jacks must be installed where the water heater is in the one story
garage and directly below the most south facing roof (City Ordinance No. 8093).
Note that two 3/4" copper pipes must be installed to the most convenient future
solar panel location when the water heater is not in a one story garage and is not
directly below the most south facing roof. (City Ordinance No. 8093).
All piping for present or future solar water heating must be insulated when in areas
that are not heated or cooled by mechanical means (city policy).
All structures require a Class A roof covering, except room additions. If a room
addition covers all of the existing building (2nd story addition), then the above
exception doesn't apply. (Note comp roof is Class A)
Overflow roof drains shall terminate in an area where they will be readily visible
and will not cause damage to the building. If the roof drain terminates through a
wall, the overflow drain shall terminate 12" minimum above the roof drain. Policy
84-35.

1n accordance with a request from Mr. Roy Blackford, and to comply with the City of
Carlsbad plan check comments, GeoSoils, Inc. (GSI) has evaluated the potential for
liquefaction and associated dynamic settlement to affect the site.
Seismically-induced liquefaction is a phenomenon in which cyclic stresses, produced, by
earthquake-induced ground motion, create excess pore pressures in soils. The soils may
thereby acquire a high degree of mobility, and lead to lateral movement, sliding, sand
boils, consolidation and settlement of loose sediments, and other damaging deformations.
This phenomenon occurs only below the water table; but after liquefaction has developed,
it can propagate upward into overlying, non-saturated soil as excess pore water dissipates.
Typically, liquefaction has a relatively low potential at depths greater than 45 feet and is
virtually unknown below a depth of 60 feet:
Liquefaction susceptibility is related to numerous factors and the following conditions
should be present for liquefaction to occur: 1) sediments must be relatively young in age
and not.have developed a large amount of cementation: 2) sediments generally consist
of medium to fine grained relatively cohesionless sands; 3) the sediments must have low
relative density: 4) free groundwater must be present in the sediment; and 5) the site must
experience a seismic event of a sufficient duration and magnitude, to induce straining of
soil particles.

Inasmuch as a majority of these conditions do not exist onsite and the entire site is
underlain by relatively dense terrace deposits, àUr evaluation indicates that the potential
for liquefaction and associated adverse effects (dynamic settlement) within the site is very
low.
Since our study is based upon the site materials and conditions observed, selective
laboratory testing and engineering analysis, the conclusion and recommendations are
professional opinions. These opinions have been derived in accordance with current
standards of practice and no warranty is expressed or implied. Standards of practice are

In accordance with your request, GeoSoils, Inc. (GSI) has reviewed the referenced reports
and have prepared this addendum to our plan review dated February 10, 1999, regarding
a side yard setback and location of a drainage swale. Based on our review, the minimum
distance from a given structure to the flow line of side yard drainage may be reduced from
5 feet, per City Standard GS-1 5, to a minimum of 3 feet. Due to the decreased setback
from structure to drainage swale, footings for the structure should maintain a minimum
embedment equivalent to 12 inches below the flow line elevation of the adjacent drainage
swale. Trenching for any utilities adjacent to a footing should remain above a 1:1
projection downward from the outside bottom edge of the footing. All trenched should be
compacted to a minimum 90 percent relative compaction. The use of roof gutters and
downspouts should also be considered.
