This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
Please make all corrections on the original tracings and submit two new sets of prints to:
ESGIL CORPORATION.
To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding
corrections. Please contact me if you have any questions regarding these items.

2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
The first sheet of the structural calculations and the structural sheets of the plan
shall be signed and sealed by the engineer or architect.
18. If required, show size, embedment and location of hold down anchors on
foundation plan. Section 106.3.3.
The embedment length of the hold down anchors shall be clearly identified on
the plan.
22. Show double top plate with minimum 48" lap splice. Section 2326.11.2.
26. Provide calculations for main framing members(6x14 ridge, 4x12 floor beam(it
may be overstressed) across dining..etc.). Section 106.3.3.
The RB-1-6x14 ridge beam shall be DF#1 per calculation. The framing plan did
not show #1. Please check.
28. In 2-story buildings, shear panels at the first story (at least 48 inches in
width) shall be located at each end or as near thereto as possible and
comprise at least 25 percent of the linear length of the wall, or provide
design. Section 2326.11.3 and Table 23-1-W.
a)The underpin new footing detail (4/11) shall be referenced from the foundation
plan.
Provide uplift force calculation for shear wall at line 3 roof; See sheet L6 of the
calculation. It may need hold down anchors.
Detail 9/11 did not show the bolt size for the connection between 4x10 column
and beam. See L9 of the calculation.
Sheet 8 of the plan show the anchor bolt for shear wall line F is type 3. Sheet
LII of the calculation show type 2. Please check.
Sheet LI 3 of the calculation show the shear wall length along line 3 is 25 feet.
The framing plan on sheet 8 appears to not show 25 feet long shear wall. Please
check.
Sheet 13 of the calculation show that there is 36 feet type 5 shear wall along
line 4. The framing plan on sheet 8 did not show it. Please check.
33. Note on the plans that the FAU closet or alcove must be 12 inches wider than
the furnace or furnaces being installed. UMC Section 315.1.

45. All new residential buildings, including additions, require a soils report. Please
submit two copies. Exception: If a room addition is limited to one story and 1000
sq. ft. in area, then a soils report is not required. ...Esgil Corporation will advise the
City to place their soils notice stamp on the plans.
a)lnvestigate the potential for seismically induced soil liquefaction and soil
instability in seismic zones 3 and 4. This does not apply to detached, single-
story dwellings. Section 1804.5
b)Per soils report, note on the plan the soils classification, whether or not the soil
is expansive and note the allowable bearing value. Section 1804.3.
c)The soils engineer recommended that he/she review the foundation
excavations. Note on the foundation plan that "Prior to the contractor requesting
a Building Department foundation inspection, the soils engineer shall advise the
building official in writing that:
i)The building pad was prepared in accordance with the soils report,
ii)The utility trenches have been properly backfilled and compacted, and
iii)The foundation excavations, the soils expansive characteristics and bearing
capacity conform to the soils report."
d)Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (when required by the soil report).
47. City Ordinance 9792 requires two parking spaces/unit with clear area of 20'x20' i.e.
no washing machines, etc. Show compliance. (check with city)

Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,

1. Please make all corrections on the original tracings and submit two new sets of

2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
. GENERAL RESIDENTIAL REQUIREMENTS
3. Provide mechanical ventilation capable of providing five air changes per hour in
bathrooms, water closet compartments, laundry rooms and similar rooms if
required openable windows are not provided. Section 1203.3.
4. Note that the discharge point for exhaust air will be at least 3 feet from any
opening which allows air entry into occupied portions of the building. Section
1203.3.
5. Ductless fans cannot be used in bathrooms if a tub or shower is present. Section
1203.3.
6. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position and where the bottom exposed edge of the glazing is
less than 60 inches above the walking surface.(window M,N at living,
window N at master bedroom)
EXITS, STAIRWAYS, AND RAILINGS
7. Guardrails (Section 509.1):
- Shall be detailed showing adequacy of connections to-resist the horizontal
force prescribed in Table 16-B.
Openings between railings shall be less than 4". The triangular openings
formed by the riser, tread and bottom element of a guardrail at a stair shall
be less than 6".
8. Provide stairway and landing details. Sections 1006.3, 1006.15 and 1006.2.

Maximum rise is 7" and minimum run is 11". When the stairs serves less
than 10 occupants, or serves an unoccupied roof, rise may be 8"
maximum and run 9" minimum.
Minimum headroom is 6'-8".
Minimum width is 36".
9. Handrails:
Handrails are required on each side of stairways. Stairways less than 44"
wide or stairways serving one dwelling unit may have one handrail (if not
open on both sides).
Private stairways (1 tenant) need only have a handrail on one side if 30"
or less in height.
Stairways having less than four risers and serving one individual dwelling
unit need not have handrails.
Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.
Except for private stairways, at least one rail shall extend 12" beyond top
and bottom risers.
All stairs shall have handrails terminating in a newel or safety post.
Section 1006.9.
10. The handgrip portion of all handrails shall be not less than 1-1/4 inches nor more
than 2 inches in cross-sectional dimension. Handrails projecting from walls shall
have at least 1-1/2 inches between the wall and the handrail. Section 1006.9.
. ROOFING
11. Specify flat roof material and application. Chapter 15.
12. Specify l.C.B.O. or U.L. approval number for flat roof materials not covered in
U.B.C., e.g., tile, etc. Section 106.3.3.
13. Show roof drains and overflows. Sections 1506.2 and 1506.3.
14. Show attic ventilation. Minimum vent area is 1/150 of attic area (or 1/300 of attic
area if at least 50% of the required vent is at least 3 feet above eave vents or
cornice vents). Show area required and area provided. Section 1 505.3.(if
applicable)
15. Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."

Show double top plate with minimum 48" lap splice. Section 2326.11.2.
Show nailing will be in compliance with Table 23-1-Q.
Show stud size and spacing. Maximum allowable stud heights: Bearing wall: 2 x4

Show location of attic access with a minimum size of 22"00", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the

Note on the plans that "all weather-exposed surfaces shall have a
weather-resistive barrier to protect the interior wall covering and that exterior
openings shall be flashed in such a manner as to make them weatherproof'.

continuous solid flooring not less than 24 inches wide, not more than 20 feet in

Note on the plans that approved spark arrestors shall be installed on all

Note on plan: Gas vents and noncombustible piping in walls, passing through

Note on the plans that receptacle outlet locations will comply with 1993 NEC Art.
210-52(a).
Show on the plans that countertop receptacle outlets comply with 1993 NEC Art.
210-52(c), which reads as follows:
In kitchens and dining areas of dwelling units a receptacle outlet shall be
installed at each counter space wider than 12 inches. Receptacles shall be
installed so that no point along the wall line is more than 24 inches measured
horizontally from a receptacle outlet in that space. Island and peninsular

countertops 12 inches by 24" long (or greater) shall have at least one receptacle
for each four feet of counter top. Counter top spades separated by range tops,

. PLUMBING (UNIFORM PLUMBING CODE)
Show that water heater is adequately braced to resist seismic forces. Provide
two straps (one strap at top 1/3 of the tank and one strap at bottom 1/3 of the
tank). UPC, Section 510.0
Provide a note on the plans: In showers and tub-shower combinations, control
valves must be pressure balanced or thermostatic mixing valves. UPC Section
410.7
New water closets and associated flushometer valves, if any, shall use no more
than 1.6 gallons per flush and shall meet performance standards established by
the American National Standards Institute Standard A112.19.2. H & S Code,
Section 17921.3(b).
. ENERGY CONSERVATION
Provide fluorescent general lighting (40 lumens per watt minimum) in bathrooms.
Provide a note on the plans stating "All new glazing (fenestrations) will be
installed with a certifying label attached, showing the U-value."

Show on the Title Sheet on the plans, the Ass. Parcel Number required by the
Developmental Services.
45.. All new residential buildings, including additions, require a soils report. Please
submit two copies. Exception: If a room addition is limited to one story and 1000
sq. ft. in area, then a soils report is not required. Esgil Corporation will advise the
City to place their soils notice stamp on the plans.
All structures require a Class B roof covering, except room additions. If a room
addition covers all of the existing building (2nd story addition), then the above
exception doesn't apply.
City Ordinance 9792 requires two parking spaces/unit with clear area of 20'x20' i.e.
no washing machines, etc. Show compliance. (check with city)
Overflow roof drains shall terminate in an area where they will be readily visible
and will not cause damage to the building. If the roof drain terminates through a

wall, the overflow drain shall terminate 12" minimum above the roof drain. Policy
