HomeMy WebLinkAbout2020-12-08; City Council; ; FY 2020 Edward Byrne Memorial Justice Assistance Grant Meeting Date: Dec. 8, 2020 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Cindy Anderson, Senior Management Analyst cindy.anderson@carlsbadca.gov, 760-931-2170 Subject: FY 2020 Edward Byrne Memorial Justice Assistance Grant Recommended Action Receive public comment on the FY 2020 Edward Byrne Memorial Justice Assistance Grant application; adopt a resolution authorizing the city manager to accept the FY 2020 Edward Byrne Memorial Justice Assistance Grant funds and authorize the deputy city manager of administrative services or a designee to appropriate $15,002 to the Public Safety Grants Special Revenue Fund. Executive Summary The Carlsbad Police Department was awarded $15,002 from the FY 2020 Edward Byrne Memorial Justice Assistance Grant. The funds will be used to purchase 10 flashlights for patrol officers, 12 brush jackets for the senior volunteer patrol officers and six camera kits for field evidence technicians to use for evidence collection. As required by the grant, 3% of the grant will be retained for personnel training on the National Incident-Based Reporting System, which is an incident-based reporting system used by law enforcement agencies in the United States for collecting and reporting data on crimes. The training is conducted by the FBI and is expected to occur in 2021. The grant requirements include notification of the City Council, as well as an opportunity for public input at a City Council meeting. Discussion The FY 2020 Edward Byrne Memorial Justice Assistance Grant allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. The purpose of the grant is to promote: • Law enforcement programs • Prosecution and court programs • Prevention and education programs • Correction programs • Drug treatment programs • Planning, evaluation, and technology improvement programs The funds must be used to supplement existing funds for program activities and cannot replace or supplant local funds. Dec. 8, 2020 Item #9 Page 1 of 4 The Carlsbad Police Department’s 2020 award is $15,002. The training is conducted by the FBI and is expected to occur in 2021. Fiscal Analysis The total cost of listed purchases is $15,002, which is fully reimbursable by the program grant award. There are no ongoing expenses associated with the purchases. Next Steps With the council’s approval, the city manager will accept the grant funds, and the deputy city manager of administrative services or a designee will appropriate $15,002 to the Public Safety Grants Special Revenue Fund. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under Public Resources Code section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Public Notification Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. That the above recitations are true and correct. 2. That the purchases specified are authorized in compliance with the grant. 3. That the City Manager of the City of Carlsbad is hereby authorized and directed to execute said award with the US Department of Justice for receipt of the subject grant funds, as well as any required reports and/or final statements. 4.
