Executive Summary/Discussion California’s minimum wage will increase from $13 per hour to $14 per hour on Jan. 1, 2021, in accordance with California Labor Code Section 1182.12(b)(1)(E). To comply with the new minimum wage hourly rates, the city must increase the minimum wage for 19 part-time job classifications with minimum hourly rates below $14 per hour. The city will continue to monitor the market and adjust salary range maximums, as necessary. Fiscal Analysis The cost of increasing the pay rate for these part-time employees is $33,900, which includes salary and salary-related benefits. Because this was a state-mandated action with known future increases, these part-time pay rate increases were anticipated in advance and their cost is included in the current fiscal year 2020-21 Operating Budget. Next Steps Staff will revise the City of Carlsbad Part-Time Salary Schedule to comply with California Labor Code Section 1182.12(b)(1)(E). Employees will receive a pay increase only if their current pay rate is below the new minimum wage. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the revisions to the City of Carlsbad Part-Time Salary Schedule (Attachment A) are approved effective Jan. 1, 2021. 3. That the City Manager or designee is authorized to make pay rate adjustments effective Jan. 1, 2021, for part-time employees who are below the new minimum wage.
