Meeting with San Diego ty Safe Reopening Compliance Team
Carlsbad Police Capt. Pete Pascual and Sgt. Alonso Develasco met with leaders of the San Diego
County Safe Reopening Compliance Team (Compliance Team) Dec. 10, 2020, in a COVID-19
coordination discussion that detailed the team's process for COVID-19 enforcement now that
the regional stay-at-home order has taken effect in San Diego County.
The Compliance Team is divided into two units of county compliance officers. One is
responsible for responding to and investigating San Diego County Health Order (Health Order)
violations reported through 211 San Diego. This unit conducts inspections regarding reported
Health Order violations, provides education, and assists businesses in gaining compliance. The
other unit is accompanied by San Diego Sheriff's deputies and serve cease-and-desist orders,
documenting the lack of compliance via crime reports for submission to the District Attorney's
Office for the office to consider filing charges.
City of Carlsbad police officers operate in a similar manner by contacting all businesses
reported to be in violation of the Health Order, providing referrals to the Compliance Team as
needed, documenting violations and submitting crime reports to the District Attorney's Office
for possible prosecution.
The Compliance Team and the Carlsbad Police Department have a very close and collaborative
working relationship. These groups meet regularly via Zoom to discuss current trends, changes
to the Health Order, enforcement challenges, and future strategies. This information is
frequently passed on to David Graham, Chief Innovation Officer, for coordination within the
city.
The city and the San Diego County are in daily communication about 211 San Diego complaints
of the Health Order violations in Carlsbad. These referrals to the Carlsbad Police Department
are managed by the Crime Suppression Team supervisor, who contacts businesses and
addresses violations with the assistance ofthe Patrol Division. All 211 San Diego referral
contacts are documented in the computer-aided dispatch system in case future enforcement is
required. All contacts are also documented on a data sheet with the date, business, location,
referral type, heath order classification or violations and final dispositions.
