Re: Coronavirus Response Update 116
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Homeless outreach
• One bed is available at the La Posada shelter.
• La Posada had its first confirmed positive case of COVID in their shelter last week. Staff
have been following all of the appropriate safety protocols and health screenings.
• Homeless Outreach Team contacted 16 people from 12/3 to 12/7. (These contacts
could be repeated, and not necessarily a new homeless person contact each time.) Of
the people contacted where resources were a viable option, two accepted resources
and three declined resources. Resource referrals were not an option during 11 of the
contacts.
• No individual masks were passed out during outreach in the last week, but hygiene kits
were passed out to individuals experiencing homelessness and those hygiene kits
contain masks.
Community Development
• The number of pending permits has dropped significantly from last month. We do not
anticipate much permit activity for the next few weeks given the stay-at-home
protocols.

Library & Cultural Arts
• State’s updated orders do not require Carlsbad libraries to adjust the services currently
offered.
o Libraries fall under the retail sector, which permits them to be open for indoor
services with less than 20% occupancy

o Carlsbad libraries are currently operating with less than 20% indoor occupancy
for our computer and account services.
o Curbside and online services are continuing at all three sites.
Parks & Recreation
• Took the following actions, in keeping with the latest state and county public health
orders:
o Closed all playgrounds in city parks with temporary fencing and signage
o Suspended dining at The Canyons Restaurant at the Crossings at Carlsbad
Municipal Golf Course
▪ To-go orders will continue to be filled and the menu has been modified to
accommodate
o Suspended small group youth programs/camps that were being offered indoors
▪ Includes LITE teens program, Boy Scouts of America meetings and
ecological camps
• Update on senior meal program:
o Program has provided over 38,000 meals via pick-up or delivery since the onset
of COVID-19.
o During the past week, provided 922 meals to Carlsbad residents 60 or older.
▪ 519 meals were delivered to residents’ homes by staff
▪ 403 meals were picked-up at the Senior Center by residents
o Total number of meals provided represents a 32% increase in the average total
number of meals provided before the pandemic.
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
• Canceled special event permit applications for the following events:
o The Carlsbad Chamber of Commerce Holiday Market, scheduled for Dec. 12, 2020,
at the notification of event organizer
o The Mitchell Thorp Foundation 5K Run/Walk, scheduled for Feb. 3, 2021, at the
notification of the event organizer
• Provided the following virtual recreation programs:
o History Mystery -an image of Leo Carrillo with a cart full of gourds was shared
and revealed on the Friends of Carrillo Ranch Facebook and Instagram pages.
o UCSD Osher Lifelong Learning - The Osher series presented a lecture titled,
Making Paintings like Japanese Prints: Vincent van Gogh Learned from Japanese
Woodblock Prints.
o Digital Photo & Tech Classes: Amazon Alexa Products - The new revolution of
voice-controlled devices and what they are all about.

COVID-19 public health emergency:

o What is open and closed under the regional stay-at-home order
