Re: Coronavirus Response Update 114
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Local health care providers are experiencing increases in COVID-19 patients. Some have
initiated surge staff planning but the increase has not yet made it necessary to transfer
patients to other health care networks.
• EOC and Fire Department emergency medical services staff visited long-term and
residential care facilities to discuss COVID-19 facility protocols, patient support and
transport practices.

Community Development
• Sent a letter to businesses with outdoor activation permits highlighting necessary safety
precautions for tents and canopies, particularly involving heaters and any open flames.

Parks & Recreation
• Update on senior meal program:
o During the past week, provided 955 meals to Carlsbad residents 60 or older.
▪ 519 meals were delivered to residents’ homes by staff
▪ 436 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 36% increase in the average total number of
meals served before the pandemic.
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company
and re-distributed the produce through the senior meal program.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data including new records reflecting U.S. and California surges
o New public health order stopping all non-essential work and activities from
10 p.m. to 5 a.m.
o Healthy holiday tips for celebrating Thanksgiving safely
o COVID-19 data dashboards
o Updates on COVID-19 vaccines and new treatments
o Update on county triggers
