Recommended Action
Adopt a resolution to accept and appropriate a donation of $6,800 from the Carlsbad Library &
Arts Foundation in support of a one-time holiday cultural arts program.
Executive Summary
The Carlsbad Library & Arts Foundation has generously offered to donate $6,800 to the City of
Carlsbad’s Library & Cultural Arts Department in support of a one-time holiday cultural arts
program.
Under Carlsbad Municipal Code Section 2.08.100, donations over $5,000 must be approved by
the City Council.
Discussion
The Carlsbad Library & Arts Foundation was launched in 1998 with its mission to seek, cultivate
and provide financial support for the City of Carlsbad’s library and cultural arts facilities and
programs and ensure they serve community needs.
The Board of Directors of the Carlsbad Library & Arts Foundation voted to provide financial
support for a one-time seasonal cultural arts program titled A Very Ukulele Holiday! With Jazzy
Ash. As proposed by Cultural Arts, this unique arts outreach program will include:
•Six prerecorded, asynchronous beginner ukulele lessons available via YouTube
•One 28-page accompanying music lesson booklet for beginners in both English and
Spanish distributed through the Library’s curbside service
•Distribution of free ukulele instruments to 150 Carlsbad families on a first come, first
served basis.
•A Very Jazzy Holiday! prerecorded, asynchronous musical performance by Jazzy Ash
available for free streaming
If the donation is approved by City Council, a letter of appreciation will be sent on behalf of the
City of Carlsbad and the Library & Cultural Arts Department to acknowledge the ongoing
support from the Carlsbad Library & Arts Foundation in championing this special cultural arts
program.

Fiscal Analysis
The $6,800 donation from the Carlsbad Library & Arts Foundation will fully fund all costs
associated with this program. The donation will be appropriated to an existing special revenue
fund that is intended to accept arts donations.
Next Steps
The Library & Cultural Arts department will apply these funds to deliver the identified program.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under Public Resources Code section 21065 in that it has no potential to cause
either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment and therefore does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A DONATION OF $6,800 FROM THE CARLSBAD
LIBRARY & ARTS FOUNDATION TO THE CITY OF CARLSBAD'S LIBRARY &
CULTURAL ARTS DEPARTMENT
WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad
Library & Arts Foundation has generously offered to donate $6,800 to the City of Carlsbad's Library &
Cultural Arts Department to support a one-time holiday cultural arts program; and
WHEREAS, acceptance of this donation will provide financial support for a one-time seasonal
cultural arts program titled A Very Ukulele Holiday! With Jazzy Ash.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council accepts with thanks the donation of $6,800 from the Carlsbad
Library & Arts Foundation.
3. That the Deputy City Manager, Administrative Services, shall appropriate the $6,800
donation to an existing Library & Cultural Arts Department special revenue fund that is
intended to accept arts donations.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 17th day of November, 2020, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
NAYS: None.
