Subject: Appoint One Member to the Senior Commission
Recommended Action
Adopt a resolution appointing one member to the Senior Commission.
Executive Summary
Commissioner Patricia Mehan was initially appointed to the Senior Commission in November
2016 to fill the expired term of Commissioner Jack Nelson, leaving a scheduled vacancy with a
term ending in November 2020. Commissioner Mehan is eligible for and has requested
reappointment.
The City Clerk’s office did not receive any other applications from residents wishing to be
appointed to the Commission. The Mayor has recommended the following resident to
interview with the full City Council (Exhibit 2):
•Patricia Mehan – District 2 (requesting reappointment)
Discussion
The Maddy Act (California Government Code § 54970 et seq.) requires that on or before
December 31 of each year the legislative body shall prepare a local appointments list that
contains the appointive terms of board and commission members expiring in the next calendar
year. The name of the incumbent appointee, the date of appointment and the term expiration
date must also be included on the list. Based on the prepared list, the City Clerk’s Office accepts
applications for any upcoming vacancies. These applications are available on the city’s website
and in the City Clerk’s Office.
City of Carlsbad Municipal Code Chapter 2.38 states that the Senior Commission shall consist of
five members and advise and make recommendations to the City Council on the special needs
and concerns of senior citizens, including the creation, operation, maintenance, management
and control of senior citizen programs, activities and facilities.

The other members of the Senior Commission are:
• Kaythryn Rangus – District 3
• John Rodenhausen – District 1
• Sheri Sachs – District 4
• Karen Wilson – District 1
Members of the Senior Commission are subject to the provisions of the California Political
Reform Act and must file statements of economic interest.
Fiscal Analysis
None.
Next Steps
The City Clerk’s Office will update the commission roster and coordinate the oath of office,
filing of the appointee’s statement of economic interest and ethics training certificate.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment and therefore does not require environmental review.
Public Notification
Public notice of this item was posted in accordance with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours prior to the scheduled meeting date.

RESOLUTION NO. 2020-216
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE SENIOR COMMISSION
WHEREAS, Commissioner Patricia Mehan was initially appointed to the Senior Commission in
November 2016; and
WHEREAS, Commissioner Mehan's term expires in November 2020; and
WHEREAS, a scheduled vacancy on the Senior Commission exists.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad resident is appointed to serve on the Senior Commission,
for a term ending in November 2024.

Carlsbad on the 3rd day of November, 2020, by the following vote, to wit:
