On April 18, 2017, the city entered into a one-year contract with California Strategies and Advocacy,
LLC (CalStrat) to provide professional strategic consulting and advocacy services related to local, state
and regional matters. As provided for in the contract, the agreement was extended for additional
one-year terms in 2018 and 2019.
With the 2019 contract extension, the scope of services to be performed by CalStrat was amended
and refocused to provide state-level advocacy, strategic counsel, and government relations
assistance, including lobbying and related services. CalStrat's contract expired on April 17, 2020.
In preparation, staff released a Request for Qualifications for State Lobbyist and Government
Relations Services on February 14, 2020. The RFQ submittal deadline was March 6, 2020, and the city
received four submittals, including one from CalStrat.
However, with the onset of the COVID-19 emergency, the city decided not to award a contract on that
solicitation, and instead, entered into a short-term {6 month) service agreement with CalStrat to
provide services through the 2020 state legislative session. That contract expired on October 17, 2020.
The City Manager's Office is now preparing a new RFQ for State Lobbyist and Government Relations
Services, which is expected to be released next week. We expect to have a new contract in place by
the end of 2020 and will keep the City Council apprised going forward.
