This memorandum provides information regarding expenditure of funds received from the
Beverage Container Recycling City/County Payment Program for the city.
Background
The State of California Department of Resources Recycling and Recovery (Cal Recycle) administers
a program designed to promote beverage container recycling (Program). Pursuant to Public
· Resources Code Section 14581(a)(3)(A), eligible cities and counties receive funds for beverage
container recycling and litter cleanup ·activities from Cal Recycle.
The goal of CalRecycle's Program is to reach and maintain an 80% recycling rate for all California
Refund Value (CRV) beverage containers -aluminum, glass,-plastic and bi-metal. Projects
implemented by cities and counties with these funds will assist Cal Recycle in reaching and
maintaining this goal.
: For the past three fiscal years (FY), the City of Carlsbad has received the following funds:
FY 2017-18: $28,347 .
FY 2018-19: $28,231
FY 201'9-20: $28,431
These funds have been used to support mandatory commercial recycling efforts, outreach and
public education to the community including schools, multi-family and municipal facilities.
Discussion
On April 7, 2020, the City Council authorized the Deputy City Manager, Public Works~ or designee
to execute all documents necessary to implement, secure and appropriate payments for
CalRecycle's Program. The city's Environmental Management Department, Sustainable Materials •
Management (SMM) Division, administers these funds to encourage reduction and recycling of
single-use beverage containers. Staff submits an annual report to CalRecycle detailing the fund's
expenditures to comply with Program guidelines.

Program funds in FY 2017-18 and FY 2018-19 were used to purchase and deploy smart sensor-
equipped compacting stations for waste and recycling management, manufactured by Bigbelly.
Bigbel!y stations are solar-powered compactors that allow for a higher capacity of waste to be
collected, which prevent overfilling and beautify public spaces.
In the past few years, Bigbelly stations were purchased with payment program funds and placed
at Dove Library, Cole Library, Pine Avenue Park, Calavera Hills Park, Stagecoach Park and other
areas throu~hout the citY: Environmental Management staff worked closely with
Com!Tiunications staff to develop the wraps that showcase _a clear landfill/recycling message for
residents and visitors to easily know where to place their waste. Also, Environmental .
Management staff coordinated with Parks & Recreation_ staff to determine the locations of these
solar-powered waste compactors (see Attachment A, Example l.)
During FY 2019-20, Cal Recycle expanded eligible expenditures to include water refill stations.
Water refill stations help reduce the number of single-use beverage containers (such as plastic
water bottles) from entering the waste stream or from littering the environment.
Environmental Management staff coordinated the purchase of three water refill stations with
Parks&. Recreation staff to benefit visitors and residents in the city's parks. Staff selected the
following Americans with Disabilities Act (ADA)~compliant dual drinking water filling station (see
Attachment A, Example 2). These water refill stations are scheduled to be installed at Alga Norte,
Aviara and Stagecoach parks by the end of 2020. Staff will use $18,147 funds from the FY 2019-.
20 Program to fund these stations.
Next Steps .
Enviro.nmental Management staff will continue to provide outreach and education materials to
the community promoting recycling, including reduction and elimination of single-use plastic
beverage containers. · ·
Staff will continue to work with city departments to provide available funds from the Program to
assist with:
• Installation of Bigbelly stations in all municipal parks and other facilities
• Installation of additional water refill stations throughout the city
