A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING A MITIGATED NEGATIVE
DECLARATION AND MITIGATION MONITORING AND REPORTING
PROGRAM TO CONSTRUCT A 10,782-SQUARE FOOT, TWO-STORY FIRE
STATION IN PLACE OF EXISTING FIRE STATION NO 2 AT 1906 ARENAL
ROAD; AND TO INSTALL A TEMPORARY FIRE STATION, CONSISTING OF AN
APPARATUS TENT AND PORTABLE TRAILER AT THE DOVE LIBRARY AT
1775 DOVE LANE. BOTH THE TEMPORARY AND PERMANENT STATIONS
ARE IN LOCAL FACILITIES MANAGEMENT ZONE 6.

WHEREAS, the City of Carlsbad, "Developer/' has filed a verified application with the City
of Carlsbad to construct a 10,782-square foot, two-story fire station located at 1906 Arenal Road; and to
install a temporary 1,600 square-foot tent to house the apparatus and ambulance and a 1,782 square-
foot portable trailer to house firefighters at 1775 Dove Lane in the northern parking lot of the Dove
Library; and
WHEREAS, a Draft Initial Study, Mitigated Negative Declaration, and Mitigation
Monitoring and Reporting Program (Draft IS/MND) were prepared in conjunction with said project in
compliance with the California Environmental Quality Act (CEQA); and
WHEREAS, a Notice of Intent to adopt a MND and Mitigation Monitoring and Reporting
Program was published in the newspaper, posted on the city's website, and sent to the County Clerk and
State Clearinghouse for 30-day public review; the notice provided a city website link to the full Draft
IS/MND and project plan, and a copy of the same' was available for public review at the city's Faraday
Center; and
WHEREAS, in response to comments received as part of the public review, the city has
revised the MMRP and specifically mitigation measures for cultural resources and tribal cultural resources
and produced a Final IS/MND to incorporate the changes made; and
WHEREAS, the revisions do not result in new significant environmental impacts,
constitute significant new information, or alter the conclusions of the environmental analysis and no new
information has been presented in the Final IS/MND that would require recirculation of the Draft IS/MND
pursuant to CEQA Guidelines Section 15073.5.
WHEREAS, the Planning Commission did on February 19, 2020, hold a duly noticed public
hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all testimony and
arguments, examining the initial study, analyzing the information submitted by staff, and considering any
written comments received, the Planning Commission considered all factors relating to the Mitigated
Negative Declaration.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission of the City of
Carlsbad as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Planning Commission hereby
ADOPTS the Mitigated Negative Declaration and Mitigation Monitoring and Reporting
Program, Exhibit "MND," (which includes the Final Initial Study/Mitigated Negative
Declaration, Mitigation Monitoring and Reporting Program, and Response to Comments),
attached hereto and made a part hereof, based on the following findings: J
Findings:
1. The Planning Commission of the City of Carlsbad does hereby find:
a. It has reviewed, analyzed, and considered the Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program for Fire Station No. 2 -CUP 2018-
0014/SUP 2018-0009/V2018-0007 and Fire Station No. 2 Temporary Station -CUP 2019-
0034/CDP 2019-0030 (PUB20180010}, the environmental impacts therein identified for
this project, and any comments thereon prior to APPROVING of the project; and
b. The Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program
have been prepared in accordance with requirements of the California Environmental
Quality Act, the State Guidelines and the Environmental Protection Procedures of the City
of Carlsbad; and
c. They reflect the independent judgment of the Planning Commission of the City of
Carlsbad; and
d. Based on the EIA and comments thereon, there is no substantial evidence the project will
have a significant effect on the environment.

Condition:
1. The applicant shall implement, or cause the implementation of CUP 2018-0014/SUP 2018-
0009/V 2018-0007 -Fire Station No. 2 and CUP 2019-0034/CDP 2019-0030 -Fire Station No. 2
Temporary Station Mitigation Monitoring and Reporting Program.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning Commission of
the City of Carlsbad, California, held on February 19, 2020, by the following vote, to wit:
AYES: Commissioners Geidner, Lafferty, Meenes, Merz and Stine
