Subject: Appoint Three Members to the Community Development Block Grant
(CDBG) Citizen Advisory Committee
Recommended Action
Adopt resolutions appointing one member each to the Community Development Block Grant
(CDBG) Citizen Advisory Committee representing Districts 2 and 4; and adopt a resolution
confirming the appointment of Housing Commissioner Cole to the CDBG Committee.
Executive Summary
Commissioner Bree Wong was initially appointed to the CDBG Committee in March 2019.
Commissioner Wong resigned from the Committee leaving an unexpired term ending in May
2021 in District 4.
Commissioner Sobieraj, representing District 2, has served two terms and is not eligible for
reappointment. Therefore, a vacancy exists in District 2 for a term ending in May 2021.
The City Clerk's office received three applications from the following residents wishing to serve
on the Committee:
• Diane Rivera -District 1
• John Davis -District 2
• Joe Brisbois -District 4 (Currently a member of the Agricultural Conversion
Mitigation Fee Ad Hoc Citizens' Advisory Committee)
The Housing Commission has nominated Commissioner Shirley Cole as their representative, and
this nomination is being brought forward for the Mayor's consideration and City Council
confirmation.

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission .members which will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date are also included on the list. Based on the prepared list, the City Clerk's office
accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.
Per the Citizens Participation Plan, which was amended by the City Council on Feb. 19, 2019,
the Citizen Advisory Committee shall consist of seven members representing the Housing,
Planning and Senior Commissions and resident representatives from each of the four City
Council Districts. To transition to the seven-member committee, at the City Council meeting of
March 19, 2019, City Council made the following appointments:
• Mayor Hall considered and confirmed the recommended nominations of the Planning
and Senior Commissions.
• City Council Member Hamilton recommended a resident representative from District 1
(Timothy Lopez).
• Mayor Pro Tern Bhat-Patel recommended a resident representative from District 3
(Rebecca Tam).
• For City Council District 4, both of the at-large City Council Members (Blackburn and
Schumacher) recommended a resident representative from City Council District 4 (Bree
Wong).
Staff received one application from a resident wishing to serve on the CDBG Committee from
District 1 (Diane Rivera), one application from a resident wishing to serve from District 2 (John
Davis), and one application from a resident wishing to serve from District 4 (Joe Brisbois).
Mr. Brisbois currently serves on the Agricultural Conversion Mitigation Fee Ad Hoc Citizens'
Advisory Committee which only meets about once per year. The Boards, Commissions and
Committees Application states that "lfyou are appointed to a board, commission or committee,
you will not be considered for additional appointments, even if you indicated interest in more
than one on your applications." However, due to the limited number of applications received
and the limited time commitment required to serve on both committees, the City Council may
wish to make an exception to entertain a motion to appoint Mr. Brisbois as the District 4
representative.
Another option may be that the City Council entertain a motion to appoint an additional
member from the Housing Commission to fill the District 4 vacancy. The current members of
the Housing Commission are:

Members of the CDBG Advisory Committee are each appointed for two years of service, are
subject to the provisions of the Political Reform Act, and must file a Statement of Economic
Interest.
In accordance with the appointment process approved by City Council, the process for these
appointments to the CDBG Committee is as follows:
• The Mayor will consider and confirm the recommended nomination of Commissioner
Cole from the Housing Commission.
• City Council Member Blackbur11 will recommend a resident representative from District
2.
• City Council Member Schumacher will recommend a resident representative from
District 4.

Next Steps
Following the appointment of three members to the CDBG Citizen Advisory Committee, the City
Clerk's office will update the Commission roster, coordinate the Oath of Office, filing of the
appointee's Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
Staff advertised the vacancies from Nov. 4, 2019 through Feb. 10, 2020 via press releases, on
the City's Board, Commission and Committee vacancies webpage, on social inedia and notified
all residents wishing to be notified of Board, Commission and Committee vacancies via our
Constant Contact notification service. In addition, the vacancy notices were posted at all
libraries and at the City Council Chamber.
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Please describe your educational background
I graduated from San Diego State University with a Bachelor of Arts degree in Art in
1993.
Please describe relevant experience
Through my work in video games, film, and telelvision as well as projects with organizations ranging from NASA to the NFL, I've
had the opportunity to review, revise, approve, and manage a variety of projects with budgets ranging from the very small to many
millions of dollars. I have also had the opportunity to work with civic organizations, including the City of Pasadena, to create
programs that showcased local technologies, ·companies, and capabilities. I hope to bring these experiences, and the skills I've
learned over the years, to this role as a member representing District 4 on the-CDBG Advisory Committee.
Please describe your current or past community i_nvolvement
I am.currently involved in promoting the benefits of regenerative agriculture through the non-profit organization, Kiss the Ground, having recently spoken on their behalf to the
San Diego chapter of the California Native Plant Society at the Museum of Photographic Arts in Balboa Park. I also volunteer at Feeding San Diego and have volunteered in
the past at the Rady Children·s Hospital. While living in Pasadena, I organized a program with NASA, called the NASA Space Apps Challenge, that brought bright minds from
all over the Los Angeles area and beyond to Pasadena to engage in creating innovative solutions to challenging problems using NASA data. This program also featured a
section called Women in Data that showcased an amazing collection ofinnovalive women from the fields of science and technology who encouraged other women (and girls)
to pursue their interests In these fields.

I currently serve on the Agricultural Mitigation Fee Committee. I was on the (President
and Secretary) of the Meridian Court Homeowners Association in Pasadena, CA
(2015 -2017).
Additional information or comments
Based on my experience to date serving the City and also the immediate need to fill the CDBG District 4
position, I'll put that as my first preference. But I am also interested in joining the Arts Commission, and
would like to learn more about that in hopes of also participating in a position that meets on a more
consistent basis.
