786 Grand Avenue, Carlsbad, CA 92008
This Historical Resource Technical Report (HRTR) was prepared to analyze the historical resource status of a
property located on Lots 13, 14, 15, and 16, Block 50, of the Carlsbad Townsite and identified as San Diego County
Assessor's Parcel No. 203-302-04-00. The property includes a single-story single-family dwelling addressed as 786
Grand Avenue.
Nicole Vysotskaya, B.A., Junior Planner, and Wendy L. Tinsley Becker, RPH, AICP, Principal, of Urbana
Preservation & Planning, LLC, (Urbana) completed this study. The purpose of this HRTR is to inform City Staff,
the property owner, and project design professionals of whether the 786 Grand Avenue property is eligible for
inclusion on the City of Carlsbad Register of Historic Landmarks (Local Register) or the California Register of
Historical Resources (CRHR), and to determine whether the building meets the definition of an historical resource
pursuant to Section 15064.5 of the California Environmental Quality Act (CEQA) Guidelines.
The subject property was constructed in 1947-1948 for William "Bill" Clayton Baldwin and Patricia "Pat" Lorraine
Baldwin, who married in 1945 and raised their family in Carlsbad, during which time Bill worked for the South
Coast Land Company, McClellan Insurance, and the City of Carlsbad from 1966-1983. Mr. Baldwin ran for election
for the Carlsbad City Council in the 1956, 1958, and 1962 elections but did not win. The Baldwins moved out of
the 786 Grand Avenue property in 1951-1952 and sold the property in 1952 to Martin J. and Elizabeth M. Kingston.
Mrs. Kingston died in August of 1963 and Mr. Kingston passed away in September of 1971, at which time the
subject property was deeded to Josephine Rita Kingston, the couple's daughter. She occupied the home until
2002. The home has been categorized as a Minimal Traditional style dwelling, yet, it exhibits features typically
attributed to a Craftsman Bungalow. Its 1947-1948 year built date is aligned with a Minimal Traditional aesthetic
as the Craftsman bungalow fell from favor by the 1930s.
This HRTR was prepared to comply with the requirements of the City of Carlsbad Tribal, Cultural, and
Paleontological Resources Guidelines (2017). As part of this HRTR the 786 Grand Avenue property was found to be
ineligible for listing on the Local Register and the CRHR. The property has not been identified as exemplifying or
reflecting special elements of the city's cultural, social, economic, political, aesthetic, engineering or architectural
history; nor has it been associated with persons or events that are identified as significant in local, regional, state,
or national history. The property is an altered Minimal Traditional style home without aesthetic or architectural
merit, and it was not developed as part of a comprehensively constructed community of Minimal Traditional
homes. It is not eligible for embodying the distinctive characteristics of a style, type, period or method of
construction, or as a valuable example of the use of indigenous materials or craftsmanship, and it is not
representative of the notable work of an acclaimed builder, designer or architect. The property is not eligible for
historic district consideration as it is not within a geographically definable area with a concentration of buildings,
structures, improvements, or objects that are historically linked. Lastly, the building is not an archaeological,
paleontological, botanical, geological, topographical, ecological, or geographical site, and it has not yielded, nor
would it be likely to yield information important to local, regional, state, or national history.
The 786 Grand Avenue property does not meet the definition of an historical resource pursuant to Section 15064.5
of the CEOA Guidelines. Demolition or substantial alteration of the building will not result in a significant impact
or a substantial adverse change in the significance of a historical resource. No historical resources are located
within the boundaries of the subject property. Future discretionary projects would not result in an effect to a
historical resource at the subject property and would not cause substantial adverse change to the environment,
relative to historical resources. Because no impacts to historical resources would occur, no mitigation measures
have been stipulated or required as part of this HRTR.

I. INTRODUCTION

The subject property is located at 786 Grand Avenue, on Lots 131 141 151 and 161 in Block 50 of the Carlsbad land
subdivision, recorded as Map No. 3651 within the boundaries of the City of Carlsbad Village and Barrio Master Plan
area. The property is identified as San Diego County Assessor's Parcel No. 203-302-04-00. The property includes
one historic-era single-story single-family dwelling constructed in 1947 in a Minimal Traditional style, with two
contemporary-period ancillary structures utilized for storage purposes. The property is located on the northwest
corner of the intersection of Grand Avenue and Jefferson Road. Historic-era residential and commercial buildings
that date to circa 1938-1947 and 1964-1967 surround the property. Neighboring the north side of the property is a
bungalow built between 1938 and 1947. East of the property, on the east side of Jefferson Street, is a Minimal
Traditional style home with Cape Cod features. A contemporary-period commercial office building, constructed in
the 1980s, is sited immediately south of the property. Directly to the west of the property is a circa 1960s single-
story office building constructed with slump brick to emulate an adobe building. Historic and current maps,
showing the project location, are included in Appendix A.
Methods
The methodological approach undertaken for this HRTR consisted of three major tasks -archival research, a site
visit/ field survey, and technical analysis. The technical analysis for the subject property is included in this HRTR
Section IV Significance Evaluation.
Archival Research
Archival research included a review of relevant records and reference resources on file at the Carlsbad City Library
Genealogy and History Collection Room, and regional libraries at San Diego State University and the University of
California at San Diego. Contextual and property-specific historical research included Oceanside and Carlsbad City
Directories, City of Carlsbad building permit applications and water and sewer service connection records, San
Diego Union Tribune and Evening Tribune newspaper archives, County of San Diego Residential Building Records,
and Grantor-Grantee Indexes referencing property ownership deed filings. References and narratives on the
Carlsbad Townsite, the Carlsbad Village and Barrio neighborhood, and the Minimal Traditional style of
architecture, were obtained from Urbana's in-house library. Building Records are included in Appendix B.
Ownership and occupancy data is included in Appendix C.
Site Visit/ Field Survey
Urbana's Nicole Vysotskaya, B.A., Junior Planner, conducted the site visit in September 2018. The purpose ofthe
site visit was to observe and photograph the buildings at the property and the surrounding features in order to
understand and identify the architectural styles, character-defining features, building alterations and
development patterns associated with the parcel and its environs. Historic and current views of the property are
included in Appendix D.
HRTR Preparation and Organization
The purpose of this HRTR is to assist the project applicant and City Staff in the decision-making process related to
current and future proposed discretionary projects at 786 Grand Avenue. This report was prepared pursuant to
the City of Carlsbad's September 2017 Carlsbad Tribal, Cultural, and Paleontological Resource Guidelines and Title
22 of the Carlsbad Municipal Code. Accordingly, this HRTR includes a discussion of the subject property including
the history of the property and its environs, the architectural origins and current appearance of the dwelling at the
site, an evaluation of significance under the eligibility criteria of the CRHR / Local Register, and a regulatory
conclusion under CEQA. Department of Parks and Recreation (DPR) 523 series forms are included in Appendix E.

The 786 Grand Avenue property is located on the north side of Grand Avenue at the northwest corner of the
intersection of Jefferson Street in Block 50 of the 1887 Carlsbad Land & Mineral Water Company Townsite. The
immediate setting for the property is one-to-three-story residential and commercial buildings along Grand
Avenue and Jefferson Street completed as recently as the 1980s. A new three-story building is under construction
on the south side of Grand Avenue, within view of the 786 Grand Avenue property. Historically significant
buildings are sited within an eight block radius of the parcel including:
• The National Register of Historic Places listed Santa Fe Depot (built in 1887 / 1907 at 400 Carlsbad Village
Drive),
• The Gerhard Schutte Residence (built in 1887 at 2978 Carlsbad Boulevard),
• The Samuel Church Smith/ Magee House (built in 1887 at 258 Beech Avenue),
• St. Michael's Episcopal Church, Carlsbad's first church (built in 1894 at 2775 Carlsbad Boulevard), and
• St. Patrick's Church/ Carlsbad's First City Hall/ Heritage Hall (built in 1926 and relocated to 258 Beech
Avenue in 1979).1
City of Carlsbad
The subject property and surrounding environs are within the 1887 Carlsbad Land and Mineral Water Company
Townsite on lands that once comprised the 13,311-acre Rancho Agua Hedionda. By the 1860s, the Rancho Agua
Hedionda property had been acquired by Matthew Kelly, who named his homestead and property, "Los Kiotes."2
During this time, the commercialization of railroads spread across the United States and greatly influenced the
development of many suburban districts, including Carlsbad. The railroad hub that developed in Southern
California allowed for small suburban agricultural communities to flourish with the transnational access to
mercantile, agricultural, and industrial goods and services that were readily available. Carlsbad, like other coastal
towns, had an almost predetermined future as their town sites were among the railroad routes. In 1883, a stop
was established in the area for the California Southern Railroad, and soon thereafter John Frazier began selling
high-quality mineral water to passengers, sourced locally from a nearby well. In 1886, the Carlsbad Land and
Mineral Company was established and in September of that year, platted its "Map of Carlsbad". Recorded as Map
No.365 on February 2, 1887, the tract included 86 rectilinear blocks set parallel to the coastline and roughly bound
by present-day Palm Avenue to the south, Interstate 5 to the east, Beech Street to the north, and the Pacific
Ocean to the west. The new city was named Carlsbad after the famous Czech Republic town of Karlvoy Vary,
where the spas were reputed to have healing properties. Carlsbad is still known today for its pure alkaline drinking
water. Additional tracts were platted around the townsite including J.A. Faucher's Highland Addition to Carlsbad
(Map No. 541, Recorded 1888), Patterson's Addition (Map No. 565, Recording date not identified), the Sunny
Slope Tract (Map No. 486, Recorded 1888 updated 1906), Mill's Addition to Carlsbad (Map No. 514, Recorded
1888), Cedar Hill Addition (Map No. 532, Recorded 1888), Carlsbad Ranch (Map No. 1637, Recorded 1914), and the
South Coast Land Company's Map of Carlsbad Lands (Map No. 1661, Recorded 1915).3
Into the 1920s, Carlsbad experienced an uptick in population and economic growth as a result of prosperous
agricultural development. In 1924, North Carlsbad and the North Carlsbad Annex were platted as Map Nos. 1807
and 1888. In 1928, the Schell & Site's Addition to Carlsbad was platted as Map No. 2145. By 1926, the town's
population was recorded at approximately 1,500 residents.4 A large segment of the population were Mexican
immigrants, farmers, who left Mexico during the Mexican Revolution (1910-1920), and established The Barrio, the
town's first neighborhood. Into the 1930s, and with a population of 1,500 people, the town was further subdivided
to allow for the development of residential tracts. This development, however, was stunted as the effects of the
Great Depression rippled throughout America in the 1930s.
The cultural and economic climate changed again, when the United States was catapulted into World War II in
December of 1941. The development of suburban residential communities spread across the nation in an effort to
accommodate the workers in industrial hubs, as well as the relocation of military personnel. The desperate need
for workers and men to fight abroad meant that people all across the nation were moving quickly and in large

groups. In the post-World War II era, Carlsbad experienced a rapid increase in population from the recorded 2,400
residents in 1940 to 4,383 residents in 1950. 5
So severe was the housing shortage in post-war Carlsbad that the local newspapers ran
editorials declaring that it was everyone's patriotic duty to rent space in their homes for the
incoming military personnel and their families. Lack of sufficient housing prompted many
military families to purchase homes. Additionally, local residents began buying vacant lots and
constructing low cost rental cottages. This influx of people caused a surge in Carlsbad real estate
activity.6
Commercial buildings and residential homes were adopted by the military for soldiers as outposts and for housing
equipment, training facilities, and general terminals. The bluffs along Terra mar were utilized as anti-aircraft
stations, a service station across the street from the Gerhard Schutte Residence was converted into a military
police station, and Hosp Grove provided space for the US Army to erect tent cities. Hollywood brought film stars
to Carlsbad as numerous films were shot in Camp Pendleton, including one of the most recognized WWII
propaganda film, "Sands of lwo Jima" starring John Wayne. 7
As a result of the accelerated growth in what was then a suburban outpost of the City of San Diego, in 1952
citizens of Carlsbad approved municipal incorporation. By 1960, the population had again nearly doubled to
9,253. A series of annexations occurred from the 1960s forward, including La Costa in 1972, which resulted in
additional population increases and a healthy economic base for the City of Carlsbad. 8 The forthcoming years
brought a surge in growth. In 1970 the population count was recorded at 14,944; 35,490 people recorded in 1980;
63,126 in 1990 and 78,247 in 2000.9
786 Grand Avenue Property
The Residential Building Record (RBR) indicates that construction of the 786 Grand Avenue dwelling was initiated
in 1947 under permit number 28143 and the work was valued at $2,560. The property was constructed for William
and Patricia Baldwin with financing through the Department of Veterans Affairs (VA) Home Loan Guaranty
Program. On November 5, 1948, the Baldwins executed a mortgage agreement through the VA program.10
County of San Diego Master Property Records disclose the Baldwin family sold the 786 Grand Avenue dwelling to
Martin Joseph Kingston and his wife, Elizabeth Murphy Kingston, on January 29, 1953. The couple occupied the
home until Elizabeth's death in August of 1963. The widowed Mr. Kinston remained in the home until his death in
1971. The property was subsequently deeded to the Kington's daughter, Josephine Rita Kingston, who
maintained ownership until 2002. In 2003, Aminat Sharipova and her husband Gadji Nukhievich Makhachev
purchased the 786 Grand Avenue property. Mr. Makhachev served as the Deputy Prime Minister of the Republic
of Dagestan, a federal subject of Russia, until his death in 2013. Mr. Makhachev does not appear to have occupied
the property. He appears to have owned multiple properties in Carlsbad and died in Moscow.11 In 2010, the
Smeshariki day care opened up at the property remained in business until 2018 when the property was sold to the
current owners, RREG Investments Series LLC Series 1033.

The 786 Grand Avenue property is best categorized as a Minimal Traditional style dwelling due its 1947-1948
construction date, however, it exhibits elements more closely aligned to a Craftsman bungalow. The home
features a general rectilinear plan with a side gabled principal roof and two cross-gables: one at the southwest
corner, and one at the southeast corner. Exterior building materials include: horizontal board siding, with a
stacked stone bulkhead and composition shingle roofing. The front entrance is deeply recessed into the center of
the front (south) elevation and a brick chimney sits adjacent to the entrance, immediately east. Two additions are
evident -one at the east elevation and one at the north elevation. Both additions appear to have been built in ca.
2015 and likely served the daycare uses at the property. The home would have featured double-hung or casement
style windows, both typical to the Minimal Traditional style and the ca. 194os-195os time period. All original
window units were replaced with simulated divided lite vinyl slider units at an unknown date. The building is
painted a seafoam green color with lavender trim. A granite monument is installed at the west side of the home's
concrete driveway. The monument does not feature signage or inscriptions, but is presumed to have served as a
sign holder for the childcare facility that once occupied the building. Two small sheds are sited in the northwest
corner of the property. Both structures date to ca. 2012-2014. Overall the building is in fair to good material
condition. Based on the exteriorfeatures observed, the home does not appear to be architecturally meritorious.
Craftsman Bungalow
The bungalow defines the architectural aesthetic of residential neighborhoods developed in Southern California
and the greater San Diego region during the first two decades of the Twentieth Century. Nationally popular from
1900 to 1920, the majority of Craftsman style dwellings in the greater San Diego region date from the 1910s
forward. The style was influenced by the English Arts and Crafts movement and emphasized handcrafted
products over machine-made details in reaction to the profusion of the mass-manufactured ornamentation of the
Victorian styles. The movement embodied every aspect of residential design from furniture, to the bucolic setting
of one's own yard, to the art pottery and the wallpaper that decorated house interiors. Popular literature,
examples of which include, The Craftsman, Ladies Home Journal, Bungalow Magazine, and House Beautiful,
distributed the movement's ideals to the middle class. The Craftsman style had broad boundaries that were
further defined by regional tastes and interests. Craftsman-style design was popular nationwide, but flourished in
California, because the mild climate allowed for an integration of interior and exterior spaces, as exemplified by
large porches and balconies. In California, the Craftsman style often incorporated varying influences, including
California's Mission tradition, Shingle style, as well as Middle Eastern and Asian influences.
The Craftsman style is often associated with and applied to bungalows-low one-story houses with large front
porches. However, ornamentation in other styles, such as Queen Anne and Classical Revival, has also often been
applied to the bungalow house form. The California version of a bungalow was usually a one-story detached
house, however, variations on this norm included bungalow courts (several houses around a courtyard) and
houses with an inhabitable attic. Consistent plan features include the entrance directly into the living room with
no parlor and a large kitchen. Many had sleeping porches, breakfast nooks, and inglenooks (or fireplace seats).
Bungalows were usually constructed on small-to medium-sized lots. Many two-story houses were designed with
Craftsman features, such as the large front porch, natural materials, and interior plan. Nationwide, the style often
employed materials such as fieldstone, regular and clinker brick. The basic character-defining features typical to
the Craftsman style are:
• Low-pitched gabled roof,

Wide unenclosed eave overhang,
Decorative beams or braces under the gables,
Columns or column bases that continue to the ground level without interruption at porch floor,
Exposed roof rafters, and
Full-or-partial-width porches.

With ready-made drawings and materials for sale from local and regional design-build companies and the
popularity of mail-order house catalogues, the proliferation of Craftsman bungalow construction formed the
suburban landscape that typifies regional neighborhoods developed in the first two decades of the Twentieth
Century. The majority of these vernacular Craftsman-style residences constructed in the greater San Diego
region are wood frame with either wood siding or an applied stucco exterior finish, and do not feature the more
distinctive character-defining features or materials that convey the underlying philosophy or origins of the
Craftsman style in the English Arts & Crafts movement.
Minimal Traditional Style
Published in 1936 and revised in 19401 the Federal Housing Administration, FHA, Technical Bulletin No. 4
Principles of Planning Small Houses detailed a series of floor plans and features for small houses between one and
four bedrooms that offered a "maximum amount of usable space, with as much comfort, convenience, and
privacy as possible" all obtained "for a minimum amount of money."12 This publication affirmed the professional
opinions and experience of architects, espousing that the planning of well-designed, livable houses could be
achieved through adherence to a few fundamental principles. The simplest FHA design, known as the "FHA
minimum house", was designed for a small family and measured 534-624 square feet, with a kitchen, living room,
two bedrooms, and one bathroom. With an emphasis on enlarging the home to meet user needs, the one-story
minimum house could be expanded to accommodate growing families, with aesthetic features and stylistic
details similarly tailored to respond to an owner's aesthetic interests via the inclusion of gable or hipped roofs,
porches at different facades, exterior wall and roof materials, window types and corresponding adornments
including shutters, awnings, etc. The stylistic classification assigned to these 'minimal' homes built in the 193os-
194os period are the Minimal Traditional.13 Loosely based on the Tudor Revival and Colonial Revival style and
occasionally designed to feature Modernistic details, Minimal Traditional homes were built in large numbers
throughout the country immediately preceding and following World War II. The style reached its peak in
popularity by the late 1940s. Typically compact in size and single-story, relative to plan and form, the building
type represents a transition between the deep-set bungalows and cottages of the 1910s and 1920s and the
horizontally oriented Ranch homes built in the 1950s and 1960s. Minimal Traditional homes were typically built as
part of comprehensively constructed residential subdivisions. In Carlsbad, Minimal Traditional homes were not
built in a significant concentration or as part of a comprehensively constructed residential subdivision. Rather, the
Minimal Traditional home represents 1940s single-family and multiple-family infill, and may be observed
incrementally amongst older bungalows and beach cottages, circa 194os-197os modernistic homes and the 195os-
197os multi-story apartment buildings.
In the greater San Diego region, the Linda Vista neighborhood in the city of San Diego represents the most
notable local example of a comprehensively constructed residential community developed with Minimal
Traditional homes. Minimal Traditional style homes are typically single-story and offer minimal articulations or
stylistic enhancement.14 Character-defining features of the Minimal Traditional style are listed below.
• Roof-low-pitched gabled roof or hipped roof with clipped/ boxed eaves and rake, typically there is one
front facing gable.

Exterior Walls -clad in horizontal board siding, stucco, brick veneer, or stone veneer.
Windows -wood frame with wide one-over-one or multi-lite divided sash pattern, often decorated with
fixed wood shutters.
Porches -small area recessed into the front facade and roofline or formed by addition of a small
overhang/ roof line extension above a small concrete slab, with or without wood posts and supports.
Moderne articulations -porthole windows, glass block, and curvilinear corners .
Colonial articulations -horizontal board siding, scalloped edge details, and brick at porches, doorframes,
and base or ground floor walls.
Tudor articulations -gable roofs, secondary dormers or lower gables, stone at feature facades,
doorframes, and base or ground floor walls.
Garages -detached units set back at the rear of the lot or attached single-car units with tilt-up wood
doors.

IV. SIGNIFICANCE EVALUATION
Historical Resource Technical Report
786 Grand Avenue, Carlsbad, CA 92008
The 786 Grand Avenue property was analyzed for historical and architectural significance under the eligibility
criteria of the Local Register and CRHR. These eligibility criteria establish a threshold under which a property may
be determined to meet the definition of an historical resource for the purposes of CEQA and the local planning
and development discretionary review process and inform the local designation request.
CRHR Criterion 1: Associated with events that have made a significant contribution to the broad patterns of local or
regional history, or the cultural heritage of California or the United States.
Local Register Criterion A: Exemplifies or reflects special elements of the City's cultural, social, economic, political,
aesthetic, engineering or architectural history.
The 786 Grand Avenue property is not eligible under CRHR / Local Register Criterion 1 /Aas it does not exemplify
or reflect special elements of the city's history. The property was constructed in 1947 on Block 50 of the Carlsbad
Townsite, approximately 61 years after the town was initially established. Carlsbad was incorporated in 1952,
approximately five years after the home was constructed and is not reflective of the wave of new suburban
growth that began to characterize the city in the post-WWII era. Although the property was owned by Patricia
and William Baldwin, daughter and son-in-law of Dewey McClellan, the City's first Mayor (elected in 1952), no
evidence has been identified to directly associate the property to the 1952 incorporation efforts for Carlsbad.
For these reasons, the 786 Grand Avenue property is not eligible for designation consideration under CRHR / Local
Register Criterion 1 / A.
CRHR Criterion 2: Associated with the lives of persons important to local, California, or national history.
Local Register Criterion B: Identified with persons or events significant in local, state or national history.
The 786 Grand Avenue property is not eligible under CRHR / Local Register Criterion 2 /Bas it has not been
associated with significant persons in local history. Additionally, as described under Criterion 1 / A, the property is
not associated with important events in local history. Patricia and William Baldwin occupied the home from ca.
1947-1948 through ca. 1952. During this timeframe, the couple maintained social and professional positions in
the community including serving as the treasurer of the Carlsbad Woman's [sic] Club (Patricia) and serving as the
secretary of the Oceanside Realty Board, Vice President/ second Vice President of the Carlsbad Lions Club, Vice
President of the Tri-City Republic Assembly, and Chairman/ Vice President of the Carlsbad Community Council
(William). After the couple moved from 786 Grand Avenue, they became further involved in area political and
social organizations including in 1956 when Mr. Baldwin served as the Chairman of the United Carlsbad League in
1956, to lead an effort to finance the construction of a water line from the San Diego Aqueduct to Carlsbad. In
1956, 1958, and 1962 Mr. Baldwin ran for a position on the Carlsbad City Council. City Clerk's records disclose that
he did not win any of the races. Thus while the Baldwins had local prominence through their professional and
social/ civic activities, the 786 Grand Avenue property is not associated with persons of significance. The
Baldwins may be regarded as locally important for their professional and social/ civic contributions in Carlsbad,
however, those contributions occurred while the couple resided in their subsequent dwellings located at 3955
Monroe Street (ca. 1953-1956), 1031 Palm Avenue (ca. 1957-1964), and 4036 Baldwin Lane (1965 forward).
Additionally, little information was identified for Martin and Elizabeth Kingston during the course of historical
research. Mr. Kingston appears to have worked as a fire fighter in Indiana prior to relocating to Carlsbad.
Elizabeth Kingston died in August of 1963 and Mr. Kingston died in September of 1971 while vacationing in
Mexico. No information was found to support a positive eligibility determination for the Kingstons as significant
persons. For these reasons the 786 Grand Avenue property is not eligible for designation consideration under
CRHR / Local Register 2 / B.
CRHR Criterion 3: It embodies the distinctive characteristics of a type, period, region, or method or construction, or
represents the work of a master, or possesses high artistic values.
Local Register Criterion C: It embodies the distinctive characteristics of a style, type, period, or method or
construction, is a valuable example of the use of indigenous materials or craftsmanship or is representative of a
notable work of an acclaimed builder, designer, or architect.

The 786 Grand Avenue property is not eligible under CRHR / Local Register Criterion 3 / C as it does not embody
the distinctive characteristics of a style, type, period, region, or method of construction, and is not associated with
the work of a master or an acclaimed architect or builder, nor does it possess artistic value. The 786 Grand Avenue
property was built in 1947-1948 and, based on that date of construction, it is best categorized as a Minimal
Traditional dwelling. However the building features massing, rooflines, exterior siding, and eave overhangs that
are consistent with a Craftsman bungalow. The year built date, however, is not consistent with a bungalow
property type. The building has been modified through a global replacement of windows and additions were built
at the east and north elevations in ca. 2015-2016. The existing stacked stone bulkhead material may date to the
1947-1948 construction campaign or may have been installed into the 1960s or 1970s. Due to the absence of
meritorious architectural features, and the lack of adherence to any particular style or typology, including
Craftsman Bungalow and Minimal Traditional, the property is not eligible for designation under CRHR / Local
Register Criterion 3 / C.
CRHR Criterion 4: It has yielded, or has the potential to yield, information important to the prehistory or history of
the local area, California, or the nation.
Local Register Criterion D: It is an archaeological, paleontological, botanical, geological, topographical, ecological or
geographical site which has the potential of yielding information of scientific value.
Research and analysis of the 786 Grand Avenue property has not yielded information important in local, regional,
state, or national history. Further study of the property is not likely to yield important information. The property
is not eligible under CRHR / Local Register criterion 4 / D.
Local Register Criterion E: It is a geographically definable area with a concentration of buildings, structures,
improvements, or objects linked historically through location, design, setting, materials, workmanship, feeling and/or
association, in which the collective value of the improvements may be greater than the value of each individual
improvement.
The 786 Grand Avenue property is not in and of itself a geographically definable concentration of buildings,
structures, improvements, or objects linked historically through location, design, setting, materials,
workmanship, feeling and/or association. The property is not eligible under Local Register Criterion E.
V. HISTORICAL RESOURCE CONCLUSIONS/ REGULATORY INTERPRETATION
The subject dwelling has been identified as ineligible for designation to or listing on the CRHR and Local Register.
The property does not meet the definition of an historical resource pursuant to CEQA Guidelines Section 15064.5,
nor does it meet the definition of an historic resource pursuant to Section 22.02.040 of the Carlsbad Municipal
Code.
The proposed demolition, removal, or substantial alteration of the 786 Grand Avenue dwelling would not cause a
direct material impact to a historical resource. The building does not qualify as a historical resource. As no
impacts to historical resources have been identified, no mitigation measures have been stipulated or required as
part of this HRTR.

William Clayton Baldwin, 88 CARLSBAD --Born October 25, 1921 in Corydon , Iowa , Bill passed away
'[ Sunday, April 11 , 2010 at home in Carlsbad , with his family at his bedside. Bill met his wife, Patricia
f McClellan, while they were each employed by the group contracted to build Camp Pendleton. Bill enlisted
, in the U.S. Army Air Corps in 1942, serving in the war as a radio operator I machine gunner on a B24
bomber. He completed 35 missions and was honorably discharged in 1945. Patricia and Bill were married
June 6, 1945 and eventually moved to Patricia's hometown, Carlsbad. Bill joined the South Coast Land
Company & McClellan Insurance. He was active in Real Estate for over 50 years and spent 18 years
working for the City of Carlsbad, retiring as Assistant City Manager. Bill was a leader helping Carlsbad in
its early years to establish a foundation for growth . Among many civic contributions, he chaired the Water Bond
Committee that successfully passed the bond to bring Colorado River water to Carlsbad. He also organized the "Yes on
Incorporation of the City of Carlsbad" campaign that led to the establishment of Carlsbad as a city. Bill is survived by his
wife of 64 years, Patricia Baldwin; brother, Bob (Bernice); children, Steve (Patti), Mark (Kathryn), Dan (Lee), Mary Allred
(Gordon); 15 grandchildren, and one great-grandchild. The family plans a private Celebration of Life. In lieu of flowers,
please send donations to San Diego Hospice, 404 Camino Del Rio South, Suite 200, San Diego , Calif. 92108, or
Carlsbad Boys and Girls Club, Village branch. He will be remembered for his active community life and sense of humor.

Patricia "Pat" Baldwin(1925 -2015)
Baldwin , Patricia "Pat" OCEANSIDE --Patricia "Pat" McClellan Baldwin, devoted wife, loving mother,
grandmother, great-grandmother and loyal friend, passed away peacefully February 8, 2015. She was 90.
Pat was born in Carlsbad, Calif. on January 10, 1925 to Dolores Chase McClellan and Dewey McClellan.
Having been the granddaughter of Carlsbad's first postmaster and daughter of Carlsbad's first mayor, she
enjoyed and cherished her rich history in the place she lived most all her life; working, volunteering, and
raising a family. Pat married William "Bill" Baldwin in her hometown on June 6, 1945. Bill preceded her in
death after 61 years of marriage. In her words , "My goals in life were to be a good wife and mother," goals
she certainly accomplished. Her four children , their spouses, 18 grandchildren including their spouses and five great-
grandchildren survive Pat. She will always be remembered for the joy, love and laughter she shared with all those who
had the privilege of crossing her path. In accordance with Pat's wishes, a public memorial service will not be held.

*P3a. Description: The 786 Grand Avenue property is best categorized as a Minimal Traditional style dwelling due its 1947-1948
construction date, however, it exhibits elements more closely aligned to a Craftsman bungalow. The home features a general
rectilinear plan with a side gabled principal roof and two cross-gables: one at the southwest corner, and one at the southeast
corner. Exterior building materials include: horizontal board siding, with a stacked stone bulkhead and composition shingle
roofing. The front entrance is deeply recessed into the center of the front (south) elevation and a brick chimney sits adjacent to
the entrance, immediately east. Two additions are evident-one at the east elevation and one at the north elevation. Both
additions appear to have been built in ca. 2015 and likely served the daycare uses at the property. The home would have
featured double-hung or casement style windows, both typical to the Minimal Traditional style and the ca . 194os-195os time
period. All original window units were replaced with simulated divided lite vinyl slider units at an unknown date. The building is
painted a seafoam green color with lavender trim. A granite monument is installed at the west side of the home's concrete
driveway. The monument does not feature signage or inscriptions but is presumed to have served as a sign holder for the
childcare facility that once occupied the building. Two small sheds are sited in the northwest corner of the property. Both
structures date to ca . 2012-2014. Overall the building is in fair to good material condition. Based on the exterior features
observed, the home does not appear to be architecturally meritorious.

and was valued at $21560. Additions were built on the east and north elevations, in 20151 which introduced a lower side-gabled

in a change to that volume's original shed roof. All outside double-hung or casement windows were replaced with simulated

The property was constructed in 1947 on Block 50 of the Carlsbad Townsite, approximately 61 years after the town was in itially
established. Carlsbad was incorporated in 19521 approximately five years after the home was constructed and is not reflective
of the wave of new suburban growth that began to characterize the city in the post-WWII era . Although the property was
owned by Patricia and William Baldwin, daughter and son-in-law of Dewey McClellan, the City's first Mayor (elected in 1952)1
no evidence has been identified to directly associate the property to the 1952 incorporation efforts for Carlsbad. Patricia and
William Baldwin occupied the home from ca . 1947-1948 through ca. 1952. During this timeframe, the couple maintained social
and professional positions in the community including serving as the treasurer of the Carlsbad Woman's [sic] Club (Patricia) and
serving as the secretary of the Oceanside Realty Board, Vice President/ second Vice President of the Carlsbad Lions Club, Vice
President of the Tri-City Republic Assembly, and Chairman/ Vice President of the Carlsbad Community Council (William).
After the couple moved from 786 Grand Avenue, they became further involved in area political and socia l organizations
including in 1956 when Mr. Baldwin served as the Chairman of the United Carlsbad League in 19561 to lead an effort to finance
the construction of a water line from the San Diego Aqueduct to Carlsbad . In 19561 19581 and 1962 Mr. Baldwin ran for a
position on the Carlsbad City Council. City Clerk's records disclose that he did not win any of the races. Thus while the
Baldwins had local prominence through their professional and social/ civic activities, the 786 Grand Avenue property is not
associated with persons of significance. The Baldwins may be regarded as locally important for their professional and social/
civic contributions in Carlsbad, however, those contributions occurred while the couple resided in their subsequent dwellings
located at 3955 Monroe Street (ca. 1953-1956)1 1031 Palm Avenue (ca . 1957-1964)1 and 4036 Baldwin Lane (1965 forward).
Additionally, little information was identified for Martin and Elizabeth Kingston during the course of historical research. Mr.
Kingston appears to have worked as a fire fighter in Indiana prior to relocating to Carlsbad. Elizabeth Kingston died in August
of 1963 and Mr. Kingston died in September of 1971 while vacationing in Mexico. No information was found to support a
positive eligibility determination for the Kingstons as significant persons. it does not embody the distinctive characteristics of
a style, type, period, region, or method of construction, and is not associated with the work of a master or an acclaimed
architect or builder, nor does it possess artistic value. The 786 Grand Avenue property was built in 1947-1948 and, based on
that date of construction, it is best categorized as a Minimal Traditional dwelling. However, the building features massing,
rooflines, exterior siding, and eave overhangs that are consistent with a Craftsman bungalow. The year built date, however, is
not consistent with a bungalow property type. The building has been modified through a global replacement of windows and
additions were built at the east and north elevations in ca. 2015-2016. The existing stacked stone bulkhead material may date
to the 1947-1948 construction campaign or may have been installed into the 1960s
or 1970s. Due to the absence of meritorious architectural features, and the lack o1
adherence to any particular style or typology, the house is architecturally
insignificant.

Junior Planner, Nicole Vysotskaya, works as part of the Urbana team to conduct
property-specific and contextual historical research, complete site visits, and contribute
to sections of technical studies. As a Junior Planner, Nicole works closely with Senior
Staff and Urbana's Principal. Prior to joining Urbana, Nicole worked as a Conservation
Associate for the City of Chula Vista where she completed site inspections of historic-era
and contemporary-period residential and commercial properties and provided
assessments, including recommendations, for improving energy efficiency and overall
sustainability of each building. Her work was completed as part of the City's CLEAN
Group that was tasked with finding new and adaptive solutions to environmental
problems impacting the region.
Her interests in historic preservation planning include cultural heritage and sustainability,
and exploring cultural traditions and ways of life, and the relationships between people

Founding Principal, Wendy L. Tinsley Becker, RPH, AICP, brings an expert background in
American history, architecture, and urban planning, with a particular emphasis on issues
relating to historic preservation. Her experience includes extensive historical resources
survey work, design review under The Secretary of the Interior's Standards for the Treatment
of Historic Properties, single-site historic property research and documentation, and practice
in municipal regulatory planning and cultural resources compliance issues including code
compliance, revision and review, CEOA, NEPA, and Section 106 of the National Historic
Preservation Act. As a preservation-planning consultant she participates in the
development and administration of local land use regulations, policies, programs and
projects; prepares reports involving research and analysis of various planning issues;
conducts site-specific project and design review; and facilitates project coordination
between contractors, architects, developers, citizens and other stakeholders. Wendy meets
the Secretary of the Interior's Historic Preservation Professional Qualifications Standards in
the disciplines of History and Architectural History and the draft standards established for
Historic Preservation and Land Use/Community Planning. She is included on the California
Council for the Promotion of History's Register of Professional Historians and also maintains
professional certification in the American Institute of Certified Planners (AICP).
Wendy is a co -author and editor of the AICP Certified Urban Designer Exam Study Guide
(V1.o) released in March 2016. From 2013 forward she has provided professional training to
AICP exam applicants as part of the American Planning Association California Chapter -San
Diego Section annual exam training program.
Wendy has assisted municipalities, utility providers, and lead agencies in preservation
planning program development and implementation efforts. She regularly consults for
private and agency applicants on historical resource and historic property analysis for
discretionary projects and undertakings pursuant to Section 106 of the National Historic
Preservation Act and the California Environmental Quality Act, as well as Federal
Rehabilitation Tax Credit proposals at National Register listed or eligible properties, which
are subject to review by the State Office of Historic Preservation and the National Park
Service. She was the author / facilitator and lead historic preservation consultant for the
City of Chula Vista's award winning Municipal Preservation Planning Program. She
authored the Historic Preservation Element for the City of La Mesa's award winning 2011 /
2030 General Plan update process. She provides survey, architectural history, context
development, programmatic agreement, and historic preservation planning consulting
services for the Southern California Edison Company including preparation of a
programmatic guide for the treatment of all historic-era properties in the company's 55,000
square mile service territory. She served as the lead Architectural Historian for the City and
County of Honolulu High Capacity Transit Corridor Project's Kako'o (Section 106
Programmatic Agreement Program manager) consultant team. Wendy's professional
analysis and determinations are reviewed for compliance and concurrence by numerous
municipalities, and state and federal agencies including the California State Office of
Historic Preservation, the California Public Utilities Commission, the USDA Forest Service,
the Bureau of Land Management, and the National Park Service.
Her current interests include facilitating approvals for brick and mortar construction and
building rehabilitation projects, and working with community-based organizations that
emphasize public participation while striving for the improvement of the built environment
through good urban and architectural design and associated social programs.
