Executive Summary Commissioner Sherman McEachern was initially appointed to the Beach Preservation Commission in June 2017. Commissioner McEachern resigned on Dec. 4, 2019, leaving an unexpired term ending in June 2021. Four applications were received by the City Clerk's Office. Pursuant to City Council Policy No. 88, the mayor has recommended the following two residents wishing to serve on the Beach Preservation Commission to advance in the process and interview with the full City Council: • Jennifer Bradley -District 1 • Roco Nasirpour -District 3 Exhibit 2 includes applications for both residents. Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's Office accepts applications (available on the city's website and in the City Clerk's Office) for any upcoming vacancies. City of Carlsbad Resolution No. 8596 states that the Beach Preservation Commission shal l consist of seven members, appointed by the Mayor with the approval of the City Council. Feb. 11, 2020 Item #7 Page 1 of 7 Current members of the Beach Preservation Commission are: Commission Member District Fred Briggs 1 Brian Colby 3 Tim O'Malley 4 Linda Petrucci 1 John Prietto 1 Kathleen Steindlberger 1 Members of the Beach Preservation Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interest. Fiscal Analysis None. Next Steps Following the appointment of one member to the Beach Preservation Commission,.the City Clerk's Office will update the Commission roster, coordinate the Oath of Office, filing of the appointee's Statement of Economic Interest and Ethics Training Certificate. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review, Public Notification This item was noticed in accordance with the Ralph M.
