Adopt a resolution appointing one member of the City Council to serve as mayor pro tempo re
for a term ending in December 2020, or until a replacement is appointed.
Executive Summary/Discussion
By Minute Motion at the Special Meeting held Tuesday, Jan. 21, 2020, the City Council voted
unanimously to place on an upcoming agenda the appointment of mayor pro tempo re.
Carlsbad Municipal Code (CMC) Section 2.08.010 provides that the City Council shall meet on
the first Tuesday after the general municipal election and choose one of its members as mayor
pro tempore. CMC Section 2.08.010 further provides: "The City Council shall meet on the first
Tuesday after the general municipal election and choose one of its members as mayor pro
tempo re. If the mayor is absent or unable to act, the mayor pro tempo re shall serve as mayor
until the mayor returns or is able to act. While serving as mayor pursuant to this section, the
mayor pro tempo re shall have all of the powers and duties of the mayor."
These code sections require the selection of a mayor pro tempore after a general municipal
election; however, they do not preclude a reorganization or selection of a mayor pro tempore
at other points in time. City records reflect the city has voluntarily reorganized on occasions
outside of the required reorganization after a general municipal election.

Next Steps
The City Clerk will update the city's website and City Council meeting agenda template to
reflect the election of mayor pro tempore as necessary.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

RESOLUTION NO. 2020-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER OF THE CITY COUNCIL TO SERVE
AS MAYOR PRO TEMPORE FOR A TERM ENDING IN DECEMBER 2020, OR
UNTIL A REPLACEMENT IS APPOINTED.
WHEREAS, Carlsbad Municipal Code Section 2.08.010 states that the City Council shall meet on
the first Tuesday after the General Municipal Election and choose one of its members to serve as mayor
pro tempore; and
WHEREAS, by Minute Motion at the Special Meeting held Tuesday, Jan. 21, 2020, the City
Council voted unanimously to place on an upcoming agenda the appointment of mayor pro tempore.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad City Council Member is hereby appointed to serve as mayor
pro tempore, for a term ending in December 2020, or until a replacement is appointed.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on
the 28th day of January 2020, by the following vote, to wit:
