Recommended Action
Adopt resolutions appointing three members to the Arts Commission.
Executive Summary
Three members of the Arts Commission terms ended in March 2020. Commissioner Joan
Markovits was appointed on March 13, 2012 to fill the expired term of Commissioner Iserloth.
She was then reappointed on April 12, 2016. Commissioner Markovits has served two terms
and is not eligible for reappointment. Commissioner Laurenn Barker was appointed on April 12,
2016, to fill the expired term of Commissioner Voll. Commissioner Barker is eligible for and
wishes to be reappointed. Commissioner Michaela Chamberlain was appointed on April 16,
2019, to fill the unexpired term of Commissioner Breslaw. Commissioner Chamberlain is eligible
for and wishes to be reappointed.
The City Clerk’s office received applications from the following residents wishing to serve on the
Arts Commission (Exhibit 4):

Under City Council Policy 88, Boards, Commissions and Committees Application, Interview and
Appointment Process, the appointing City Council member, in this case the mayor (CMC Section
2.18.030), was asked to evaluate all applications and recommend no more than six candidates
to continue in the process. The mayor recommended the following six applicants to advance in
the interview process scheduled for the April 21, 2020 City Council Meeting:

Discussion
California Government Code Sections 54970‐54974, known as the Maddy Act, requires that on
or before December 31 of each year the legislative body shall prepare a Local Appointments List
which contains the appointive terms of Board and Commission members which will expire in
the next calendar year. The names of incumbent appointees, the date of their appointments
and the expiration dates of their terms are also included on the list. Based on the prepared list,
the City Clerk’s office accepts applications for any upcoming vacancies. These applications are
available on the city’s website and in the City Clerk’s office
Carlsbad Municipal Code Chapter 2.18 states that the Arts Commission shall consist of seven
members, appointed by the Mayor with the approval of the City Council.

Members of the Arts Commission are subject to the provisions of the Political Reform Act and
must file a Statement of Economic Interests.

Next Steps
Following the appointment of three members to the Arts Commission, the City Clerk’s office
will update the Commission roster and coordinate the Oath of Office, filing of the appointee’s
Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a “project”
within the meaning of the California Environmental Quality Act in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment, and therefore does not require environmental review.

This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

My name is Joe Brisbois. I am a Citizens Academy graduate, currently serving on the Agricultural Mitigation Fee
Committee, but I am very interested to get more involved with the City and with the Arts Commission, in particular.
Over the past 25 years, I've been creating art-and managing the creation of art -for video games, TV, film, and a
variety of other digital and physical products. As an Artist, Designer, Art Director, and Producer, I've been very fortunate
to have worked with renowned artists including Syd Mead and Drew Struzan, as well as many incredibly talented artists
at Lucasfilm, Sony, and A&E. I've also worked closely with many musicians, having created an on line digital platform
that provided them with innovative ways to share their art with the world.
While working at Sony PlayStation, I taught 3D Modeling and Animation at the Ac~demy of Art in San Francisco. Being
able to help empower young artists to turn their own visions into ones that could be shared with others was an amazing
experience. Realizing that what you see and feel inside of you can be crafted into an object, or a song, or an experience
for all the world to enjoy can be an incredibly powerful moment in a person's life (young or old). The more opportunities
we can provide for people to catch this spark, the better (for all of us).
I feel I have a solid understanding of the issues facing a wide range of artists, as well as an understanding of what it
means to have a community that supports the arts and the artists themselves. I've spent my career setting goals and
bringing together teams of people to achieve those goals. While the projects are creative in nature, the teams of people
that need to work together in order to make them a success include not only artists, but also attorneys, accountants,
engineers, marketers, and more.
I was the President and Secretary of the Meridian Court Homeowners Association (2014-17) while living in
Pasadena. I'm a frequent volunteer at Feeding San Diego, and a Soil Advocate for Kiss the Ground (a regenerative
agriculture non-profit).
I believe that my skills and experience in bringing the people and pieces necessary to evaluate projects, marshal the
support needed to get them off the ground, manage them through the twists and turns of development, and launched
to the world as completed products could be of use to the City.
My wife and I have a 12-year-old daughter, and I am very aware of how the arts are -and sometimes are not -
celebrated and encouraged in our community and our school system. Arts in the community can be a wonderfully .
powerful way to bring people together to celebrate each other and what they can create together. It's important to me
that we develop and support the arts for citizens of all ages and I would welcome the opportunity to become involved in
our Arts Commission.

Dear Council members,
Thank you for your confidence in considering me for the position as a member of the City of Carlsbad Arts Commission.
In my application, I mentioned my academic study of Art History and my long standing interest and participation in
classical ballet. Many years ago, I was selected to study in Minsk, Russia with the Kirov Ballet --a fascinating experience
in itself. I trained with Baryshnikov's instructor! Later, I danced with the Ballet Montmartre Imperial Ballet Company for ten
years and sat on their board for six years. I have traveled extensively internationally always with an interest in art and
culture.
I am also passionately committed to the City of Carlsbad having lived here for 19 years to be near my daughter's family,
the Neumeyers. I am very aware of what goes on in , and affects, the city government. I have volunteered widely on
city related matters and have worked with Carlsbad CERT (Carlsbad Emergency Response Team) for eight years. I
participate in the San Diego Honor Flight Program and am active at St. Patrick's Church.
Annually, I help with the Carlsbad Street Fair.
I love Carlsbad's Public Art and think the current Commission has done an excellent job. Public Art exists to make art
accessible to residents no matter what their level of income or education. Public Art can bring pleasure to a range of
tastes, can be serious or whimsical, and can offer children who might never be taken to a museum the ability to
appreciate expressions of joy and beauty in the world. Art can bring people together to engage their creativity, as well as
honor their shared past and present cultural heritage. Visual artists, literary artists and performing artists all exist to
support the community.
Art also provides economic benefits to communities in which it exists. For example, Palm Desert has used Public Art
extensively. It adds to the pleasure of the city for both residents and visitors. The enhanced landscaping and art structures
make it interesting to discover what has been added during each visit.
For all these reasons, I am eager to take an active part in developing the Arts experience in Carlsbad. If you chose to
select me, I would be honored to serve the city on this capacity.

Thank you for considering me as a candidate for the commission. I have lived in North County for 44 years and
in Carlsbad for 33 years. My wife and I raised four girls here and our roots run deep.
I moved here from NY in 1976, so I was fortunate to have all of the museums, culture and arts available in
that vital city. My wife and I also frequently go the LA to enjoy the unbelievable palette of museums and arts
that are available there.
I am 77 years old and have had an abiding interest in all of the seven arts: Architecture, Sculpture, Painting,
Literature. Music, Performing and Film throughout my life. I grew up playing three musical instruments and my
love of music has been a constant in my life. My wife and I are passionate supporters of most of the theaters
in San Diego. We have been members and contributors to the La Jolla Playhouse and the Moonlight Theater
for many years. We attend many plays and musicals, especially at the NVA. We are also avid readers and
movie goers. I am very involved in the Carlsbad Music Festival and have been invited to be on the board.
My interest is in fostering and promoting the arts for both the benefit of the residents and to attract visitors,
who will bring the kind of attention and money to the city that we want.
For residents, I would especially like to promote the arts to our kids. I am impressed by the programs that are
being offered at our local libraries and would like to help with better promotion of the programs.
As a retired company president, I also have an interest in the financial aspects and implications of our arts
programs for the city. As a beach community, we attract many visitors over the summer months but many also
come year around, especially from LA. I believe that we could probably benefit more financially by trying to
find ways to attract and entertain visitors after they have dined at our many fine restaurants.
Cultures are defined and enriched by the vitality of their arts programs. Carlsbad has evolved into a
destination recreation and vacation center. If I can contribute to helping it continue to evolve into an arts
destination as well, I would be pleased to do so.

I am applying for reappointment to the Carlsbad Arts Commission. Currently I have
been elected to my second year as Chair of the Commission and I serve at this time.
My relevant background information is as follows:
I have been a professional working artist in Tennessee, Texas and California. When I
moved to Carlsbad approximately 10 years ago, I was impressed with the priority that the
city places on the arts. With my artistic background, I applied to be on the Arts
Commission as I have always thought that giving back to the community was important
and I wanted to be involved. I also enrolled in the Citizen's Academy to learn how the
city, its departments and its commissions interrelate and function for the city.
One of the first activities that I participated in on the Commission was to work with the
other commissioners in developing a 10-year Arts and Cultural Master Plan for the city.
It culminated in a comprehensive outline and program of what we would accomplish in
the cultural arts in the coming years.
We are now in our second year of implementing the City Council approved Plan and I am
very proud of what we have accomplished thus far. We have, among other things,
increased our musical, dance and theatrical performances and our art exhibits, introduced
Guest Artist Residencies in the schools and funded through the city, $80,000 in
Community Arts Grants. Our mobile stage is being used throughout Carlsbad and we are
planning the purchase of an arts vehicle outfitted to visit our schools for further arts
outreach.
My priorities, since becoming a commissioner, have been:
1. To promote more involvement by the Commissioners with the Cultural Arts
Department by means of active committees. I am personally on the Public Art
and Business Outreach Committees.
2. To obtain more awareness of the importance of cultural arts contributions to
Carlsbad as a whole. One of our activities has been to develop a column written
on a rotating basis by cultural arts leaders in the widely circulated Chamber of
Commerce publication.
3. To develop more involvement with the business community. We have provided
our mobile stage to one Chamber of Commerce event and plan to participate in
others. We will also be participating in the national Arts and Economic
Prosperity Study produced by Americans For The Arts to illustrate the economic
importance of the arts to the community.
4. To involve more local youth in city activities. We have educational
representatives on our committees to guide us to more young local talent for
events such as the TGIF concerts and student performances at other local
functions. School arts programs have also been the beneficiaries of our yearly
arts grants.
In summary, I have enjoyed my first four years on the Arts Commission, thank you for
the opportunity and ask to be reappointed for another term.

1. am one of the applicants for the Arts Commission position. Below are my comments and I
would appreciate it if my comments were read at the meeting. Thank you.
Mayor Hall and City Council Members:
Thank you for considering me for the Arts Commission position. I enjoyed meeting with .
each of you in March prior to the stay-at-home mandates. As a proud Carlsbad resident,
I would be honored to serve the community, the Council and the city's library and cultural
· arts department in this capacity .
. The arts and culture are important to me, and, I believe, to most Carlsbad residents, and
I am happy that the arts and culture have been, and continue to be, an important focus
for the City Council. We sometimes don't realize the impact of the arts and culture on
community development, and our quality of life _because it is not easily
quantifiable. However, during these difficult times, the po~itive unifying impact of the
arts and culture on our emotional wellbeing arid mindset is now more than ever clearly
evident with the widespread popularity of the virtual arts and culture programs and
events. Some virtual arts events are organized such as the live concerts or virtual
museum tours and some ~re more spontaneous. Who can forget the nightly image of
the Italians singing in their balconies as a sign of solidarity, hope and unity?
I believe arts and culture bring people together, positively impact the quality of the lives
of Carlsbad residents (of all generations) and of people who work in Carlsbad, and
encourage people to visit Carlsbad. I look forward to the day when we can again all
attend in person the TGIF concerts, visit the Cannon Gallery, walk through the Flower
Fields, and enjoy the many cultural arts events and programs offered at the Carlsbad
libraries and in the community. I believe that virtual arts and cultural events and
programs will continue to be an important part of our lives, especially as we transition
into the new norm, and, thus, provide an additional venue and opportunity to showcase

our local arts and culture. In the meantime, I am grateful for the many online resources
available on the library and cultural arts website and encourage the community to use
them.

Public Comment for 4/21/20 City Council Meeting
Below is a statement that I would like to submit to be read at the April 21st City Council meeting, regarding the
appointment of 3 arts commissioners, myself being an individual under consideration.
Here is my statement:
Mayor Hall and members of City Council,
I am grateful for the opportunity to have seNed on the Arts Commission this past year. It has been a pleasure
to work with the other Arts Commissioners and the Cultural Arts Staff. I have benefited and learned from their
leadership and distinct perspectives.
I have detailed my qualifications for this position in my application and letter to city council expressing my intent
to apply, but I would like to take a moment to share why I believe this work is important.
Access to art for all, and opportunities to participate in and make art, are a crucial part of a community that is
thriving. I believe that we should work diligently so that access to high-quality art is available to all, overcoming
socioeconomic barriers that may keep members of our community out. I also believe that art should be diverse
and inclusive, making room for the many stories that create the tapestry of our community. It has been a great
pleasure to see this come to fruition in the many wonderful art experiences provided by our city, Cultural Arts
staff, and community partners.
Especially in this time of great challenge, it is important we provide our community with opportunities to
understand others and be understood through art. This moment is forcing us to confront our humanity, and art
is the vehicle by which we document and share our collective human experiences. Art can elevate and inspire,
allow us to see beyond our own experiences, provide an outlet and a refuge, and ultimately, bring us closer
together, even when we are temporarily apart.
I would be honored to continue to advocate for and support the arts in our community.
