Date of Meeting: November 18, 2019 Place of Meeting: Council Chambers CALL TO ORDER Chair Simons called the meeting to order at 5:32 p.m. ROLL CALL Present: Absent: Chair Simons, Vice Chair Martinez, Commissioners Thorp, Allemann and Pearson. Commissioner Livingston arrived at 5:44 p.m. None PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Thorp and a second by Vice Chair Martinez, the minutes of the October 21, 2019 Parks & Recreation Commission Meeting AYES: NOES: ABSTAIN: ABSENT: were approved. Chair Simons, Vice Chair Martinez, Commissioners Thorp, Allemann and Pearson. Norie None Commissioner Livingston PRESENTATIONS None CONSENT CALENDAR: None PUBLIC COMMENT Patrice Smerdu, a Carlsbad resident, spoke about the activities at the city's three community gardens, programs the Carlsbad Community Gardens Collaborative offers, and interest in establishing additional city community gardens to address the 200 plus person waiting list. Jeffery Lee, a Carlsbad resident, discussed adaptive sports programs and the potential use of city teni1is courts for that purpose at no cost to participants. Don Christiansen, a Carlsbad resident and former Carlsbad Historic Preservation Commis- sioner, addressed the city's heritage tree program, and the potential for repurposing wood from dead heritage trees, and preserving portions of dead heritage tree trunks inground as public art pieces or public benches. Mercedes Martin, a Carlsbad resident, indicated she would like to explore a more creative approach to preserving portions of dead heritage tree trunks inground as public art, in similar perspective to the prior speaker. 1. SR# 1119-1 LOCAL COASTAL PROGRAM LAND USE PLAN UPDATE Senior Planner Jennifer Jesser and City Planner Don Neu gave an overview of the draft Local Coastal Program Land Use Plan Update, referencing the core elements in each of chapter of the plan. Ms. Jesser responded to a plan drafting adoption question from the Commission. 2. SR# 1119-2 AMENDMENT TO POINSETTIA COMMUNITY PARK MASTER PLAN - RELOCATING A PROPOSED OFF-LEASH DOG PARK AND ADDING A PARKING LOT AND RESTROOM Parks & Recreation Director Kyle Lancaster reported on the proposed Amendment to the Poinsettia Community Park Master Plan and asked the Commission to consider recommending City Council approval of the amendment. Mr. Lancaster responded to clarifying questions from the Commission. ACTION: . AYES: NOES: ABSTAIN: ABSENT: On motion by Vice Chair Martinez second by Commissioner Pearson, the Commission recommended the City Council approve the Amend- ment to Poinsettia Community Park Master Plan. SR# 1119-3 PARKS & RECREATION COMMISSION WORK PLAN Recreation Services Manager Mike Pacheco presented the Commission with the Parks & Recreation Commission Work Plan Draft for Fiscal Year 2019-20 and requested the plan be accepted and recommended for approval by City Council. City of Carlsbad Parks & Recreation Commission Work Plan Fiscal Year 2019-20 DRAFT I. Mission Statement The Mission of the Parks & Recreation Commission is to promote community health and wellness while supporting a culture that embraces change and continuous improvement. II. Composition . Consistent with Chapter 2.36 of the Carlsbad Municipal Code, the Parks & Recreation Commission shall consist of seven members appointed by the mayor with the approval. of the city council. Members shall serve four-year terms. The Parks & Recreation Com- mission shall have the power, and it shall be the duty of the commission, to make rec- ommendations to the city council and to advise the council in matters pertaining to the creation, operation, maintenance, management and control of community recreation programs, of playgrounds and indoor and outdoor recreations, activities and facilities. Further, it shall be the duty of the commission to advise and make recommendations to the city council on matters pertaining to planting, trimming, pruning, and care of all trees, shrubs or plants and to the removal of all objectionable trees, shrubs and plants in an<;i upon any park of the city. The parks and recreation commission shall have the addi- tional power, and it shall be the duty of the commission to review tree-related issues and to determine the needs of the city with respect to its tree planting, replacement, mainte- nance and preservation programs. The commission will also make recommendations to the city council on policies, regula- tions or ordinances pertaining to the care and protection of public trees and the selection of specific species of trees for designation along city streets, including the development of a community forest management plan for the city. In addition, in accordance with Sec- tion 11.12.150 of the municipal code, the Parks & Recreation Commission shall hear ap- peals from decisions of the city manager acting through the parks and recreation direc- tor or designee, regarding the planting or removal of street trees. Ill. FY 2019-20 Goals & Tasks . The Parks & Recreation Commission will focus on the following FY 2019-20 Goals and Tasks: 1. Advise City staff ;md City Council on projects and programs a. Focus on progress and impact 2. Enhance accessibility, visibility and engagement a. Ensure a quorum at all Commission meetings b. Conduct site visits to parks, facilities and programs c. Attend at least two Parks & Recreation events 3. Broaden outreach and education a. Connect with other relevant agencies and organizations b. Invite educational presentations at Commission meetings Mr. Pacheco and Mr. Lancaster answered work plan approval scheduling questions from the Commission. ACTION: AYES: On motion by Vice Chair Martinez second by Commissioner Thorp, the Parks & Recreation Commission Work Plan Draft FY 2019-20 was ac- cepted and recommended for approval by City Council. SR# 1119-4 DEPARTMENT REPORT Recreation Services Manager Mike Pacheco and Parks Services Manager Tim Selke reported on recently completed, ongoing and upcoming Parks & Recreation Department programs, events, and park projects.
