Our technology development team specialties range from scripting to full stack development, database design to data ETL processes (Extract, Transform, Load), all based on our application development stack (complete overview available upon request). In short, the application development Stack is a predefined set of approved technologies for application development. The stack is designed to meet the needs of any type of application or technology solution to ensure the delivery of state of the art, high performing application solutions. Sincerely, HOR Engineering, Inc. Tobias Wolf Program Manager Kip D. Field Vice President DocuSign Envelope ID: 9C49CF4F-C9A0-4F67-B5FF-585350FFBAB3 Project Understanding City of Carlsbad I Automation of Parcel Update Process Project Understanding 1-)~ HOR Engineering, Inc. (HOR) has been requested by the City of Carlsbad, California to submit a proposal to automate the process used for updating the City's parcel database when new updates are published by SanGIS. The existing process is divided into two types of updates, one process for parcel geometry and one for parcel attributes. In order to successfully automate the process, a robust and flexible solution will be created. This solution will provide the software tools necessary to support the current update process while ultimately being able to grow and adapt to ongoing technology and parcel changes. Project Approach Task Series 1.0 -Project Management Task 1.1 -Project Supervision and Quality Control A Quality Control Plan will be developed for the project to ensure the technical quality of the design automation process. The Quality Control Plan is developed to ensure appropriate project coordination and Quality Assurance/Quality Control (QA/QC) reviews are completed for all technical disciplines. The Project Quality Control Plan developed for this project will revolve around four principal elements. The first element, owner participation, must be a planned process that solicits input in regards to the project and is continuous throughout the project. The second, team resources, is centered on a dedicated team of experienced personnel that initiate the project and remain committed throughout the duration of the project. The third element, project controls, allows the project manager to program and monitor the delivery of the project, to meet the project schedule and budget. The final element, technical approach, is a systematic approach that has a defined senior review and an allotment of time dedicated to client review. Task 1.2 -Project Team Management The project management goals are intended to ensure that HOR understands the scope of the project, meets all schedule and budget requirements, and provides the level of service and quality end product the City of Carlsbad is expecting. HOR's project manager will be the principal point of contact and will be responsible for preparing and maintaining the project schedule, coordinating and approving all QA/QC reviews, managing HOR project resources, invoicing, and participating in conference calls and review meetings. Weekly conference calls between the City of Carlsbad staff and HOR will to be conducted to review design status, updates, schedule, issues, ideas, etc. The project manager will prepare a project schedule and update it in preparation for each weekly or in- person meeting. The PM will have intimate knowledge of the project and play a "hands-on" role to accomplish project success. Deliverables: Monthly invoices Project schedule Page 3 DocuSign Envelope ID: 9C49CF4F-C9A0-4F67-B5FF-585350FFBAB3 Assumptions: City of Carlsbad I Automation of Parcel Update Process Project Approach The City of Carlsbad to provide outline of anticipated project schedule Task Series 2.0 -Application Development Task 2.1 -Design 1-)~ The design for the two automation applications will largely be based on the existing manual processes in terms of workflow and functionality. Prior to development work, our team will work with City Staff to determine HDR's understanding of the two workflows. Following is a high level overview of the automation process. 1) Geoprocessing workflow Load appropriate SanGIS shapefiles into a local file geodatabase Flatten stacked parcels . Clip parcels with road segments to cleanup misaligned parcel boundaries o Merge split parcels back together Update master parcels with updated parcels • Add specific identification fields and populate values 2) Attribution workflow Update enterprise geodatase with appropriate SanGIS shapefiles Update HdLCC stacked owner data with latest update Export stacked parcels with joined attributes to file geodatabase Strip unnecessary fields and populated appropriate field values 3) Final updates Export flattened parcel table to file geodatabase table Join exported parcel table to updated stacked parcels Massage parcel data and join additional fields Identify updated parcels for final verification o Highlight on map o Create report list Deliverables: • Design outline for each process Assumptions: • City staff to provide feedback and approve the proposed application workflow • All application development can be performed in HDR's environment Task 2.2 -Development Application development will proceed after review and acceptance of the application designs by the City. The development process will take the form of agile sprints. The Agile methodology is an iterative process that breaks up the development effort into small manageable goals, known as Page4 DocuSign Envelope ID: 9C49CF4F-C9A0-4F67-B5FF-585350FFBAB3 City of Carlsbad I Automation of Parcel Update Process Project Team 1-)~ sprints, that help teams provide quick responses to the feedback they receive when presenting each completed sprint to the City. Sprints are created by prioritizing features or functionality, also known as user stories. A group of user stories are then selected to form a sprint. At the end of a sprint, the fully developed user stories are presented to the City for review and feedback. It is anticipated that this project will require four or five sprints to complete. Deliverables: • Functional code demonstrations at the completion of each sprint Assumptions: • Applications will be developed using Python scripts, SQL scripts and stored procedures Task 2.3 -Deployment The target deployment for these applications will be the existing City of Carlsbad servers and/or GIS analyst's local computers, while the development work will be done in HDR's development environment. Deliverables: Parcel geoprocessing update application deployed to a GIS analyst's local computer Parcel attribute update application deployed to the City of Carlsbad's SQL server and a GIS analyst's local computer Assumptions: • Any required associated database services are hosted in SQL Server (version 2014 or greater) Project Team Selecting a cohesive project team is a vital piece to a project's success. HDR has methodically selected the following team based on each individual's complementary experience and proficiencies. The following depicts our proposed team structure for this project: Project Manager/Lead Developer: Dave Bishop GIS Developer: Chris Pyle QA/QC: Yuying Li Budget It is expected the project as proposed can be completed for a not-to-exceed fee of $44,500, plus any applicable California tax.
