Recommended Action
Adopt a resolution authorizing the formation of an Ad-Hoc City Council Economic Revitalization
Subcommittee.
Executive Summary
The COVID-19 response is causing economic hardship in the City of Carlsbad and across the
nation. This item presents a resolution authorizing the formation of an Ad-Hoc City Council
Economic Revitalization Subcommittee as a measure to consider how to help local businesses
weather the crisis, as directed by the City Council on March 24, 2020.
Discussion
On March 24, 2020, the City Council unanimously approved a Minute Motion directing staff to
return with an agenda item to appoint members of the City Council to an Ad-Hoc City Council
Economic Revitalization Subcommittee.
Ad-Hoc Subcommittees are not subject to the Brown Act notice and posting requirements so
long as the committee is:
(1) comprised solely of members of the City Council (i.e., no staff and no members of the
public);
(2) consists of no more than two members of the City Council;
(3) has a defined purpose and a limited time frame to accomplish that purpose; and
(4) is advisory, (i.e., has not been delegated any decision-making power and will be
returning to the full City Council with its recommendations).
Since Ad-Hoc Subcommittees are for a limited time frame, staff suggests the subcommittee
would automatically dissolve upon City Council concurrence of a course of action to achieve the
desired economic revitalization results.

Next Steps
Staff will schedule meetings for the Ad-Hoc Subcommittee to begin to meet, discuss and
identify options for economic revitalization due to the COVID-19 emergency for future
consideration by the full City Council.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE FORMATION OF AN AD-HOC CITY COUNCIL ECONOMIC
REVITALIZATION SUBCOMMITTEE
Exhibit 1
WHEREAS, the City Council of the City of Carlsbad, California has determined that formation of
an Ad-Hoc City Council Economic Revitalization Subcommittee is needed to consider options for
economic revitalization due to the COVID-19 emergency, and to recommend actions to the full City
Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. That an Ad-Hoc City Council Economic Revitalization Subcommittee comprised of the
following two City Council members is hereby formed:
(a) Council Member Bhat-Patel (b) Mayor Hall
3. That the duties of the Ad-Hoc Subcommittee will include working with staff to discuss
and identify options for economic revitalization due to the COVID-19 emergency for
future consideration by the full City Council; and
4. That the Ad-Hoc Subcommittee will automatically be dissolved upon City Council
concurrence of a course of action to achieve the desired economic revitalization results.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 7th day of April, 2020 by the following vote, to wit:

RE: Recommendation for Economic Revitalization Subcommittee
Dear Mayor Hall and Members of City Council,
I am writing to you regarding Tuesday's adoption of a resolution authorizing the
formation of an Ad-Hoc City Council Economic Revitalization Subcommittee. As a
former small business owner on State Street and now the Executive Director of the
Carlsbad Village Association (CVA) where I work directly with the downtown
business owners and their staff, I want to say thank you for being proactive in
addressing revitalization during and following the COVID-19 pandemic.
It is my understanding that the subcommittee will be composed of two members of
the City Council. I would highly encourage you to select Cori Schumacher, District 1
representative, to the subcommittee as one of the two members. Councilmember
Schumacher is directly responsible to, and for, the businesses and business
environment in our downtown Village. And, as a resident of the Village, she knows
the businesses on both a personal and professional level.
Thank you again for your efforts to help our downtown businesses weather this crisis
and also emerge stronger and more resilient afterward. If I can be of any assistance

I am writing to recommend our District 3 representative Dr. Priya Bhat-Patel for the City Council ad hoc Committee for
Economic Revitalization. Priya is uniquely qualified not only as a public health professional, but also as a long-time
Carlsbad resident and a balanced voice for residents and businesses. As a business that has been welcoming our local
community and visiting tourists since the Aviara Golf Club opened in 1991 and the resort in 1997, we have been a
partner of our community for nearly 30 years and have seen the devastation caused by this pandemic. We are grateful
to the council for appointing an ad hoc committee to focus on rebuilding our future ahead.

Dear Mayor Hall and Council Members, I am Bret Schanzenbach, President and CEO of the Carlsbad Chamber of
Commerce. Thank you for your leadership during these trying times. On behalf of the Board of Directors for the Carlsbad
Chamber of Commerce, we support the formation of an AD-Hoc City Council Economic Revitalization Subcommittee and
my Board and I volunteer to participate in way allowed by statute. A recent survey we conducted that had 575
respondents, predominantly from Carlsbad, showed that 54% of respondents were planning or had already laid off
staff. Of those that were having to lay off staff members, 50% responded that they were laying off 90-100% of their
staff members. 44% of the respondents shared that 90-100% of their normal business income was gone due to the
effects of the Coronavirus. In these trying times, it is imperative that we look at all possible ways of supporting our
businesses. Some of this assistance may come in streamlining processes, others might come in the form of direct
assistance. All reasonable forms of assistance most be considered. Thank you for your consideration of this Ad-Hoc
Committee.

As a long term business owner in the city of Carlsbad, I wanted to thank you for putting together an Ad-Hoc City Council
