(Hall and Blackburn attended via teleconference.) PUBLIC COMMENT ON AGENDA ITEMS: None. ANNOUNCEMENT OF CONCURRENT MEETINGS: None. INVOCATION: None. PLEDGE OF ALLEGIANCE: Council Member Bhat-Patel led the Pledge of Allegiance. APPROVAL OF MINUTES: None. PRESENTATION: None. PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Motion by Mayor Pro Tern Blackburn, seconded by Council Member Bhat-Patel, to approve Consent Calendar Item No. 1. Motion carried unanimously, 4/0. 1. DECLARATION OF LOCAL EMERGENCY -Adoption of Resolution No. 2020-048 (1) Ratifying the Proclamation of a Local Emergency declared on March 16, 2020, by the Director of Emergency Services as a result of the spread of COVID-19; (2) Extending the Proclamation until May 15, 2020 at 5 p.m.; (3) Directing and authorizing the Director of Emergency Services to obtain any and all Local, County, State, and Federal aid to assist in addressing the State of Emergency; and (4) Authorizing the City Manager and Purchasing Officer to make purchases, as needed, pursuant to Carlsbad Municipal Code Sections 3.28.ll0(A) and, where appropriate, 3.28.120. (Staff contact: Scott Chadwick, City Manager) In response to Council Member Schumacher's question regarding rent assistance and evictions, City Attorney Celia Brewer stated that her office is looking into the details of relief from pre-emption. Walt Stringer's comment was read into the record regarding the closures of City of Carlsbad libraries. Jan Neff-Sinclar's comment was read into the record regarding people who are hoarding supplies. March 17, 2020 Phobe Buftey's comment was read into the record regarding the shelter in place exeutive order. Diane Rivera's comment was read into the record regarding the support of a "Senior Shopping Hour" at local grocery stores. City Manager Scott Chadwick responded to the public comment regarding the library closures. He stated that according to the Executive Board of the American Library Association, they support the closure of libraries nation-wide due to the potential spread of the disease. Council Member Bhat-Patel asked about lifting the closures once circumstances change. City Manager Scott Chadwick stated the City of Carlsbad's approach will remain consistent with the County directive, and that once things improve the city may modify or change the closures.
