Work Plan for Fiscal Year 2019-20
Recommended Action
Adopt a resolution renaming Beach Preservation Committee to Beach Preservation Commission
and approving the Beach Preservation Commission Work Plan for fiscal year 2019-20.
Executive Summary
Carlsbad Municipal Code (CMC) Section 2.15.020 (C) requires that each board, or commission
provide to the City Council for its approval an annual work plan of activities to be undertaken.
On June 4, 2019, the Beach Preservation Committee unanimously accepted the work plan for FY
2019-20 and is recommending that the City Council approve the work plan. In addition, staff is
recommending that the name of the Beach Preservation Committee be changed to Beach
Preservation Commission to maintain consistency across all boards and commissions.
Discussion
In July 2018, the City Council revised the CMC to create uniform policies and procedures related
to boards and commissions. CMC Section 2.15.020 (C) requires that each board or commission . provide to the City Council for its approval an annual work plan of activities to be undertaken.
The work plan includes the activities that the Beach Preservation Commission anticipates
undertaking in FY 2019-20. The purpose of the work plan is to encourage increased dialogue
between the Beach Preservation Commission and the City Council. It is also intended to ensure
that the Beach Preservation Commission is working in line with the priorities of the City Council.
At the April and June 2019 Beach Prese_rvation Commission Meetings, Parks & Recreation staff
assisted with the preparation of a work plan that is consistent with the duties described in City
Council Resolution Nos. 93-178 and 2003-120. On June 4, 2019, the Beach Preservation
Commission unanimously accepted the work plan for FY 2019-2_0 and is recommending that the
City Council approve the work plan. Some items within the work plan are multi-year efforts that
will carry over into future years.
