City Council Regional Committee Assignments
Recommended Action
The following actions are recommended:

• Adopt a resolution appointing members of the City Council to San Diego Association of
Governments (SAN DAG) Board of Directors; and
• Adopt a resolution appointing members of the City Council to the San Diego Association
of Governments (SAN DAG) Shoreline Preservation Working Group; and
• Adopt a resolution appointing members of the City Council to North County Transit
District (NCTD) Board of Directors; and
• Adopt a resolution confirming the Mayoral appointment to the San Diego County Water
Authority (SDCWA) Board of Directors; and
• Adopt a resolution confirming the Mayoral appointments to regional committee
assignments as reflected in Attachment A.
· Executive Summary /Discussion
Pursuant to Section 2.04.050 of the Carlsbad Municipal Code, the City Council shall meet for the
purpose of appointing individual members of the City Council to regional committee
assignments.
Exhibit No. 5 is a list of the City Council regional committ_ee assignments as confirmed by City
Council action from Jan. 8, 2019. The list does not include those committees on which various
City Council Members serve as a result of their appointments by other agencies.
Fiscal Analysis
None.
Next Steps
The City Clerk will update the city's website and City Council meeting agenda template to
reflect the new committee assignments.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

RESOLUTION NO. 2020-013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS OF THE CITY COUNCIL TO THE
SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG) BOARD OF
DIRECTORS
WHEREAS, Government statute requires that the City Council appoint a primary
representative and alternates to the San Diego Association of Governments (SAN DAG) Board of
Directors; and
WHEREAS, SANDAG requests that the appointments be made no later than the first
regular City Council meeting in 2020.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad City Council Members are hereby appointed to the
San Diego Association of Governments Board of Directors, for a term ending in
December 2020 or until replacements are appointed.

PRESERVATION WORKING GROUP
WHEREAS, San Diego Association of Governments (SAN DAG) is requesting that the City Council
appoint a primary representative and an alternate to serve on the SANDAG Shoreline Preservation
Working Group; and
WHEREAS, SAN DAG requests that the appointments be made no later than the first regular City
Council meeting in 2020.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.

WHEREAS, Government Code § 40605 requires that the Mayor appoint, with City Council
concurrence, a representative to the San Diego County Water Authority (SDCWA) Board of Directors;
and
WHEREAS, SDCWA requests that the appointment be made no later than the first regular City
Council meeting in 2020.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.

RESOLUTION NO. 2020-017
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, CONFIRMING THE MAYORAL APPOINTMENTS OF MEMBERS
OF THE CITY COUNCIL TO THE VARIOUS REGIONAL COMMITTEE
ASSIGNMENTS PURSUANT TO GOVERNMENT CODE §40605
WHEREAS, Government Code § 40605 requires that the Mayor appoint, with City Council
concurrence, City Council Members to various regional committee assignments as listed in Attachment
A;and
WHEREAS, the regional agencies request that the appointments be made no later than the first
regular City Council meeting in 2020; and
WHEREAS, the City Council shall consider each of the Mayoral nominations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
