Subject: Extension of the Ad-Hoc City Council North County Homeless Action Plan
Subcommittee
Recommended Action
Adopt a Resolution to extend the Ad-Hoc City Council North County Homeless Action Plan
Subcommittee comprised of Mayor Hall and Mayor Pro-Tern Bhat-Patel, to continue engaging
neighboring cities and determine whether there is support for participating in a collaborative
effort to develop a North County Homeless Action Plan.
Executive Summary
On Oct. 22, 2019, the City Council received a report from the Ad-Hoc City Council North County
Homeless Action Plan Subcommittee (Subcommittee) on the results of their engagement
efforts and discu~sed next steps. By minute motion, the City Council appointed Mayor Pro-Tern
Bhat-Patel to replace Councilmember Schumacher, and voted to continue the work ofthe
Subcommittee to participate in one more regional meeting to determine whether there is
regional support for a North County Homeless Action Plan.
The attached Resolution memorializes the Oct. 22, 2019, action and direction of the City
Council.
Discussion
On Oct. 16, 2019, the Subcommittee, working with the Alliance for Regional Solutions,
organized a meeting of elected officials from north county cities, the County of San Diego and
regional service providers. The purpose of the meeting was to create a common understanding
of community challenges related to homelessness, discuss current practices in the region,
identify gaps in services and resource needs, and to determine next steps for the group.
Meeting attendees, which included elected officials from north county cities, as well
representatives from County Supervisor districts, state legislative offices, and regional homeless
service providers, determined to meet again in approximately one month to gather more
information and discuss potential goals and whether to move forward with a North County
Homeless Action Plan.

At the Oct. 22, 2019, City Council meeting, the City Council voted by minute motion (3-1, Hall
nay) to extend the work of the Subcommittee and to be composed of Mayor Hall and Mayor
Pro-Tern Bhat-Patel. The City Council directed staff to bring back a Resolution to memorialize
the action and to include a sunset provision of the Subcommittee. The Resolution is attached
(Exhibit 1).
Fiscal Analysis
None.
Next Steps
The Subcommittee will continue to meet and coordinate with the regional group to determine
whether to move forward with a North County Homeless Action Plan. The Subcommittee would
sunset upon a regional determination to move forward or 180 days, whichever occurs earlier.
The regional group expects to meet again in early December 2019.
Environmental Evaluation {CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

RESOLUTION NO. 2019-243
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, EXTENDING THE AD HOC CITY COUNCIL NORTH COUNTY
HOMELESS ACTION PLAN SUBCOMMITTEE
WHEREAS, on July 23, 2019, the City Council adopted Resolution No. 2019-136 authorizing the
formation of the Ad Hoc City Council North County Homeless Action Plan Subcommittee to engage
neighboring cities and determine whether there is regional support for participating in a collaborative
effort to develop a North County Homeless Action Plan; and
WHEREAS, on Oct. 22, 2019, the Ad Hoc City Council North County Homeless Action Plan
Subcommittee provided a report on its efforts to the City Council; and
WHEREAS, by a minute motion the City Council voted to change membership of the Ad Hoc City
Council North County Homeless Action Plan Subcommittee to be comprised of Mayor Hall and Mayor
Pro-Tern Bhat-Patel (3-1, Hall nay), and to extend the term of the subcommittee to a date to be
determined by Resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the Ad-Hoc City Council North County Homeless Action Plan Subcommittee shall
be composed of Mayor Hall and Mayor Pro-Tern Bhat-Patel.
3. That the duties of the Ad Hoc City Council North County Homeless Action Plan
Subcommittee are hereby extended, and the subcommittee shall automatically be
dissolved upon a City Council decision to participate in a regional North County
Homeless Action Plan process or after 180 days, whichever occurs earlier.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 19th day of November 2019, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
NAYS: None.
