Recommended Action Adopt a Resolution approving revisions to the City of Carlsbad Part-Time Salary Schedule and authorizing pay increases effective Jan. 1, 2020, for part-time employees who are below the new minimum wage. Executive Summary Per Senate Bill No. 3, California's minimum wage will increase from $12.00 per hour to $13.00 per hour on Jan. 1, 2020. Some of the pay ranges for City of Carlsbad part-time positions have a minimum that is below $13.00 per hour and will require an increase. Per Section 4.2 of the Carlsbad Personnel Rules and Regulations, any changes to the Part-Time Salary Schedule must be approved by Resolution of the City Council at a public meeting. Discussion To comply with state law, the city must increase the minimum wage that employees are paid. As of Jan. 1, 2020, all workers in California must be paid a minimum wage of $13.00 per hour, an increase from the previous minimum of $12.00. The City of Carlsbad currently has part-time job classifications that have minimums below $13.00 per hour and therefore we must increase those minimums to comply with Senate Bill No. 3. This does not impact the city's compensation philosophy as salary comparisons to the market are based on the maximum of a salary range. The city will continue to monitor the market and adjust salary range maximums as necessary. Because this was a state mandated action with known future increases, these part-time pay rate adjustments were anticipated in advance and are included in the current fiscal year (FY) 2019-20 Operations Budget. Fiscal Analysis The annual cost of changing the pay rate for those part-time employees who need to move up to the new minimum wage is $26,000 (includes salary and salary-related benefits). Funding is included in the adopted FY 2019-20 Operations Budget for this item. Dec. 17, 2019 Item #4 Page 1 of 7 Next Steps Staff will revise the Part-Time Salary Schedule to comply with Senate Bill No. 3. Employees will receive a pay increase only if their current pay rate is below the new minimum wage. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonable foreseeable indirect physical change in the environment; and therefore, does not require environmental review. Public Notification and Outreach This item was noticed in accordance with the Ralph M. Brown Act and was available for viewing and review at least 72 hours prior to the scheduled meeting date. WHEREAS, the City Council of the City of Carlsbad, California has determined the need to comply with the California state minimum wage hourly rates as set by Senate Bill No. 3; and WHEREAS, the City Council of the City of Carlsbad has determined the need to revise the Part- Time Salary Schedule; and WHEREAS, the City Council of the City of Carlsbad has authorized pay increases for part-time employees who are below the new minimum wage. NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
