SUBJECT: SDP 01-16 -SADDLERIDGE -A Site Development Plan to approve floor plans

location on the 9.92 acre site generally located east of Rancho Santa Fe Road and
south of Calle Acervo in Local Facilities Management Zone 11.
I. RECOMMENDATION
That the Planning Com.m.ission ADOPT Planning Com.m.ission Resolution No. 5147
APPROVING Site Development Plan SDP 01-16 based on the findings and subject to the
conditions contained therein.
II. INTRODUCTION
This application is for the delayed architectural review of single-family horn.es to be located
within Unit 1 of the Shelley Tract Map (CT 90-03/HDP 90-11/PUD 90-04/SUP 90-04). The
Site Development Plan application is only for the review of the building elevations and floor
plans, entry m.onum.entation, and fence design and placement. The proposed project com.plies
with the requirements of the Zoning Ordinance and staff recom.m.ends that the requests be
approved.
III. PROJECT DESCRIPTION AND BACKGROUND
On December 15, 1998, the Shelley Tract Map (CT 90-03/HDP 90-11/PUD 90-04/SUP 90-04)
was approved by City Council with a condition that a Site Development Plan be approved by the
Planning Com.m.ission prior to the issuance of building permits for product design and siting,
entry m.onum.entation, and fence design and placement. Unit 1 of the Shelley Tract Map consists
of 26 single-family residential lots on 9.92 acres located east of Rancho Santa Fe Road and south
of Calle Acervo adjacent to Olivenhain Pioneer Elementary School. Lots within this project
have a minim.um. area of 9,600 square feet. The final m.ap and grading plans have been approved
for the Shelley project and Units 2, 3, and 4 (Arroyo Vista and Tiburon) are currently being
graded.
As shown on Exhibits "A" -"BB", the applicant is proposing three different floor plans ranging
in size from. 4,100 to 4,500 square feet. The project consists of three different architectural
styles, which include Spanish, Italianate, and Tuscan. All of the proposed floor plans are two
story units. Because the project was a completed submittal prior to the effective date of City
Council Policy 44, it is not subject to the policy's requirement to provide a single story floor
plan. All plans provide three covered garage spaces in a variety of configurations.

IV. ANALYSIS
The recommendation of approval for this project was developed by analyzing the project's
consistency with the Residential Low-Medium Density (RLM) General Plan Land Use
Designation, the One Family Residential (R-1) development standards, the Planned Development
Ordinance and the approved Shelley Tract Map (CT 90-03). The following analysis section
discusses compliance with the General Plan and Zoning Ordinance as well as a brief description
of the architecture.
A. General Plan
The General Plan designation for the project site and surrounding properties within Carlsbad is
Residential Low-Medium (RLM) Density. The RLM designation allows single-family resi-
ential development at a range of 0-4 dwelling units per acre (du/ac). The RLM range has a
Growth Control Point of3.2 du/ac. The density of this project is 2.86 du/ac.
An objective of the General Plan is to achieve a variety of safe, attractive housing in all
economic ranges throughout the City. The project is not proposed with "affordable" housing
units onsite. As conditioned by the Shelley Tract Map (CT 90-03), satisfaction of the project's
fair share of affordable housing will be in the form of payment of an inclusionary housing impact
fee assessed on each individual residential lot. This fee is paid at the time of building permit
issuance. The project qualifies for the payment of a fee in lieu of onsite construction because the
Shelley Tract Map (CT 90-03) application was deemed complete prior to the adoption of the
Inclusionary Housing Ordinance.
B. Zoning Ordinance: One Family Residential (R-1) and Planned Development
The proposed architecture and location of buildings meet all applicable requirements of the One
Family Residential and the Planned Development Ordinances as demonstrated in Table 1 below:

The Residential Low-Medium (RLM) growth control point of 3.2 du/ac would allow 31 single-
family dwellings. This portion of the Shelley tract map is 5+/-units below the growth control
point allowance of 31 dwellings.
V. ENVIRONMENTAL REVIEW
An BIR (BIR 90-06) was completed for the Shelley Tract Map and circulated for public
comment in 1993. The project was changed when approximately 10 acres were sold to the
Encinitas Union School District to build Olivenhain Pioneer Elementary School. Therefore, the
BIR was updated and re-circulated for public comment. The environmental issues identified in
the re-circulated BIR were land use/local facility management plan, cultural resources, noise,
traffic and circulation, biological resources, hydrology, water quality, aesthetics/visual quality,
air quality, geology and soils. The subdivision has since been graded and street improvements
begun. Mitigation has completed for these physical disturbances to the site
Since the Saddleridge project is merely architectural review for single family homes and their
placement on the existing residential lots created by the Shelly Tract Map, it can be seen with
certainty that there is no possibility that the requested action will have a significant effect on the
environment and is therefore not subject to CEQA.

A. DEFINITIONS.
As used in this resolution, "General Power" means the authority to act relating to the ordinary
course of business of Centex Real Estate Corporation (the "Corporation") generally, without restriction
to a particular Division or project, both in the Corporation's own capacity and as managing general partner
of Centex Homes, a Nevada general partnership (the "Partnership").
