Appoint Two Members to the Senior Commission
Recommended Action
Adopt Resolutions appointing two members to the Senior Commission.
Executive Summary

Commissioner Ray Pearson was initially appointed to the Senior Commission in April 2011 to fill
the unexpired term of Commissioner O'Connell. He was reappointed in September 2011 and
again in October 2015. He has served two four-year terms and is no longer eligible for
reappointment, therefore leaving a vacancy with an expiration of September 2023.
Commissioner David Tweedy was initially appointed in April 2011 to fill the unexpired term of
Commissioner Schlehuber. He was reappointed in September 2011 and again in October 2015.
He has served two four-year terms and is no longer eligible for reappointment, therefore
leaving a vacancy with an expiration of September 2023. The City Clerk's Office received
applications from the following residents wishing to serve on the Senior Commission (Exhibit 3}:
• Robin Ferencz-Kotfica (District 4}
• Kathryn Rangus (District 3)
• Nina Vincent (District 2)
• Karen Wilson (District 1}
Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Carlsbad Municipal Code Chapter 2.38 states that the Senior Commission shall consist of five
members, appointed by the Mayor with the approval of the City Council.

Members of the Senior Commission are subject to the provisions of the Political Reform Act,
and must file a Statement of Economic Interest.

Next Steps
Following the appointment of two members to the Senior Commission, the City Clerk's office
will update the Commission roster and coordinate the Oath of Office, filing of the appointee's
Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Founded a life transition services business for senior citizens which evolved from a sole-proprietorship into a franchise system In
2003 with operations in Berlin, Hanover and Bremen, Germany. My work with hundreds of senior citizens and their families gave
me first hand insight into the practical and emotional challenges of aging. Worked with various private and government agencies
to identify best case responses to aging needs, and was hired by the city's social services to assist their clientele.

I'm just getting started in Carlsbad, though I was active in Oel Mar before moving here. I seNed as the
executive director of the Del Mar Foundation for four years, which included working closely with
Community Connections, the Del Mar nonprofit that served the senior population.

I grew up in San Diego and cherish this city. After 20 years in Germany, I returned
home to live in Del Mar and now Carlsbad. Carlsbad is my forever home and I would
like to be of service to this community which has given me so much joy.
