This is to report tho results of tests and observ made in order to inspect tho compaction of
filled ground placed on certain areas ols 1 to 14 elusive, and Lot 22 of La Costa Can, do
in San Diego County, California. Compacte filled ground hadpreviously been placed on Lots
1 to 8, inclusive, and on a portion of Lot 22 during the grading of Lo Costa South Unit t'-lo. 4
In January, 1970. The recently placed compacted fill soils were placed during the period
between February 16, and February 25, 1972.
The approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications ore shown on the attached Drawing No. 1, entitled "Location
of Compacted Filled Ground." The grading plan used for the placement of fllled ground was
prepared by Rick Engineering Company and dated November 1, 1971.
The approximate locations at which the tests were laken and the final test results ore presented
on pages T-1 to T-4, inclusive, under the "Table of Test Results." The laboratory determina-
tions of the maximum dry densities and optimum moisture contents of the major fil I materials
ore presented on page L-1, under the "Lobaral·ory Test Results." Some of the maximum dry
densities shown In the "Tabla of Test Results" were combination3 of these. The tests were
taken during the weekly periods indicated below:

The final results of teslli and observations indicate that the compacted filled ground hos been
placed at 90 percent of tho maximum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, hove a sofo bearing value
of 2000 pourids per square foot for one foot wide continuous footings founded at a minimum ·
depth and placed five feet or more inside the top of compacted filled ground slopes. If footings
arc placed closer to the exposed slopes than 5 feet Inside the top of compacted filled ground
slopes, these should be deepened one foot below a 1 1/2 horizonlal to 1 vertical line projected
outwore! and downward from a point 5 feet horizontally inside tha top of compacted filled ground
slopes. Tests indicat,,. that the compacted filled ground is adequate to satisfactorily support the
proposed one or two story wood frame dwellings without detrimental settlements.
Expansive soils ·were placed in the upper three feet of certain compacted fill areas and also exist
In the upper three feet below finished grade in certain cut areas. The final classification of the
soil conditions existing 011 each lot together with recommendations for the specie! design of foot-
ings and slabs placed on expansive soils ore presented as follow,:
Tree A -Critically Expansive Soils -Lot No. 22
1. Avoid the use of isolated interior piers. Use ccinl'inuous interconnected
reinforced footings throughout, and place these at a minimum depth of two
feet below the lowest adjacent exterior final ground surface.
2. P,einforce and interconnect continuously with steel bars all interior and
exterior footings with one #5 bar at 3 inches above the bottom of the footings
and one #5 bar placed 1 1/2 inches below the top of the stems of the footings.
3. Exercise every effort to assure that the soil under the foundations and slabs hos
unifonn moisture content, 1 percent to 3 percent greater than optimum through-
out the top 3 feet below finished grade at the time of placing foundations and
slabs.
4. Preferably use raised wooden floors thal· span between conlinuous footings, or
if concrete slabs ore used, then these should be reinforced with a minimum of
6 x_6 -10/10 welded wire fabric and underlain by a minimum of 6 inches of
crushed rock beneath all concrete slabs In order to minimize the effect of
potential expansion. A moisture barrier should be provided over the crushed
rock and then covered by 2 inches of sand immediately below the slabs under
th~ living areas. ·
5, Separate garage slabs from perimeter footings by o 1/2 inch thickness of con-
struction felt or equivalent,. to allow independent movement of garage slobs
relative to perimeter footings. Assure complete separation by extending the
felt over the full depth of the front thickened edge of the garage slob. Also,
cut off the garage door stops at least 1/2 inch above the slab. _

6. Provide positive drainage away from al I perimeter footings to a horizontal
distance of at least 6 feet outside the house walls.
Type B -Marginally Expansive -Lot Nos. 9 to 12, inclusive, and 14 to 2i, inclusive
Rec.ommcndations for these lo~ are the some as those listed for the Type A lot with the two
following exceptions:
l. The continuous footings may be placed at a minimum depth of 18 inches below
the lowest adjacent exterior final ground surface rather than the two feet
recommended for the Type A lot.
2. Single tl4 bars placed as described above, in Item 2, of the previous section
near tops and bottoms of all interior and exterior footings may be substituted
for the 115 bar recommended for the Type A lot.
Recommendations 3 to 6, inclusive, as listed for the Type A lot, arc also applicable to the
Type B lo~.

The application must be signed by the owner (or his authorized representative) of the
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends. froin the
main collection line in the street (or easement) to the point in the street (at or near
the applicant's property line) where the service lateral is connected to the applicant's
building sewer. The applicanb. is responsible for the construction, at the applicant,s
expense, of the sewer pipeline (building sewer) from the applicant's plumbing to the
point in the street (or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the
District's specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED
BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT. THE APPLICANT, OR
HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE TIME INSPECTION IS DESIRED.
