The Planning Division has completed a review of your application for the first extension to Minor
Conditional Use Permit MCUP 09-03 -PILGRIM CHURCH, located at 2020 Chestnut Avenue. The
application was submitted on April 25, 2019, prior to the expiration date (April 30, 2019). The project
consists of an existing wireless communication facility (WCF} originally approved on April 7, 2004 (CUP
03-26, Planning Commission Resolution No. 5620). The original Conditional Use Permit was converted
to a Minor Conditional Use Permit (MCUP 09-03} on April 30, 2009, and was granted for a period of ten
(10} years.
After careful consideration of the circumstances surrounding this request, it has been determined that (1)
the project is still in compliance with the Conditional Use Permit regulations in Carlsbad Municipal Code
(CMC) Chapter 21.42 and Wireless Communication Policy 64, and (2) the findings required for granting a
Minor Conditional Use Permit extension can be made; therefore, the City Planner APPROVES the first
extension to Minor Conditional Use Permit MCUP 09-03-PILGRIM CHURCH for ten (10} years from April
30, 2019, to April 30, 2029, based on the following findings and conditions.
Findings:
1. The permit or approval remains consistent with the general plan, all titles of the code and growth
management program policies and standards in place are the time the extension was considered,
and all of the findings contained in the City Planner approval letter dated April 30, 2009, for
MCUP 09-03-PILGRIM CHURCH apply to this extension and are incorporated herein by reference
and remain in effect.
2. Circumstances have not substantially changed since the approval was originally granted as the
wireless communication facility is existing and no changes have been proposed.
3. The City Planner has determined that the project belongs to a class of projects that the State
Secretary for Resources has found do not have a significant impact on the environment, and it is
therefore categorically exempt from the requirement for the preparation of environmental
documents pursuant to Section 15301-Existing Facilities of the state CEQA Guidelines. In making
this determination, the City Planner has found that the exceptions listed in Section 15300.2 of the
state CEQA Guidelines do not apply to this project.

1. This Minor Conditiona I Use Permit extension is granted for a period of ten (10) years retroactively
from April 30, 2019 to April 30, 2029.
2. All of the conditions contained in Planning Director's approval letter dated April 30, 2009, for
MCUP 09-03 apply to this extension and are incorporated herein by reference and remain in effect
except for Planning Condition ·No. 8 which is superseded by Condition No. 1 of this approval
letter.
