Subject: Formation of Ad-Hoc City Council North County Homeless Action Plan

Recommended Action
Adopt a Resolution authorizing the formation of an ad-hoc City Council subcommittee comprised
of two City Council Members to engage neighboring cities and determine whether there is
regional support for participating in a collaborative effort to develop a North County Homeless
Action Plan.
Executive Summary
This item presents a Resolution authorizing the formation of an Ad-Hoc City Council North
County Homeless Action Plan Subcommittee (Subcommittee), as directed by the City Council on
May 14, 2019.
Discussion
On May 14, 2019, the City Council received an informational staff report on the Homeless
Response Plan and Homeless Outreach Team efforts. The City Council approved a Minute Motion
directing staff to return with an agenda item to consider forming an ad-hoc Subcommittee to
work with staff and the nonprofit Alliance for Regional Solutions to engage neighboring cities to
determine whether there is regional support for participating in a collaborative effort to develop
a North County Homeless Action Plan.
The duties of the Subcommittee would include meeting with the community to hear concerns,
working with staff and the nonprofit Alliance for Regional Solutions to engage neighboring cities
to determine whether there is regional support for participating in a collaborative effort to
develop a North County Homeless Action Plan, and bringing back information for City Council
consideration.
Should the Subcommittee determine that regional support exists, and that city participation in a
regional effort is recommended, subsequent City Council action would be required to authorize
and appoint city participation in a newly formed, Brown Act-compliant regional committee.

The Subcommittee would automatically be dissolved either after 180 days, or upon a City
Council decision to participate in a regional North County Homeless Action Plan planning
process, whichever occurs earlier.

Next Steps
The ad-hoc Subcommittee will work with staff to schedule a meeting with the community to hear
concerns, schedule a meeting with the nonprofit Alliance for Regional Solutions, and bring back
information for City Council consideration.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

RESOLUTION NO. 2019-136
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE FORMATION OF AN AD-HOC CITY COUNCIL NORTH
COUNTY HOMELESS ACTION PLAN SUBCOMMITTEE
WHEREAS, the City Council of the City of Carlsbad, California has determined that formation of
an ad-hoc City Council subcommittee is needed to engage neighboring cities and determine whether
there is regional support for participating in a collaborative effort to develop a North County
Homeless Action Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. That a City Council ad-hoc subcommittee comprised of the following two City Council
members is hereby formed:
(a) Mayor Hall; (b) Council Member Schumacher
3. That the duties of the ad-hoc subcommittee will include engaging neighboring cities and
determining whether there is regional support for participating in a collaborative effort
to develop a North County Homeless Action Plan and advising the City Council on
recommended next steps; and
4. That the ad-hoc subcommittee will automatically be dissolved either after 180-days, or
upon a City Council decision to participate in a regional North County Homeless Action
Plan planning process, whichever occurs earlier.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 23rd day of July, 2019, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
NAYS:
ABSENT:
Hamilton.
