Subject: Appoint Two Members to the Housing Commission in the Rental
Assistance Categories of General and Senior
Recommended Action
Adopt Resolutions appointing two members to the Housing Commission in the Rental
Assistance Categories of General and Senior.
Executive Summary
On February 17, 2019, Commissioner Arline Carrillo submitted her resignation, therefore
leaving a vacancy with an expiration of July 2019 in the Rental Assistance General Category.
Commissioner Carrillo was initially appointed in October 2015 to fill the expired term of
Commissioner Bradwell. The City Clerk's Office received applications from the following
residents wishing to serve on the Housing Commission Rental Assistance General Category
(Exhibit 3):
• Marissa Cortes-Torres (District 1)
• Ellen Burton (District 1)
Commissioner Joy Evans' term expired in July 2019 from the Rental Assistance Senior Category.
She wishes to be reappointed. Commissioner Evans was initially appointed in May 2016 to fill
the unexpired term of Commissioner O'Neill who resigned in February 2019. The City Clerk's
Office received one application from the following resident wishing to be reappointed to the
Housing Commissions Rental Assistance Senior Category (Exhibit 4):

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List w~ich
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Carlsbad Municipal Code Chapter 2.40 states that the Housing Commission shall consist of five
members, appointed by the Mayor with the approval of the City Council. These vacancies are in
the Rental Assistance General and Rental Assistance Senior Categories requiring the members
to be a general tenant and a senior tenant assisted by the Carlsbad Housing Authority.

Members of the Housing Commission are subject to the provisions of the Political Reform Act,
and must file a Statement of Economic 1.nterest.

Next Steps
Following the appointment of one member to the Housing Commission, the City Clerk's office
will update the Commission roster and coordinate the Oath of Office, filing of the appointee's
Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation {CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and r.eview at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPOINTING ONE MEMBER TO THE HOUSING COMMISSION
WHEREAS, Commissioner Arline Carrillo was initially appointed to the Housing Commission in
the Rental Assistance General Category in October 2015; and
WHEREAS, Commissioner Carrillo resigned on February 17, 2019; and
WHEREAS, an unscheduled vacancy on the Housing Commission in the Rental Assistance
General Category exists.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad resident is hereby appointed to serve on the Housing
Commission in the Rental Assistance General Category, for a term ending in July 2020.

WHEREAS, a scheduled vacancy on the Housing Commission in the Rental Assistance Senior
Category exists.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
