Subject: Appoint Two Members to the Historic Preservation Commission
Recommended Action
Adopt Resolutions appointing two members to the Historic Preservation Commission.
Executive Summary
Commissioner Jack Nelson resigned his position on April 3, 2019, leaving an unexpired term to
be filled through April 2021. Commissioner Nelson was initially appointed in February 2017 to
fill the expired term of Commissioner Gutierrez. The City Clerk's office received applications
from the following residents wishing to serve on the Historic Preservation Commission (Exhibit
2):
• Lowell Grimaud (District 1)
• Robert Prosser (District 1)
This existing vacancy is in Category 2A requiring a member who has a background or interest in
architecture, archeology, history, biology, engineering, geology, or a related field.
Commissioner Sam Souri resigned her position on May 1, 2019, leaving an unexpired term to be
filled through April 2021. Commissioner Souri was initially appointed in May 2018 to fill the
unexpired term of Commissioner Sander: The City Clerk's office received applications from the
following residents wishing to serve on the Historic Preservation Commission (Exhibit 2):
• Pearly Ly (District 4)
• Katherine Peterson (District 2)
This existing vacancy is in Category 2B requiring a member who has an interest in local history
and serves at-large from the community.
Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Carlsbad Municipal Code Chapter 2.42 states that the Historic Preservation Commission shall
consist of five members to be appointed by a majority vote of the Council, as well as one ex-
officio representative from the Planning Commission.

Next Steps
The City Clerk's office will update the Committee roster and coordinate the Oath of Office and
filing of the appointees Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Explanations
upon my return to CAL I took a position with the Greater San Diego County Conservation Dist. and later with USDA/Resourse
Conservation.dist. In that capacity I created a Watershead Management Plan for North County. The plan focused on all the
L~goon from Oceanside to Del Mar. In that capacity we created all the Lagoon Foundations that exist today and obtained
funding for restoration, restored some of the lagoons for Oysters, removed invasive plants, restored two million white sea bass

Native of Coronado, grad of San Diego State Univ. have Masters from Troy State Al. also one form Temple Univ. Phila PA
in Public Admin. At San Diego State assisted several departments in historical digs, crime scenes, focus on mapping,
excavations, aerial photographies of different sites.

I know the area, was a Chaplain and worked with the City of Carlsbad High School History Class on the research for a Vietnam
Memorial honoring all the North County Combat veterans who lost their lives in that was. That memorial is now at the Army
Navy Academy, Also am aware of other local i.e. Carlsbad Historical structures and locations of civil defense structures that
protedted the railroad tracks from enemy attack, other memorials in our parks, created the Lagoon Foundation that protects

Involved in my church, have participated in the original Catholic Church in Carlsbad as well as events in the other old church in
the bario. Have participated in numerious tours that I pulled together as a member of the mens group on the local base.
My focus was the old Mission, the Ranch house and chapel. In the chapel I researched all the stain glass windows and made
a presentation regarding other spanish arid Mexican properties on the base.

I was part of the First CERT team for.the City. As a employee of USDA/NRCS I set up more Fire Safe Councils than any other
county, was recognized by the state. Am a life member of the VFW, member of Amer. Legion, my church active in my HOA

I am a native, purchased my home on the Lagoon because I was working for the USDA/NRCS on creatiing the Lagoon
Foundations of North County. I have the energy and ability to actively pull together the History of our City i.e. from the
early natives and wildlife, the historical aspects of our city i.e. founding of water, construction of the Pea Soup Windmill,
the ranchs, railroads, ranch homes, farms ie. Ecie Family Hollowood stars ranchs the First Skate Board Pool off Airport Rd.

My family and I moved to the Carlsbad Coastal area in 1969, so I have an intimate knowledge of the original city, its beaches and have witnessed
its growth since that time.
Longtime local homeowner, having owned on Skyline Rd. and Highland Dr. (built in 1929).
Besides my construction/development background,I also have a long automotive-related background, including competition (Carlsbad Raceway
among other tracks), am a member of SEMA and the Motor Press Guild. I am very familiar with automotive-related issues, Including car control
and traffic safety, which is why I was attracted to this position OR others that are related to the community, as indicated· on page 3 above.

I love history and the history of Carlsbad. My husband's family goes back 8 generations in San Diego and I have heard stories
about this area and the love for the area since before we move here in 2003. My husband's Aunt, Uncle and Cousins have
been in Carlsbad since 1973 and My Mother in Laws Father was the artist for a "Welcome to Carlsbad Beach" billboard that
hune on the hiehwav before WWII.
