Executive Summary Commissioner Jack Nelson resigned his position on April 3, 2019, leaving an unexpired term to be filled through April 2021. Commissioner Nelson was initially appointed in February 2017 to fill the expired term of Commissioner Gutierrez. The City Clerk's office received applications from the following residents wishing to serve on the Historic Preservation Commission (Exhibit 2): • Lowell Grimaud (District 1) • Robert Prosser (District 1) This existing vacancy is in Category 2A requiring a member who has a background or interest in architecture, archeology, history, biology, engineering, geology, or a related field. Commissioner Sam Souri resigned her position on May 1, 2019, leaving an unexpired term to be filled through April 2021. Commissioner Souri was initially appointed in May 2018 to fill the unexpired term of Commissioner Sander: The City Clerk's office received applications from the following residents wishing to serve on the Historic Preservation Commission (Exhibit 2): • Pearly Ly (District 4) • Katherine Peterson (District 2) This existing vacancy is in Category 2B requiring a member who has an interest in local history and serves at-large from the community. Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. August 27, 2019 Item #13 Page 2 of 12 Carlsbad Municipal Code Chapter 2.42 states that the Historic Preservation Commission shall consist of five members to be appointed by a majority vote of the Council, as well as one ex- officio representative from the Planning Commission. Other members of the Committee are: Committee Member District Laurie Boone 1 Chad Majer 1 Anne Estes 2 Members of the Historic Preservation Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Next Steps The City Clerk's office will update the Committee roster and coordinate the Oath of Office and filing of the appointees Statement of Economic Interest and Ethics Training Certificate. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. In that capacity I created a Watershead Management Plan for North County. The plan focused on all the L~goon from Oceanside to Del Mar.
