A fewyearsago (March 1984), a complaint was filed regarding adjacent grading activity and construction of retaining walls at 1165 Hoover Street. The applicant's engineer, Philip Buccola, surveyed the site and recommended certain modifications such as removal of railroad tie retaining wall and removal of a stockpile of dirt. . These modifications were made, and verified by letter from : A.. Gallagher dated March 12, 1984; and by a November 16, 1984 letter from Buccola Engineering and by field memorandum from Leighton and Associates dated November 16, 1984. . The City does not onduct field surveys to verify the location of private property lines. We generally rely -upon the professional opinions of - registered civil engineers, paid for by the permittees themselves. The City normally views property disputes as civil matters between property owners.
