HomeMy WebLinkAbout2019-03-19; City Council; ; Appoint New Members to the Community Development Block Grant Citizen Advisory CommitteeBoth the Planning Commission and Senior Commission have nominated their representation from their respective commissions and those individuals are being brought forth for the Mayor's consideration. Discussion Per the CPP, which was amended by the City Council on February 19, 2019, the Citizen Advisory Committee consists of seven members representing the Housing, Planning and Senior Commissions and resident representatives from each of the four City Council Districts of the city. These advisory committee members are each appointed for two years of service. Currently there are five (5) vacancies: City Council District 1, City Council District 3, City Council District 4, the Planning Commission and the Senior Commission. The two (2) remaining representatives on the committee have terms that expire in June of this year, which will allow them to complete the current program review and recommendation process. The Planning Commission has recommended Peter Merz to serve as its representative, and Patricia Mehan has been recommended by the Senior Commission as its representative. Below is a summary of the current members of the CDBG Citizen Advisory Committee and a summary of vacancies. The final decision on all appointment recommendations to the CDBG Citizen Advisory Committee will be made by the full City Council. March 19, 2019 Item #5 Page 2 of 37 Fiscal Analysis The city incurs no fiscal impact by appointing new members to the CDBG Citizen Advisory Committee. Next Steps Staff will coordinate with the full CDBG Advisory Committee to start the review of applications for the FY 2019-2020 funding cycle and complete the process of making recommendations to the City Council. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
