Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to approve the
minutes as presented. Motion carried unanimously, 5/0.
PRESENTATION:
Proclamation in Recognition of Engineers Week.
Council Member Blackburn presented the proclamation to City Engineer Jason Geldert.
PUBLIC COMMENT:
Vickey Syage spoke regarding Ponto Beach development and construction on Hwy. 101.
Richard Macgurn spoke regarding Village H and the off-leash dog area.
Rebecca London spoke in support of the Village H grove trail off-leash dog area.

ORDINANCES FOR ADOPTION:
1. AMEND TITLE 8 OF THE CMC BY REPEALING AND REPLACING CHAPTER 8.32 TO CREATE A
SIDEWALK AND FOOD TRUCK VENDING EQUIPMENT PERMIT PROGRAM -Adopt Ordinance
No. CS-346 amending Title 8 of the Carlsbad Municipal Code by repealing and replacing
Chapter 8.32 to create a Sidewalk and Food Truck Vending Equipment Permit Program. (Staff
contact: Sheila Cobian, City Clerk Department)
City Manager's Recommendation: Adopt Ordinance No. CS-346.
City Attorney Celia Brewer titled the Ordinance.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to adopt
Ordinance No. CS-346. Motion carried unanimously, 5/0.
PUBLIC HEARING:
Mayor Hall opened the duly noticed public hearing at 6:12 p.m.
2. AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT CITIZEN PARTICIPATION
PLAN MODIFYING THE COMMITTEE APPOINTMENT PROCESS -Adoption of Resolution No.
2019-019 approving an amendment to the Community Development Block Grant Citizen
Participation Plan to modify the appointment process and the membership requirements for
the Ad Hoc Community Development Block Grant Citizen Advisory Committee. (Staff contact:
Courtney Pene, Community & Economic Development)
City Manager's Recommendation: Take public input, close the Public Hearing and adopt the
Resolution.

Debbie Fountain gave a PowerPoint presentation (on file in the Office of the City Clerk).
Motion by Council Member Schumacher, seconded by Mayor Pro Tern Bhat-Patel, to adopt
Resolution No. 2019-019, as amended, by shifting to District representation, and by deleting
language regarding sunsetting the CDBG Citizen Advisory Committee in the CDBG Citizen
Participation Plan. Motion carried, 3/2 (Hall; Blackburn -No)
Minute motion by Council Member Hamilton, seconded by Council Member Schumacher,
directing the City Manager to bring the application process back to a date certain of March
19, 2019. Motion carried, 3/2 (Hall; Blackburn -No)
Mayor Hall closed the duly noticed public hearing at 7:07 p.m.

DEPARTMENTAL AND CITY MANAGER REPORTS:
3. SOBER LIVING HOMES AND APPLICABLE REGULATIONS REPORT -Receive an informational
staff report on sober living homes and applicable regulatio'ns. (Staff contact: Debbie
Fountain, Community & Economic Development)
City Manager's Recommendation: Receive the report.
Community & Economic Development Director Debbie Fountain gave a PowerPoint
presentation (on file in the Office of the City Clerk).
Rosemary Eshelman spoke in objection to the sober living home in her neighborhood and the
Jack of state and local control.
Alexa Kingaard spoke about her concerns of the sober living homes.
Vickey Syage asked the Council for protection for the community regarding the sober living
homes.
Chris Nicholson asked the Council to takf! a more productive role regarding the sober living
homes.
Martha Law-Edwards thanked Council and staff for bringing this item forward for discussion.
Janann Taylor asked that more study on this subject be done to maintain the safety and
wellbeing of the community.
Minute motion by Council Member Schumacher, seconded by Mayor Pro Tern Bhat-Patel, to
create an Ad Hoc Committee with limited duration composed of residents and legal staff and
direct staff to bring back a work plan. Motion carried, unanimously, 5/0.
4. APPOINT MEMBERS OF THE CITY COUNCIL TO THE SAN DIEGO ASSOCIATION OF
GOVERNMENTS SHORELINE PRESERVATION WORKING GROUP-Adoption of Resolution No.
2019-020 appointing members of the City Council to serve as primary member and alternate
on the San Diego Association of Governments (SANDAG) Shoreline Preservation Working
Group. (Staff contact: Sheila Cobian, City Clerk Department)
City Manager's Recommendation: Adopt the Resolution.
Motion by Mayor Hall, seconded by Council Member Schumacher, to adopt Resolution No.
2019-020 appointing Mayor Pro Tern Bhat-Patel as the primary member, and Council
Member Hamilton as the alternate member of the SAN DAG Shoreline Preservation Working
Group. Motion carried unanimously, 5/0

COUNCIL REPORTS AND COMMENTS:
Minute Motion by Council Member Hamilton, seconded by Council Member Schumacher,
asking the City Manager to return with an update on the Village & Barrio Master Plan following
review from the Coastal Commission. Mayor Hall did not participate in the vote due to a
potential conflict of interest. Motion carried, 4/0/1 (Hall -Absent)
