Executive Summary CA Review (,Uv On January 30, 2019, Commissioner Cathy Breslaw submitted her resignation, therefore leaving an unexpired vacancy with an expiration of March 2020. Commissioner Breslaw was initially appointed in February 2016 to fill the expired term of Commissioner DeForest. The City Clerk's office received applications from the following residents wishing to serve on the Arts Commission (Exhibit 2): • Michaela Chamberlain • Gary Gillespie • Anna Grigorian • Marc Kaczor • Allen Manzano • Belinda Rachman As per staffs recently proposed "draft" Boards, Commissions and Committees applications review and interviewing process, the appointing City Council member, in this case the Mayor (CMC Section 2.18.030), was asked to evaluate all applications and recommend no more than five candidates to continue in the process. The Mayor recommended the following four applicants to advance in to the interview process scheduled for the April 16, 2019 City Council Meeting: • Michaela Chamberlain • Gary Gillespie • Allen Manzano • Belinda Rachman Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's April 16, 2019 Item #6 Page 1 of 11 office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. Carlsbad Municipal Code Chapter 2.18 states that the Arts Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. Other members of the Arts Commission are: Laurenn Barker, Emma Jadhav, Joan Markovits, Tina Schmidt, Bryan Snyder and Scott White. Members of the Arts Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Next Steps Following the appointment of one member to the Arts Commission, the City Clerk's office will update the Commission roster and coordinate the Oath of Office, filing of the appointee's Statement of Economic Interest and Ethics Training Certificate. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1.
