A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, IN SUPPORT OF GUN VIOLENCE PREVENTION
WHEREAS, the City of Carlsbad is a coastal community in the north coastal region of San
Diego, California that contains five school districts and is home to over 113,000 residents who
deserve the highest level of public safety; and
WHEREAS, the City of Carlsbad is committed to supporting our public safety officers and
first responders who serve at the front lines in the protection of our residents and visitors; and
WHEREAS, the City of Carlsbad promotes safety for its residents and, notably, children
and youth; and
WHEREAS, the level of gun violence in the United States, specifically firearm-
related injuries and deaths including homicides, suicides, and accidental shootings, is
unacceptable and demands immediate attention and action; and
WHEREAS, the City of Carlsbad is committed to addressing gun violence and its horrific
impact on communities across America; and
WHEREAS, elected officials must commit to closing gaps in the current regulatory system,
including those that enable felons, people convicted of domestic violence, minors, persons with
mental illness, and other prohibited persons to access firearms, and those that allow the
trafficking of illegal guns; and
WHEREAS, law enforcement plays a central and critical role in preventing gun violence
and solving crime; effective strategies for the strict enforcement of laws concerning the illegal
possession, trafficking, and criminal use of firearms are vital, and need to be supported by data,
research, technology, training, and best practices; and
WHEREAS, because the public's health and safety depends on the efforts of law
enforcement, agencies must have resources sufficient to prioritize the protection of communities
against illegal guns and gun violence; and

WHEREAS, the crisis of gun violence in our country necessitates a sustained, coordinated,
and collaborative effort involving citizens, elected officials at every level of government, law
enforcement, and the entire criminal justice system.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the City of Carlsbad demands that federal and state government officials take
immediate action to enact meaningful legislation to prevent gun violence.
3. That the City of Carlsbad urges its federal and state agencies, county agencies and
school districts to work with other community groups and agencies to expand
mental health and social-emotional health services and maintain continued
vigilance and monitoring of safety matters in their areas.
4. That the City of Carlsbad supports the elimination of restrictions on the collection
and compiling of data related to violence perpetrated with firearms, including
research into the causes and consequences of gun violence.
5. That the City of Carlsbad shall transmit copies of this resolution to the Speaker of
the United States House of Representatives, the President pro tempore of the
United States Senate, the Attorney General of the United States, the Secretary of
Health and Human Services, the Secretary of Education, the Secretary of the
Department of Homeland Security, the Majority and Minority Leaders of the
United States Senate, the Majority and Minority Leaders of the House of
Representatives, California Governor-elect Gavin Newsom; U.S. Senators
Feinstein and Harris; U.S. Representative-elect Mike Levin; State Senator Patricia
Bates; and State Assembly Member-elect Tasha Boerner Horvath.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 27th day of November. 2018, by the following vote, to wit:
AYES: M. Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard.
