Subject: Reorganization of the City Council, Election of Mayor Pro Tempore and
Regional Committee Assignments
Recommended Action
The following actions are recommended:
• Discuss Council reorganization by election of one member as Mayor Pro Tempore by
Minute Motion; and
• Adopt a Resolution appointing members of the City Council to San Diego Association of
Governments (SAN DAG) Board of Directors; and
• Adopt a Resolution appointing members of the City Council to North County Transit
District (NCTD) Board of Directors; and
• Adopt a Resolution confirming the Mayoral appointment to the San Diego County Water
Authority (SDCWA) Board of Directors; and
• Adopt a Resolution confirming the Mayoral appointments to regional committee
assignments as reflected in Attachment A.
Executive Summary /Discussion
The City Council must elect one of its members as Mayor Pro Tempore as detailed in Section
2.08.010 of the Carlsbad Municipal Code. In addition, part of the City Council's reorganization
includes the City Council regional committee assignments as detailed in Section 2.04.050 of the
Carlsbad Municipal Code.
Exhibit No. 5 is a list of the City Council regional committee assignments as confirmed by City
Council action from January 9, 2018. The list does not include those committees on which
various City Council Members serve as a resu.lt of their appointments by other agencies.
Fiscal Analysis
None.
Next Steps
The City Clerk will update the city's website and City Council meeting agenda template to
reflect the new committee assignments.

Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a dir'ect physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

APPOINTING MEMBERS OF THE CITY COUNCIL TO THE SAN DIEGO ASSOCIATION OF
GOVERNMENTS {SANDAG) BOARD OF DIRECTORS
WHEREAS, Government statute requires that the City Council appoint a primary representative and
alternates to the San Diego Association of Governments {SAN DAG) Board of Directors; and
WHEREAS, SANDAG requests that the appointments be made no later than the first regular City Council
meeting in 2019.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad City Council Member is hereby appointed as Primary Member to the San
Diego Association of Governments Board of Directors, for a term ending in December 2019 or until
replacements are appointed.

concurrence, a representative to the San Diego County Water Authority (SDCWA) Board of Directors;
and

OF THE CITY COUNCIL TO THE VARIOUS REGIONAL COMMITTEE
ASSIGNMENTS PURSUANT TO GOVERNMENT CODE §40605
WHEREAS, Government Code § 40605 requires that the Mayor appoint, with City Council
concurrence, City Council Members to various regional committee assignments as listed in Attachment
A;and
WHEREAS, the regional agencies request that the appointments be made no later than the first
regular City Council meeting in 2019; and
WHEREAS, the City Council shall consider each of the Mayoral nominations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the Mayoral appointments to the regional committee assignments as listed in
