Recommended Action Adopt a resolution revising the City of Carlsbad Part-Time Salary Schedule and authorizing pay increases effective January 1, 2019 for part-time employees who are below the new minimum wage. Executive Summary Per Senate Bill No. 3, California's minimum wage will increase from $11.00 per hour to $12.00 per hour on January 1, 2019. Some of the pay ranges for City of Carlsbad part-time positions have a minimum that is below $12.00 per hour. Section 4.2 of the Carlsbad Personnel Rules and Regulations requires that changes to the city salary schedule must be submitted to City Council for approval and adoption. Discussion In order to comply with state law, the city must increase the minimum wage that employees are paid. On January 1, 2019, all workers in California must be paid a minimum wage of $12 per hour, an increase from the previous minimum of $11. The City of Carlsbad currently has part- time job classifications that have minimums below $12 per hour, and therefore we must increase those minimums to comply with law. This does not impact the city's compensation philosophy, as salary comparisons to the market are based on the maximum of a salary range. A full salary survey of part-time classifications was completed in 2017, and the city will continue to monitor the market and make adjustments to salary range maximums as necessary. Because this was a state mandated action with known future increases, these part-time pay rate adjustments were anticipated in advance and are included in the current budget. Fiscal Analysis The annual cost of changing the pay rate for those part-time employees who need to move up to the new minimum wage is $26,000 (includes salary and salary-related benefits). Funding is included in the adopted Fiscal Year 2018-19 budget for this item. Next Steps Staff recommends revising the Part-Time Salary Schedule as shown in Attachment A to the resolution and raising the hourly pay rates of part-time employees who are currently below the December 11, 2018 Item #4 Page 1 of 7 new minimum wage of $12 per hour on January 1, 2019. Emp loyees will receive an increase only if their current pay rate is below the new minimum wage. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonable foreseeable indirect physical change in the environment; and therefore, does not require environmental review. Barberio, Assistant City Manager ftJJ!--- Scott Chadwick, City Manager {city of Carlsbad Re: Responses to Questions from December 10 City Council Briefings Agenda Item No. 4 -Revisions t o the Part-time Salary Schedule Question: Why weren't the maximum range limits changed in addition to the minimum, for 9 of the 11 positions affected, and why were the 2 maximum ranges changed for the Kitchen Aide position and the Concession Aide position not changed to reflect the same range as previously (meaning the Kitchen Aide position max would be $12.25, and the Concession Aide position max would be $12.75)? Answer: The change in the minimum is required by law, whereas Carlsbad range maximums are determined by surveying our comparator agencies as part of our overall compensation philosophy and aligning our job classifications within the top third of the survey market. Currently, mandated minimum increases are far outpacing market range maximum increases, which leads to some ranges such as Kitchen Aide and Concession Aide having the same maximum and minimum. Changing the maximums for those positions beyond what was proposed would not be in line with our compensation philosophy. Human Resources periodically studies the market to determine appropriate salary range maximums, and did so with the part-time ranges in 2017. If changes to the maximums become necessary based on market data, those recommendations will be brought to City Council in a future staff report. Agenda Item No. 9 -Plans and specifications and bid advertisement for the Faraday Center Refurbishment Question: What does "deferred truss submittal", as indicated on the project plans, mean? Why is it not included now? Is it already part of the existing project budget? Answer: "Deferred truss submittal" refers to those portions of the design that were not submitted at the time of the building permit application since they are dependent on the specific dimensions of the air handling equipment to be provided and the building code that will be in effect when the project is unconditionally permitted for construction. The deferred truss submittal may result in additiona~ structural improvements as needed to support loads from the new air handler units on the roof truss system. City staff recommends that a structural analysis of the roof truss system be prepared and submitted for review through a deferred submittal to ensure that the structural calculations utilize the weight and configuration of the approved' air handler units as submitted by the successful construction contract bidder and as approved for use on the project by the city. The cost to complete the deferred truss submittal, including field investigation, structural analysis, design of structural modifications, if needed, and submittal of the analysis for review and approval, is included in the project budget. If the deferred truss submittal requires modifications to the existing roof system to support the new air handler units, the construction contractor will be required to submit a cost proposal to furnish, supply and Install the required elements. If the construction cost for the modifications is determined to be acceptable and within the project construction contingency, city staff will manage the work through the change order process.
