Executive Summary Board Member Ulrich Samietz resigned his positions on the CTBID and CGLBID Advisory Boards in August 2018, leaving an unexpired term until November 2020. The City Clerk's office has received an application from the following hotel manager/owner wishing to serve on the Boards (Exhibit 3): • Geoff Gray, Park Hyatt Aviara -requesting appointment to the CTBID and CGLBID Boards. Board Member Tim Stripe's appointment to the CGLBID expires in November. The City Clerk's office has received a letter from Mr. Stripe requesting reappointment. Resolution No. 2005-332 states that members of the CTBID shall represent the largest hotel businesses within the City and to be appointed without term limits. Park Hyatt Aviara is one of the largest hotels in the City of Carlsbad. Resolution No. 2012-260 states that members of the CGLBID be represented by four member hotels and one Carlsbad golf course establishment. Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming yacancies. October 16, 2018 Item #2 Page 1 of 8 City of Carlsbad Resolution No. 2005-332 states that the CTBID be established and members shall be appointed by the City Council. City of Carlsbad Resolution No. 2012-221 states that the CGLBID be established and members shall be appointed by the City Council. Other members of the Boards are: CTBID CGLBID Bill Canepa, Hilton Garden Inn Robert Rauch, Carlsbad-by-the-Sea Frank Idris, Legoland Vacant, Park Hyatt Aviara Robert Rauch, Carlsbad-by-the-Sea Timothy Stripe, Grand Pacific Resorts Vacant, Park Hyatt Aviara Tate Stull, The Crossings at Carlsbad Timothy Stripe, Grand Pacific Resorts Brian Hughes, Omni La Costa Resort & Spa Brian Hughes, Omni La Costa Resort & Spa Vacant, West Inn & Suites Members of the CTBID and CGLBID are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Next Steps Following the appointments to the CTBID and CGLBID Boards, the City Clerk's office will update the Committee roster and coordinate the Oath of Office and completion of the ethics training course. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. October 16, 2018 Item #2 Page 2 of 8 RESOLUTION NO. 2018-180 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO THE CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD EXHIBIT 1 WHEREAS, there is a vacancy on the Carlsbad Tourism Business Improvement District (CTBID) Advisory Board; and WHEREAS, the CTBID Advisory Board has an unanticipated vacancy due to the resignation of Ulrich Samietz representing the Park Hyatt Aviara; and WHEREAS, the Park Hyatt Aviara has recommended General Manager Geoff Gray be appointed to the position vacated by Ulrich Simietz. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad hereby appoints the following member to serve on the CTBID Advisory Board, with no term limit. WHERAS, the CGLBID Advisory Board will have a scheduled vacancy in November 2018 for a term ending in November 2022; and WHEREAS, existing Board Member Tim Stripe has requested reappointment. After enjoying the shores of Maui, I traded in the beach for ski boots, becoming General Manager of Hyatt Escala Lodge, leading the transition into one of the first Hyatt Centric coqversions in our portfolio as Hyatt Centric Park City. Prior to joining Hyatt, I served as Director of Rooms at The Statler Hotel at Cornell University. Most recently and previous to assuming the role as General Manager of Park Hyatt Aviara Resort, I was the General Manager of Royal Palms Resort and Spa, a luxury historical resort in Experience: Phoenix, Arizona. Community Activities: During my tenure at Royal Palms Resort and Spa, I served on the Board of the Arizona Lodging & Tourism Association and now look forward to working with our local city government and community. I will continue Park Hyatt Aviara Resort's philanthropic and community efforts proudly. I am a native of San Diego and I am ecstatic to be returning home and to engage with the entire Park Hyatt Aviara family and our surrounding communities.
